का.आ. 5379(अ).— भारतीय मानक ब्यूरो अजधजनयम, 2016 (2016 का 11) की धारा 17 के साथ पठित धारा
16 की उप-धाराओं (1) और (2) द्वारा प्रदत्त िजियों का प्रयोग करते हुए भारतीय मानक ब्यूरो से परामिश करने के बाद
केन्द्र सरकार इस जिचार के साथ दक िनजित में ऐसा करना आिश्यक िै, एतद्द्वारा ऑटोमोजबल व्िील ठरम घटक (गुणित्ता
जनयंत्रण) आदेि, 2020 में आगे संिोधन के जलए जनम्नजलजखत आदेि िारी करती िै, अथाशत्:-
1. लघु िीर्श और प्रारम्भ –
1. इस आदेि को ऑटोमोजबल व्िील ठरम घटक (गुणित्ता जनयंत्रण) संिोधन आदेि-II, 2023 किा िाएगा।
2. यि 22.12.2023 अथिा सरकारी रािपत्र में इसके प्रकािन की तारीख (िो भी बाद में िो) से प्रिृत्त िोगा।
2. ऑटोमोजबल व्िील ठरम घटक (गुणित्ता जनयंत्रण) आदेि ददनांक 21 जसतंबर 2020 में, पैराग्राफ 1 में, उप-पैराग्राफ (3)
जनम्नानुसार प्रजतस्ट्थाजपत दकया िाएगा:–
(3) यि ताजलका में जनर्दशष्ट िस्ट्तुओं अथिा सामानों पर लागू िोगा: बिते दक इस आदेि में जनम्नजलजखत िेतु कुछ
भी उि िस्ट्तुओं अथिा सामानों पर लागू निीं िोगा; अथाशत्:-

i.
जनयाशत के जलए ऑटोमोजबल व्िील ठरम;
ii.
केंरीय मोटरयान जनयम, 1989 का जनयम 126क प्रजत िािन पांच पजिया ठरम तक के िािनों को
परीक्षण से छूट प्रदान करता िै, बिते भारत में बेचे गए दकसी आधार (बेस) मॉडल जििेर् और इसके
िेठरएंट की संख्या दकसी िर्श में छि लगातार माि की अिजध में 250 से कम िो;
iii.
मरम्मत या जबक्री-पश्चात सर्िशस प्रयोिनों के जलए प्रजत चौपजिया िािन प्रजत जित्त िर्श जिजनमाशता द्वारा
चौपजिया ऑटोमोठटि व्िील ठरम (1,250 िािनों के जलए) की 5,000 इकाइयों तक का आयात।
iv.
अनुसंधान एिं जिकास के प्रयोिन से प्रजत जित्त िर्श, प्रजत चौपजिया िािन जिजनमाशता चौपजिया
ऑटोमोठटि व्िील ठरम (2,500 िािनों के जलए) की 10,000 इकाइयों तक का आयात।
v.
भारत में चौपजिया िािनों के जिजनमाशण के जलए प्रजत चौपजिया िािन जिजनमाशता प्रजत जित्त िर्श
चौपजिया ऑटोमोठटि व्िील ठरम (10,000 िािनों के जलए) की 50,000 इकाइयों तक का आयात।
vi.
मरम्मत या जबक्री पश्चात सर्िशस प्रयोिनों के जलए प्रजत दुपजिया िािन जिजनमाशता प्रजत जित्त िर्श
दुपजिया ऑटोमोठटि व्िील ठरम (12,000 िािनों के जलए) की 24,000 इकाइयों तक का आयात करना।
vii. अनुसंधान एिं जिकास के प्रयोिन से प्रजत जित्त िर्श, प्रजत दुपजिया िािन जिजनमाशता दुपजिया
ऑटोमोठटि व्िील ठरम (5,000 िािनों के जलए) की 10,000 इकाइयों तक का आयात।
viii. भारत में दुपजिया िािनों के जिजनमाशण के जलए प्रजत जित्त िर्श, प्रजत दुपजिया िािन जिजनमाशता दुपजिया
ऑटोमोठटि व्िील ठरम (35,000 िािनों के जलए) की 70,000 इकाइयों तक का आयात, बिते समान
प्रकार की ऑटोमोजबल व्िील ठरम इकाइयां 25,000 से अजधक न िों।

ORDER
New Delhi, the 19th December, 2023
S.O. 5379(E).— In exercise of the powers conferred by sub-sections (1) and (2) of section 16, read with
section 17 of the Bureau of Indian Standards Act, 2016 (11 of 2016), the Central Government, after consulting the
Bureau of Indian Standards, is of the opinion that it is necessary so to do in the public interest, hereby makes the
following Order further to amend the Automobile Wheel Rim Component (Quality Control) Order, 2020, namely:-

1. Short title and commencement. –
1. This Order may be called the Automobile Wheel Rim Component (Quality Control) Amendment Order-II,
2023.
2. It shall come into force on 22.12.2023 or the date of its publication in the Official Gazette, whichever is later.
2. In the Automobile Wheel Rim Component (Quality Control) Order dated 21st September 2020, in paragraph 1, sub-
paragraph (3) shall be substituted as follows:-
(3) It shall apply to goods or articles specified in the table: provided that nothing in this order shall apply to said
goods or articles meant for the following; namely:-
i.
automobile wheel rims meant for export;
ii.
up to five wheel rims per vehicle w.r.t. rule 126A of the Central Motor Vehicles Rules, 1989, which grants
relaxation from test, if number of vehicles sold in India for a given base model and its variants is less than
250 in any consecutive period of six months in a year;
iii.
import of up to 5,000 units of 4-Wheeler Automotive Wheel Rims (for 1,250 vehicles), by a 4-Wheeler
vehicle manufacturer per financial year, for repairs or after sales service purposes.
iv.
import of up to 10,000 units of 4-Wheeler Automotive Wheel Rims (for 2,500 vehicles), per financial
year, per 4-Wheeler vehicle manufacturer for R & D purposes.
v.
import of up to 50,000 units of 4-Wheeler Automotive Wheel Rims (for 10,000 vehicles) per financial
year, per 4-Wheeler vehicle manufacturer for manufacturing 4-Wheeler vehicles in India.
vi.
import of up to 24,000 units of 2-Wheeler Automotive Wheel Rims (for 12,000 vehicles) per financial
year, per 2-wheeler vehicle manufacturer for repairs or after sales service purposes.
vii.
import of up to 10,000 units of 2-Wheeler Automotive Wheel Rims (for 5,000 vehicles) per financial year,
per two-wheeler vehicle manufacturer for R & D purposes.
viii.
import of up to 70,000 units of 2-Wheeler Automotive Wheel Rims (for 35,000 vehicles) per financial
year, per 2-wheeler vehicle manufacturer for manufacturing 2-Wheeler vehicles in India, subject to not
more than 25,000 Automobile Wheel Rim units of one type.
