का.आ. 774(अ).—भारतीय मानक ब्यूरो अधिनियम, 2016 (2016 का 11) की धारा 16 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केंद्र सरकार का, भारतीय मानक ब्यूरो से परामर्श करने के बाद यह मत है कि यह जनहित में आवश्यक अथवा हितकर है, अतः एतद्द्वारा फर्नीचर (गुणवत्ता नियंत्रण) आदेश, 2025 में संशोधन करने के लिए निम्नलिखित आदेश करती है, नामतः:-
1.(1) इस आदेश को फर्नीचर (गुणवत्ता नियंत्रण) संशोधन आदेश, 2026 कहा जाएगा।
(2) यह आदेश आधिकारिक राजपत्र में इसके प्रकाशन की तारीख से लागू होगा।
- फर्नीचर (गुणवत्ता नियंत्रण) आदेश, 2025 के पैरा 2 में, तीसरे परंतुक के पश्चात् निम्नलिखित परंतुक शामिल किया जाएगा, अर्थात्
बशर्ते यह भी कि इस आदेश में से कुछ भी ब्यूरो द्वारा प्रमाणित फर्नीचर के विनिर्माताओं द्वारा प्रति वित्त वर्ष अनुसंधान और विकास के प्रयोजन के लिए तालिका के कॉलम (1) में दो सौ तक आयातित विनिर्दिष्ट माल अथवा वस्तुओं पर या ऐसे विनिर्माता जिन्होंने ऐसे माल अथवा वस्तुओं के प्रमाणन के लिए आवेदन किया है, उन पर इस आदेश में से कुछ भी लागू नहीं होगा, जिसके साथ यह शर्त होगी कि ऐसे आयातित माल अथवा वस्तुओं की वाणिज्यिक रूप से बिक्री नहीं की जाएगी, और इसका निपटान स्क्रैप के रूप में किया जाएगा; तथा विनिर्माता ऐसे आयातित माल अथवा वस्तुओं का वर्ष-वार रिकार्ड रखेगा और इसे केंद्र सरकार को प्रस्तुत करेगा:
बशर्ते यह भी कि इस आदेश में से कुछ भी ब्यूरो द्वारा प्रमाणित विनिर्माताओं को इस आदेश के लागू होने की तारीख से पहले घरेलू रूप से विनिर्मित या आयातित सामग्री से संबंधित तालिका के कॉलम (1) में विनिर्दिष्ट सामानों या वस्तुओं पर या ऐसे विनिर्माता जिन्होंने ऐसे संगत माल अथवा वस्तुओं के प्रमाणन के लिए ब्यूरो को आवेदन किया है, पर लागू नहीं होगा और ऐसे विनिर्माता को ऐसे घोषित स्टॉक को इस आदेश के कार्यान्वयन की तारीख से बारह महीने तक बेचने या प्रदर्शित करने या बिक्री करने की अनुमति होगी, जो इस शर्त के अधीन है कि ऐसे विनिर्माता ने ब्यूरो के समक्ष इस आशय की स्व-घोषणा की हो:
बशर्ते यह भी इस आदेश में से कुछ भी फर्नीचर के निर्यात के लिए भारत में फर्नीचर विनिर्माताओं द्वारा आयातित गैर-बीआईएस चिह्न वाले माल अथवा वस्तुओं या इसके घटकों/सब-असेंबलीज़ के लिए लागू नहीं होगा, जिसके साथ यह शर्त होगी कि विनिर्माता इन वाइस संख्या और अन्य आयात कंसाइमेंट के संगत विवरण का उल्लेख करते हुए केंद्र सरकार को इसके प्राधिकृत हस्ताक्षरकर्ता द्वारा हस्ताक्षररत अपने शीर्ष-पत्र के माध्यम से स्व-घोषणा प्रस्तुत करता है और एकवचन पत्र प्रस्तुत करता है कि इस प्रकार आयात किए गए माल या वस्तुओं को किसी अन्य उपयोग में नहीं लाया जाएगा या घरेलू बाजार में नहीं बेचा जाएगा और विनिर्माता को ऐसे माल और वस्तुओं के आयात और उसके उत्पाद का रिकॉर्ड संबंधित सरकारी प्राधिकारी द्वारा सत्यापन या लेखापरीक्षा के लिए रखना होगा।

ORDER
New Delhi, the 12th February, 2026
S.O. 774(E).— In exercise of the powers conferred by section 16 of the Bureau of Indian Standards Act, 2016 (11 of 2016), the Central Government, after consulting the Bureau of Indian Standards, is of the opinion that it is necessary or expedient so to do in the public interest, hereby makes the following order to amend the Furniture (Quality Control) Order, 2025, namely: -
- (1) This order may be called the Furniture (Quality Control) Amendment Order, 2026.
(2) It shall come into force on the date of its publication in the Official Gazette.
- In the Furniture (Quality Control) Order, 2025, to paragraph 2, after the third proviso the following provisos shall be inserted, namely:
Provided also that nothing in this order shall apply to import upto two hundred numbers of goods or articles specified in column(1) of the table for the purpose of research and development per financial year by the manufacturer of furniture certified by the Bureau or the manufacturer who has applied to the Bureau for certification of such goods and articles with the condition that such imported goods and articles shall not be sold commercially and shall be disposed of as a scrap and the manufacturers shall maintain a record of such goods or articles year-wise and furnish the same to the Central Government:
Provided also that nothing in this order shall apply to goods or articles specified in column (1) of the table domestically manufactured or imported before the date of implementation of this order by the manufacturer certified by the Bureau or the manufacturer who has applied to the Bureau for certification of the relevant goods and articles and such manufacturer shall be permitted to sell or display or offer to sell such declared stock up to twelve months from the date of implementation, subject to the condition that such manufacturer shall furnishes a self declaration to this effect to the Bureau:
Provided also that nothing in this order shall apply to non-BIS marked goods or articles or its components/sub-assemblies imported by the manufacturer of furniture in India for export of furniture subject to the condition that the manufacturer furnishes a self-declaration in its letter-head signed by its authorised signatory, to the Central Government mentioning the invoice number and other relevant details of the import consignment and an undertaking that the goods or articles so imported shall not be put to any other use or sold in the domestic market and the manufacturer shall maintain the record of such goods and articles imported and its product for verification or audit by the Government authorities concerned".
