आदेश
नई दिल्ली, 30 मार्च, 2026
का.आ. 1655(अ).—जबकि, केंद्रीय सरकार ने लोकहित में और भारतीय मानक ब्यूरो अधिनियम, 2016 (2016 का 11) की धारा 16 द्वारा प्रदत्त शक्तियों के तहत, लीनियर एल्काइल बेंजीन (गुणवत्ता नियंत्रण) आदेश, 2022 (जिसे इसके पश्चात उक्त आदेश कहा जाएगा) का.आ. 1648 (अ) के तहत दिनांक 5 अप्रैल, 2022 को अधिसूचित किया है।
और जबकि, वैश्विक स्तर पर व्याप्त संकट को देखते हुए, केंद्र सरकार ने ब्यूरो के परामर्श से आपूर्ति श्रृंखला में व्यवधान का संज्ञान लिया है और आश्वस्त है कि लीनियर एल्काइल बेंजीन की उपलब्धता सुनिश्चित करने के लिए, उक्त आदेश के संचालन को अस्थायी रूप से निलंबित करना आवश्यक और समीचीन है;
अब, इसलिए भारतीय मानक ब्यूरो अधिनियम 2016 (2016 का 11) की धारा 25 की उपधारा (3) के साथ पठित धारा 16 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और यह राय रखते हुए कि लोकहित में ऐसा करना आवश्यक है, केंद्र सरकार भारतीय मानक ब्यूरो से परामर्श करने के पश्चात उक्त आदेश में निम्नलिखित संशोधन करती है, अर्थात्:-
लीनियर एल्काइल बेंजीन (गुणवत्ता नियंत्रण) आदेश, 2022 के पैरा 2 में निम्नलिखित उपबंध जोड़ा जाएगा, अर्थात्:-
“परंतु उक्त माल या वस्तु की आपूर्ति श्रृंखला में किसी भी प्रकार के व्यवधान को रोकने के लिए, ऐसे भारतीय मानक का अनुपालन 1 अप्रैल, 2026 से 1 जुलाई, 2026 की अवधि के लिए लागू नहीं होगा।”

टिप्पण : लीनियर एल्काइल बेंजीन (गुणवत्ता नियंत्रण) आदेश, 2022 भारत के राजपत्र, असाधारण, भाग II, खंड 3, उप-खंड (ii) में का.आ. 1648(अ), तारीख 5 अप्रैल, 2022 द्वारा प्रकाशित किया गया था और इसे अंतिम बार अधिसूचना का.आ. 4602(अ), तारीख 29 सितंबर, 2022 द्वारा संशोधित किया गया था।

ORDER
New Delhi, the 30th March, 2026
S.O. 1655(E).— WHEREAS, the Central Government has notified the Linear Alkyl Benzene (Quality Control) Order, 2022 vide S.O. 1648 (E), dated 5th April, 2022 (hereinafter to referred as the said Order) in the public interest under and the powers conferred by section 16 of the Bureau of Indian Standards Act, 2016 (11 of 2016).
And whereas, in view of the exigencies prevailing globally, the Central Government, in consultation with Bureau, has taken cognizance of the supply chain disruption and is satisfied that to ensure availability of the Linear Alkyl Benzene, it is necessary and expedient to suspend the operation of the said Order temporarily;
NOW, therefore, in exercise of the powers conferred by section 16 read with sub-section (3) of section 25 of the Bureau of Indian Standards Act 2016 (11 of 2016), and being of the opinion that it is necessary so to do in the public interest, the Central Government after consultation with the Bureau of Indian Standards, hereby makes the following amendment to the said Order, namely :-
In the Linear Alkyl Benzene (Quality Control) Order, 2022, in paragraph 2, the following proviso shall be inserted, namely: -
“Provided that to prevent any disruption of supply chain of the said goods or article, the conformation to such Indian Standard shall not be applicable for the period from the 1st April, 2026 to 1st July, 2026"

Note : The Linear Alkyl Benzene (Quality Control) Order, 2022 was published in the Gazette of India, Extraordinary, Part II, section 3, sub-section (ii), vide number S.O. 1648 (E), dated the 5th April, 2022 and last amended vide notification number vide S.O 4602 (E), the dated the 29th September, 2022.
