The Directorate General of Foreign Trade has amended the export policy conditions for rice (Basmati and Non-Basmati) under HSN 1006. The requirement for a Certificate of Inspection issued by the Export Inspection Council (EIC) or Export Inspection Agency (EIA) is now restricted to exports destined for EU member states, the United Kingdom, Iceland, Liechtenstein, Norway, and Switzerland. For all other European countries, the mandatory requirement for a Certificate of Inspection is waived for a period of six months, effective from April 10, 2026, until October 1, 2026.

Subject: Amendment in Export Policy Condition under HSN 1006 of Schedule-II(Export Policy), ITC(HS) 2022 –reg.
S.O.(E): In exercise of powers conferred by Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act 1992, read with para 1.02 and 2.01 of the Foreign Trade Policy, 2023 as amended from time to time, the Central Government hereby makes the following amendment to the Notification No. 39/2025-2026 dated 03rd October, 2025, with immediate effect in policy condition of sub-heading 1006 for export of rice (Basmati and Non-Basmati) -
- The Export Policy Conditions are notified under the existing entries under the following ITC (HS) Codes are amended as under: -

Effect of notification - The requirement for a Certificate of Inspection from EIC/EIAs for Rice (Basmati and Non-Basmati) exports is limited to EU member states, the UK, Iceland, Liechtenstein, Norway, and Switzerland. Exports to other European countries are exempt from this requirement for six months from the date of this notification.
