CIRCULAR
Subject: Appeal of Department of Ex-Serviceman Welfare to donate minimum Rs.300/- to Armed Forces Flag Day Fund (AFFDF) - reg.
All Divisions/Sections of DGFT (HQ) are hereby informed that the Armed Forces Flag Day (AFFD) is observed on 7^th December every year to honour Battle Casualties and men in uniform who fought bravely not only to protect the borders of our nation, but also fight terrorism and insurgency. This year, as a mark of special tribute to success of "Operation Sindoor" DoPT vide O.M. No. A-51/25/2024-AD-III dated 30^th September, 2025 (Copy enclosed) has forwarded a copy of D.O. letter No.7(7)/2025-D (Res-II) dated 11.09.2025 (Copy enclosed) received from D/o Ex-Serviceman Welfare, Ministry of Defence which is self explanatory.
2. Vide D.O. letter dated 11.09.2025 Department of Ex-Serviceman Welfare has made an appeal to all Central Govt. officials/staff of the Ministries/Departments to voluntarily donate a minimum amount of Rs.300/- from their salaries for the month of November, 2025 so that the amount so collected is available before the Flag Day.
3. All the concerned officials and Sectional In-charge of DGFT (HQ) are hereby requested to bring this to the notice of all officials/staffs under their control and send duly filled up form for willingness attached herewith latest by 14^th November, 2025 to the Cash Section, Room No. 490, Udyog Bhawan for deduction an amount of Rs.300/- from the salary for the month of November, 2025 towards the Flag Day.

Dear Sir,
The Armed Forces Flag Day (AFFD) is observed on 07^th December every year to honour Battle Casualties and men in uniform who fought bravely not only to protect the borders of our nation, but also fight terrorism and insurgency. On this day, donations are collected from the general public for AFFDF which are used for the welfare and rehabilitation of war widows, dependents of the Battle Casualties and Ex-Servicemen (ESM) including the disabled. An appeal issued by the Department of Ex-Servicemen Welfare, Ministry for Defence requesting for contributing to AFFDF in solidarity with our soldiers and their next of kins (NoKs)/dependents, is forwarded herewith.
2. This year, as a mark of special tribute to successful "Operation Sindoor", DoPT is requested to issue advisory to all Central Govt officials/staff of the Ministries/ Departments to voluntarily donate a minimum amount of Rs.300/- out of their salaries for the month of November, 2025 so that the amount so collected is available before the Flag Day. The contributions may please be sent by 02^nd December, 2025 to Secretary, Armed Forces Flag Day Fund, West Block-4, Wing-7, R.K.Puram, New Delhi-110066 by Cheque/DD/NEFT/RTGS in the bank accounts as per Annexure.

Dear Citizens,
The Department of Ex-Servicemen Welfare, Ministry of Defence has been working for the welfare and rehabilitation of war widows, wards of Battle Casualties and Ex-Servicemen (ESM) including disabled by providing financial assistance for their identified personal needs such as penury grant, children's education grant, funeral grant, medical grant and orphan/disabled children grant. This financial assistance is provided out of the Armed Forces Flag Day Fund (AFFDF) which contributions are received from the general public on the Armed Forces Flag Day (AFFD) which is celebrated on 7^th December every year. Efforts are required to increase the contribution to the Armed Forces Flag Day Fund to meet the increasing requirement of financial assistance for our ex-servicemen, their wards and war-widows. Contributions can be made to the AFFD Fund by cheque/DD/NEFT/RTGS drawn in the following banks Accounts:-

All citizens of India are requested to take the opportunity on this Flag Day on 07^th December, to connect with the cause of war-widows, ESM, wards of the martyred soldiers and contribute generously to AFFDF in solidarity with our soldiers and their NoKs/dependents. Contributions to AFFDF are exempt from Income Tax under Section 80G(5)(vi) of the Income Tax Act, 1961.
