(ASD) Sub: Preparation of Annual Accounts from the year 2017-18 by Zonal Offices- Reg. Ref: - H.O. letter No.HRM-1/D-1(1)2017/CR/17462 dated 13-01-2017 Sir, Consequent upon implementation of Organisation and Cadre Restructuring, the numbers of Regional Offices h~ve increased from 40 to 135. Now there is only two tier system at the field level with Regional Offices reporting to their respective Zonal Offices. The existing provisions prescribe for preparation of Annual Accounts at the level of Regional Offices, which are inclusive of the Annual Accounts of Sub-Regional Offices under their control. The administrative expenses/ accounts of the offices of the Zonal ACCs were also included by the Regional Offices under the jurisdiction of which, the concerned ACC offices were physically situated. 2. However, with the changed role and responsibility of the Zonal Offices, the existing system of Annual Accounts preparation has been revisited. 3. 'The issue has been examined and it has been decided that the Annual Accounts from the year 2017-18 onwar~s shall be sent by Regional Offices to their respective Zonal Offices which, in turn, shall compile the same at Zonal level duly incorporating the Annual Accounts of their Zonal Office, if any. The Zonal Office shall submit the Annual Accounts of the entire zone to Head Office for preparation and consolidation of the Annual Accounts of the Employees' Provident Fund Organisation. 5. The arrangement shall remain unchanged in respect of other offices, like PDUNASS, Head Office and EPFAT etc. 6. Further, it is also decided that the Zonal Office shall forward the Annual Accounts to the respective Auditor General for Audit under whose jurisdiction the offices under the r Zonal Office fall. In case the offices of Zonal Office fall under more than one Auditor General, then the Annual Accounts shall be forwarded to all respective Auditor General Offices with specific request for auditing the Accounts of respective offices in their jurisdiction.
