Sir, In reference to the subject matter, it is informed that this office has already circulated the Internal SOP in the form of Legal Framework Document of ESIC for comprehensively monitoring of the Litigation and Effective Management of litigation to all the field offices. But after analyzing the Monthly Report/ Quarterly Report an inadequate Record-Keeping and Case Monitoring is observed. So, it is directed to abide by the the following instructions to minimize the deficiencies in review and improve case monitoring and reduction in Litigation:- 1. Strengthening Internal Review:- Branch office of the branch concerned i.e to whom subject of case pertain, must be instructed for reading and recording a brief note on all judgments/orders before forwarding it to Headquarters for appeal; 2. Appeal Filing Policy:- Appeals should be filed only where a substantial question of law arises, not as a matter of routine just to safeguard one’s own interest; Field offices must adhere to Legal Framework Document Guidelines in this regard; 3. Backlog Reduction (Old Cases):- Initiate a special drive for tracing the files or collect from Hon'ble Court where records are missing; Co-ordinate with Advocates for listing and disposal of case pending prior to year 2000; 4.
