Check the official recordThe Director General of the Employees' State Insurance Corporation mandates new operational standards to improve official responsiveness. Officials must limit E-office file processing to a maximum of four levels. All sections must define these four levels and report them to their respective heads. Staff must resolve all pending receipts and E-files by 30 September 2026. Officials must submit a compliance report on remaining pendency by 1 October 2026. Starting 1 October 2026, files or proposals pending for more than three working days require justification to avoid adverse remarks in the Annual Performance Assessment Report. All staff must designate a link officer to manage files during absences. The administration will update E-office profiles with these link officer details.

In order to inculcate responsiveness and responsibility in official working among ESIC officials towards fulfilling the Vikshit Bharat 2047 goals for ESIC, the Director General has ordered the following for strict and immediate compliance pan-ESIC:
Level of Disposal - No E-office file shall normally be dealt at more than 4 levels / channels including level of submission and approval. For headquarters, wherever the file is moved up to DG level for approval/ decision, the Dealing Hand / AD may be considered as First Level, the DD / JD / Director/ AC/ DMC may be considered as Second Level, IC / MC may be Third Level and the DG may be the Final Approval Level. Similar levels may be drawn where file disposal/ approval is at lower level. All sections at Headquarters including Medical Colleges / Hospitals shall draw a table of levels of submission restricting to "Four" as per their need / suitability and report to the concerned IC / MC/ Dean/ MS/ RD/ DMD.
Any pending receipt/ matter lying unattended or e-file kept unresolved shall be promptly taken up by the concerned official on whom the pendency is accountable. All pendencies should be cleared by 30.09.26 and a compliance report be filed with remaining pendency, if any, as on 1.10.26 (format given at annexure-I) through their respective reporting officials to the respective IC / MC/ Dean/ MS/ RD/ DMD.
Henceforth, with effect from 1.10.26 any FR / E-file / Indent / Bill / Proposals pending for more than 3 working days with any dealing hand / official shall be duly reported when asked by his / her reporting/ senior officer. Any delay without justifiable reason shall inevitably lead to adverse remarks / APAR entry against the official.
All official/ level starting from IC/ MC upto the dealing hand / level shall declare her/ his link officer to deal with files/ matters during her/ his absence on account of leave/ tour, etc. The E-office admn./ ERP admn. shall suitably incorporate the link officer name in the profile section so that files/ matters can be quickly reassigned to the link officer so to avoid pendency.
A capacity building program calendar linked with APAR for all ESIC officials is meanwhile being developed for holistic Human Resource management.
The progress made on the above orders would be reviewed on bi-monthly basis.
