Office Order
In line with the Govt. of India directives towards paperless office and in order to accelerate disposal of dak / receipts, etc., pan-ESIC; the Competent Authority of the ESIC has decided that henceforth all communications shall be differentiated as internal (within ESIC) communication or external (from outside ESIC) communication. Whereas, all internal communication between/ within ESIC Hqrs./ ROs/ Hospitals/ Medical Colleges/ serving ESIC officials, etc. shall be compulsorily paperless/ online without diary. The external communication may continue to be diarized, however physical paper may be stopped at first level of receipt and thereafter scanned and sent through e-receipt for faster communication and better monitoring.
The following shall be implemented with immediate effect:
Internal communication
- No physical paper/ dak shall be accepted by the Central diary or by any section which is pertaining to internal communication between/ within ESIC Hqrs./ ROs/ Hospitals/ Medical Colleges/ other field offices/ dispensaries, serving ESIC officials, etc.
- All letter/ representation/ application from serving officials shall be sought via ERP, e-mail or e-receipt (on-file). Wherever, an official is unable to himself submit online due to literacy/ other reasons, his/ her reporting official shall get the communication submitted online.
- No physical diary shall be made of internal communication/ receipt.
External communication
- At the ESIC hqrs., the DGs Personal Section, CVOs Personal Section and the R&I Section shall be the sole recipient of external communication received physically. The concerned section shall get all correspondence duly diarised and scanned and issued through E-office receipt to the intended MC / IC / Sectional head. The physical dak/ receipt if any shall be filed at these levels only and no physical dak / paper shall be used / circulated at the subordinate levels. Similarly, the ESIC Medical college and hospitals shall have two points (Dean & MS office) of receipt besides a Central diary. All other RO/ hospitals/ DMD/ SRO/ field offices and dispensaries shall have a single point of receipt besides a central diary as required.
The R&I section/ Central diary, however may be preferred for general (matters) receipt and diary.
Monitoring & Reporting
- The PPS / PS / PA / Steno attached to Officers shall be personally responsible to monitor and report the movement of actionable receipts, files / FRs especially VIP References, urgent matters, etc.
- The necessary viewing rights on e-office shall be granted by the concerned officers to their personal staff.
- Bills, vouchers, affidavits, etc., may be continued to be retained as per Audit/ CSMOP/ ESIC requirements, however all attempts shall be made to digitalize all records.
- Weeding out of physical records shall be carried out as per Record retention schedule on six-monthly basis.
The above orders shall be implemented with immediate effect and a compliance report shall be submitted by all divisional heads within 15 days of the issue of this order to the mail id : eoffice-hq@esic.gov.in
