Subject: Transfer of budget in respect of ESIC Hospitals for the FY 2026-27 for the execution of ARM Works under the revised DoP - reg.
Madam/Sir,
Kindly refer to the revised Delegation of Powers (DoP) for execution of ARM works issued vide Hqrs Circular No: V-11013/4/2022-PMD-Part(1) dated 13.07.2026. As per the revised DoP, Medical Superintendents of ESIC Hospitals have been delegated the powers for execution of Annual Repair Maintenance and operational work (ARMO) to facilitate the implementation of Integrated Facility Management Services (IFMS).
Accordingly, for the Financial Year 2026-27, the ARM budget sanctioned/allocated in respect of ESIC Hospitals shall stand transferred from the Regional Offices to ESIC Hospitals in the region, so as to enable the Medical Superintendents to exercise their delegated powers for execution of ARMO works and facilitate smooth implementation of IFMS. However, the expenditure already incurred by the Regional Offices and any unsettled bills/committed liability in respect of the ARM works have to be adjusted and only the unutilized and uncommitted balance of the ARM budget shall be available for utilization by the ESIC Hospitals for the FY 2026-27.
In order to ensure that the ARM works are executed within the sanctioned ARM budget for the Financial Year, all Regional Directors are requested to send a statement of ARM Budget provision and utilization to the ESIC Hospitals in the regions in the format prescribed below (with copy marked to F&A and PMD, HQ). The Medical Superintendents shall ensure that the ARM works are executed within the balance available ARM budget as intimated by the Regional Directors.

Further, the ARM expenditure already incurred/paid by the Regional Offices in respect of the ESIC Hospitals has to be transferred to the respective ESIC Hospitals through Suspense Slips/Exchange Accounts, so as to reflect the actual unit-wise ARM expenditure against the concerned ESIC Hospital for the FY 2026-27.
