L.-33004/99 xxxGIDHxxx xxxGIDExxx असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार से प्रकाजित PUBLISHED BY AUTHORITY अंतरराष्ट्रीय जित्तीय सेिा केंद्र प्राजधकरण अजधसूचना गांधीनगर, 2 अप्रैल, 2024 अंतरराष्ट्रीय जित्तीय सेिा केंद्र प्राजधकरण (भुगतान सेिाएँ) (संिोधन) जिजनयम, 2024 आईएफएससीए/िीएन/2024/002.-अंतरराष्ट्रीय जित्तीय सेिा केंद्र प्राजधकरण अजधजनयम, 2019 (2019 का 50) की धारा 28 की उप-धारा 1 के साथ पठित धारा 12 की उप-धारा (1) द्वारा प्रदत्त िजियों का प्रयोग करते हुए, अंतरराष्ट्रीय जित्तीय सेिा केंद्र प्राजधकरण अंतरराष्ट्रीय जित्तीय सेिा केंद्र प्राजधकरण (भुगतान सेिा) जिजनयम, 2024 (इसके बाद प्रधान जिजनयम कहा िाएगा) में संिोधन करने के जलए जनम्नजलजखत जिजनयम बनाता है, अथाात्: - 1. (i) इन जिजनयमों को अंतरराष्ट्रीय जित्तीय सेिा केंद्र प्राजधकरण (भुगतान सेिाएँ) (संिोधन) जिजनयम, 2024 कहा िाएगा। (ii) ये जिजनयम आजधकाठरक रािपत्र में इनके प्रकािन की तारीख से लागू होंगे। 2. मूल जिजनयमों के जिजनयम 2 में उप-जिजनयम (1) के खंड (1) को जनम्नजलजखत खंड से प्रजतस्ट्थाजपत ककया िाएगा, अथाात्: "(1) "एस्ट्रो सेिा" का अजभप्राय भुगतान सेिा प्रदाता द्वारा समझौते के अधीन प्रदान की गई सेिा से है, जिसके अधीन ऐसे भुगतान सेिा प्रदाता द्वारा धनराजि को लेनदेन प्रकरया को पूणा करने में रत एक या अजधक पक्षों के जलए और सं. 242] नई कदल्ली, सोमिार, अप्रैल 8, 2024/चैत्र 19, 1946 No. 242] NEW DELHI, MONDAY, APRIL 8, 2024/CHAITRA 19, 1946 सी.जी.-जी.जे.-अ.-09042024-253613 CG-GJ-E-09042024-253613 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] उनकी ओर से आईएफएससी बैंककंग यूजनट ('आईबीयू') या आईएफएससी बैंककंग कंपनी ('आईबीसी') के एस्ट्रो खाते में रखा िाता है।“ के. रािारामन, अध्यक्ष [जिज्ञापन-III/4/असा./011/2024-25] INTERNATIONAL FINANCIAL SERVICES CENTRES AUTHORITY NOTIFICATION Gandhinagar, the 2nd April, 2024 INTERNATIONAL FINANCIAL SERVICES CENTRES AUTHORITY (PAYMENT SERVICES) (AMENDMENT) REGULATIONS, 2024 IFSCA/GN/2024/002.—In exercise of the powers conferred by sub-section (1) of Section 12 read with sub- section 1 of section 28 of the International Financial Services Centres Authority Act, 2019 (50 of 2019), the International Financial Services Centres Authority hereby makes the following regulations further to amend the International Financial Services Centres Authority (Payment Services) Regulations, 2024 (hereinafter referred to as the Principal Regulations), namely: - 1. (i) These regulations may be called the International Financial Services Centres Authority (Payment Services) (Amendment) Regulations, 2024. (ii) They shall come into force on the date of their publication in the Official Gazette. 2. In regulation 2 of the Principal Regulations for clause (l) of sub-regulation (1) the following clause shall be substituted , namely: “(l) “escrow service” means the service provided by a payment service provider, under an agreement, whereby money is held by such payment service provider in an escrow account with an IFSC Banking Unit (‘IBU’) or an IFSC Banking Company (‘IBC’) for and on behalf of one or more parties that are in the process of completing a transaction; K.
