विषय: प्रस्तावकों की एबीएचए (आभा) संख्या प्राप्त करने के लिए सुविधा का निर्माण Re: Creation of facility to capture ABHA number of proposers

1. आयुष्मान भारत डिजिटल मिशन (एबीडीएम) देश में एक समन्वित डिजिटल स्वास्थ्य प्रणाली को समर्थन देने के लिए आवश्यक सूचना विकसित करने का कार्य कर रहा है। स्वास्थ्यरक्षा पारिस्थितिक तंत्र (इकोसिस्टम) के विभिन्न हितधारकों के बीच विद्यमान अंतराल को पाटने के लिए डिजिटिकरण सहायता करेगा, जिसका बीमा उद्योग एक महत्वपूर्ण अंग है। The Ayushman Bharat Digital Mission (ABDM) is working on developing the necessary information to support an integrated digital health system in the country. Digitisation will help bridge the gap amongst different stakeholders of the healthcare ecosystem of which the insurance industry is a significant part.

2. आयुष्मान भारत स्वास्थ्य लेखा (एबीएचए- आभा) को एबीडीएम के एक भाग के रूप में विकसित किया गया है। यह एक 14-अंकों वाली संख्या है जो विलक्षण रूपसे व्यक्तियों की पहचान करती है तथा उनका अधिप्रमाणन करती है। इस सर्वव्यापी पहचान का उपयोग पूर्व-सहमति के साथ किसी व्यक्ति के स्वास्थ्य अभिलेखों तक पहुँचने और उन्हें डिजिटल तौर पर साझा करने के लिए किया जा सकता है। Ayushman Bharat Health Account (ABHA) has been developed as part of ABDM. It is a 14-digit number which uniquely identifies persons and authenticates them. This universal identifier can be used to access and digitally share one's health records, with prior consent.

3. बीमाकर्ताओं के लिए प्रस्तावकों की आभा संख्या यदि पहले से विद्यमान है तो उसे प्राप्त करना अथवा उनकी सहमति प्राप्त करने के बाद उनके लिए ऐसी एक संख्या निर्मित करने में सहायता करना लाभकारी होगा। It would be beneficial for insurers to capture the ABHA number of proposers if already existing or help create one for them after obtaining their consent.

4. आभा एक डिजिटल परिवेश में बीमाकृत व्यक्ति की पहचान करने तथा निर्बाध स्वास्थ्यरक्षा और बीमा सेवा के वितरण में सहायता पहुँचाएगी। यह दावा संबंधी सर्विसिंग में व्यक्ति की मदद एक पारदर्शी और त्वरित प्रक्रिया के साथ करते हुए भी बीमाकर्ताओं को एक सुरक्षित और कागजरहित तरीके से व्यक्ति की चिकित्सा संबंधी सूचना तक एक सरल और समय पर पहुँच प्रदान करेगी। ABHA would help identify the insured in a digital environment and facilitate seamless healthcare and insurance service delivery. It would give insurers easy and timely access to a person's medical information in a safe and paperless manner even while helping the individual with a transparent and speedy process of claims servicing.

5. अतः उपर्युक्त उद्देश्य के साथ सभी बीमाकर्ताओं को निम्नलिखित का कार्यान्वयन करने के लिए सूचित किया जाता है: With the above objective, all insurers are, therefore, advised to carry out the following:

i. बीमा कवर की अपेक्षा करनेवाले व्यक्तियों की आभा संख्या प्राप्त करना तथा आभा के माध्यम से बीमाकर्ताओं/टीपीए के साथ चिकित्सा अभिलेख साझा करने हेतु सदस्य की सहमति प्राप्त करने के लिए प्रस्ताव फार्मों में (ऑनलाइन फार्मों सहित) एक सुविधा उपलब्ध कराएँ। a. Provide a facility in proposal forms (including online forms) to capture ABHA number of the persons seeking insurance cover and obtaining member's consent for sharing medical records with insurers/TPAs through ABHA.

ii. एजेंटों/मध्यवर्तियों, जैसा लागू हो, के माध्यम से अपनी आभा संख्या निर्मित करने में प्रस्तावकों को सुविधा प्रदान करें/उनकी सहायता करें। b. Facilitate/assist proposers in creating their ABHA numbers through agents/intermediaries, as applicable

iii. वर्तमान पालिसीधारको के लिए नवीकरणों के दौरान जैसी स्थिति हो, उनकी आभा संख्याएँ प्राप्त करें/निर्मित करने में सहायता करें। c. For existing policyholders to obtain/help create their ABHA numbers as the case may be during renewals

iv. वर्तमान बीमाकृत व्यक्तियों की आभा के लिए पंजीकृत करने तथा इसके लिए एक लिंक देने हेतु प्रोत्साहित करते हुए अपनी वेबसाइट पर संदेश रखें। d. Place a message on their website encouraging existing insureds to register for ABHA and give a link for the same.

6. उपर्युक्त को लागू करने से कोई भी बीमाकृत व्यक्ति आभा संख्या रखने से प्राप्त होनेवाले हितों से लाभान्वित हो सकता है। With the above in place an insured person can benefit from the advantages that come with having an ABHA number.
