विषय: 1 अप्रैल 2020 से विलियत सरकारी क्षेत्र बैंकों (पीएसबी) के कारपोरेट एजेंसी विषय Re: Corporate Agency matters of the PSBs that have merged w.e.f. 1st April 2020
यह परिपत्र 1 अप्रैल 2020 से लागू किये गये महा विलय प्रयोग से उभरने वाले चार बैंकों अर्थात् पंजाब नेशनल बैंक, केनरा बैंक, यूनियन बैंक ऑफ़ इंडिया और इंडियन बैंक एवं संबंधित बीमाकर्ताओं पर लागू है। इस परिपत्र में उक्त चार बैंकों का उल्लेख 'अधिग्राहक बैंक' के रूप में किया गया है तथा उक्त अधिग्राहक बैंक के साथ विलियत बैंकों का उल्लेख 'अधिगृहीत बैंक' के रूप में किया गया है।
This circular is applicable to the four banks emerging from the mega merger exercise effected from $1^{\text{st}}$ April, 2020; i.e. Punjab National Bank, Canara Bank, Union Bank of India and Indian Bank and concerned insurers. In this circular, the four banks are referred as 'Acquiring Bank' and the banks that were merged with the acquiring bank are referred as 'Acquired Bank'.
अधिग्राहक बैंक कारपोरेट एजेंट के रूप में कार्य करने के लिए वर्तमान पंजीकरण प्रमाणपत्र (सीओआर) का प्राधिकार करेगा तथा प्राधिकरण को लिखित अनुरोध प्रस्तुत करते हुए अधिगृहीत बैंकों द्वारा प्रतिधारित पंजीकरण प्रमाणपत्रों (सीओआर) का अभ्यर्पण करेगा। उक्त अभ्यर्पण की अनुमति अधिगृहीत बैंकों के साथ व्यवस्था रखने वाले बीमाकर्ताओं के साथ उपयुक्त व्यवस्था करने के द्वारा अधिगृहीत बैंकों के वर्तमान पॉलिसीधारकों की सर्विसिंग के संबंध में अधिग्राहक बैंक से वचन प्राप्त करने के अधीन दी जाएगी। संबंधित बीमाकर्ता और

अधिग्राहक बैंक के बीच करार न होने की स्थिति मेंपॉलिसी अवधि की समाप्ति तक अधिगृहीत बैंकों के वर्तमान पॉलिसीधारकों की सर्विसिंग करने के लिए बीमाकर्ता उत्तरदायी होगा।
Acquiring bank shall retain the existing COR to act as a corporate agent and surrender COR(s) held by acquired banks by submitting written request to the Authority. The surrender shall be allowed subject to undertaking from the acquiring bank regarding servicing of existing policyholders of acquired banksby entering into suitable arrangement with the insurers that had arrangement with acquired banks. In case of non-agreement between concerned insurer and acquiring bank, the insurer shall be responsible for servicing existing policyholders of acquired bankstill expiry of the policy term.
क. आईआरडीएआई (कारपोरेट एजेंटों का पंजीकरण) विनियम, 2015 के विनियम 3 के उपबंधों के होते हुए भी, अधिग्राहक बैंक विलयन की तारीख से 12 महीने की अवधि के लिए बीमाकर्ताओं की जीवन, साधारण और स्वास्थ्य श्रेणियों में से प्रत्येक श्रेणी में से 3 से अधिक संस्थाओं के साथ व्यवस्था को अधिगृहीत बैंकों द्वारा निष्पादित वर्तमान कारपोरेट एजेंसी करार में एक परिशिष्ट के जरिये उनके नाम अधिगृहीत बैंकों की वर्तमान बीमा व्यवस्थाओं के अंतरण के द्वारा जारी रख सकता है।यह छूट केवल अधिग्राहक बैंकों को अधिगृहीत बैंकों की वर्तमान बीमा व्यवस्थाओं के अंतरण के लिए ही अनुमति देती है तथा इसे अन्य बीमाकर्ताओं के साथ नई व्यवस्थाएं करने के लिए प्राधिकरण की अनुमति के रूप में नहीं समझना चाहिए।
Notwithstanding the provisions of Reg. 3 of IRDAI (Registration of Corporate Agents) Regulations, 2015, the acquiring bank may continue arrangement with more than 3 entities in each of the life, generaland health categories of insurers for a period of 12 months from the date of merger by transfer of the existing insurance arrangements of the acquired banks to their name by way of an addendum to the existing corporate agency agreement executed by the acquired banks. This exemption allowsonly for transfer of existing insurance arrangements of acquired banks to the acquiring banks and shall not be construed as permission of the Authority to enter into new arrangements with other insurers.
