विषय: वार्षिक शुल्क के भुगतान और पंजीकरण प्रमाणपत्र के निर्गमन के लिए परिवर्ती व्यवस्था का विस्तार Subject: Extension of Transitional Arrangements for Payment of Annual Fee and Issuance of Certificate of Registration

1. “वार्षिक शुल्क के भुगतान और पंजीकरण प्रमाणपत्र (मध्यवर्तियों) के निर्गमन के लिए परिवर्ती व्यवस्था" संबंधित परिपत्र संदर्भ आईआरडीएआई/आईएनटी/सीआईआर/एमआईएससी/41/3/2026 दिनांक 16 मार्च, 2026 तथा सर्वेक्षक और हानि निर्धारकों पर इसकी प्रयोज्यता से संबंधित परिपत्र संदर्भ आईआरडीएआई/आईएनटी/सीआईआर/एमआईएससी/54/4/2026 दिनांक 07 अप्रैल, 2026 पर ध्यान आकर्षित किया जाता है।

2. उपर्युक्त परिपत्रों में, सबका बीमा सबकी रक्षा (बीमा विधियों का संशोधन) अधिनियम, 2025 द्वारा यथा संशोधित बीमा अधिनियम, 1938 के अंतर्गत संशोधित विनियमों की अधिसूचना लंबित रहने तक, वार्षिक शुल्क के भुगतान और पंजीकरण प्रमाणपत्र के निर्गमन के लिए परिवर्ती व्यवस्थाएं निर्धारित की गई थीं। परिवर्ती व्यवस्थाएं 30 जून, 2026 तक के लिए लागू की गई थीं।

3. विषयवस्तु की समीक्षा करने के उपरांत, प्राधिकरण ने निर्णय लिया है कि वार्षिक शुल्क के भुगतान और संबंधित विषयवस्तु को नियंत्रित करने वाले प्रासंगिक संशोधित विनियमों की अधिसूचना की तारीख तक उपर्युक्त परिपत्रों के अंतर्गत निर्धारित परिवर्ती व्यवस्थाएं 30 जून, 2026 के आगे भी प्रभावी रहेंगी।

4. तदनुसार:

(i) परिपत्र संदर्भ आईआरडीएआई/आईएनटी/सीआईआर/एमआईएससी/41/3/2026 दिनांक 16 मार्च, 2026 के पैराग्राफ 4.3 में निर्दिष्ट अवधि 30 जून, 2026 से 31 अगस्त, 2026 या प्रासंगिक संशोधित विनियमों की अधिसूचना की तारीख, जो भी पहले हो, तक बढ़ाई जाएगी; और

(ii) आईआरडीएआई/आईएनटी/सीआईआर/एमआईएससी/54/4/2026 दिनांक 07 अप्रैल, 2026 के पैराग्राफ 4.1 में निर्दिष्ट अवधि भी समान शर्तों पर विस्तारित रहेगी।

5. उपर्युक्त परिपत्रों के अन्य सभी उपबंध अपरिवर्तित रहेंगे और प्रभावी होना जारी रहेंगे।

1. Attention is invited to Circular Ref. IRDAI/INT/CIR/MISC/41/3/2026 dated 16th March, 2026 on "Transitional arrangements for payment of Annual Fee and issuance of Certificate of Registration (Intermediaries)" and Circular Ref. IRDAI/INT/CIR/MISC/54/4/2026 dated 07th April, 2026 relating to its applicability to Surveyors and Loss Assessors.

2. The aforesaid Circulars prescribed transitional arrangements for payment of annual fee and issuance of Certificate of Registration pending notification of the amended Regulations under the Insurance Act, 1938, as amended by the Sabka Bima Sabki Raksha (Amendment of Insurance Laws) Act, 2025. The transitional arrangements were made applicable up to 30th June, 2026.

3. Upon further examination of the matter, the Authority has decided that the transitional arrangements prescribed under the above Circulars shall continue to remain in force beyond 30th June, 2026 until the date of notification of the relevant amended Regulations governing payment of annual fee and related matters.

4. Accordingly:

(i) the period specified in paragraph 4.3 of Circular Ref. IRDAI/INT/CIR/MISC/41/3/2026 dated 16th March, 2026, shall stand extended from 30th June, 2026 till 31st August, 2026 or the date of notification of the relevant amended Regulations, whichever is earlier; and

(ii) the period specified in paragraph 4.1 of Circular Ref. IRDAI/INT/CIR/MISC/54/4/2026 dated 07th April, 2026, shall also stand extended on the same terms.

5. All other provisions of the aforesaid Circulars shall remain unchanged and continue to be applicable.
