विषय: हिमाचल प्रदेश में बाढ़ से संबंधित बीमा दावे Re: Insurance claims relating to Floods in Himachal Pradesh

हिमाचल प्रदेश में चल रही बाढ़ से संपत्ति (घरों और व्यवसायों) और बुनियादी संरचना को व्यापक नुकसान हुआ है। The ongoing Floods in Himachal Pradesh have caused widespread loss to property (homes and businesses) and infrastructure.

2. साधारण बीमा कंपनियों और स्टैंड-अलोन स्वास्थ्य बीमा कंपनियों को परामर्श दिया जाता है कि वे सर्वेक्षकों, हानि समायोजकों और जांचकर्ताओं, जैसे बाह्यस्रोतीकृत (आउटसोर्स्ड) कार्यों सहित, तत्काल सेवा अनुक्रिया सुनिश्चित करने के लिए सभी संसाधनों को जुटाएं। विशेष रूप से: General Insurers and Standalone Health Insurance Companies are advised to mobilise all resources to ensure immediate service response including outsourced functions such as Surveyors, Loss Adjustors and Investigators. Specifically:

क. दावों की प्रतिक्रिया की पर्यवेक्षण करने के लिए नोडल दावा अधिकारी के रूप में कार्य करने के लिए एक वरिष्ठ कार्यकारी को मनोनीत करें। नोडल अधिकारी की नियुक्ति की सूचना तत्काल संबंधित राज्य के मुख्य सचिव को दी जानी चाहिए। a. Nominate a Senior Executive to act as the Nodal Claims Officer overseeing the claims response. The Nodal Officer appointment should be communicated to the Chief Secretary concerned of the State immediately.

ख. बड़ी संख्या में दावे सूचित करने वाले जिलों का पर्यवेक्षण एक नामोदिष्ट जिला दावा सेवा प्रमुख के द्वारा की जाए। b. Districts reporting large numbers of claims may be overseen by a designated District Claims Service Head.

ग. राज्य / जिला प्रमुखों का संपर्क विवरण बीमाकर्ता की वेबसाइट पर प्रकाशित की जानी चाहिए तथा आवश्यक प्रचार प्रेस में भी दिया जाए। c. The contact particulars of the State / District heads should be published on the Insurer website and necessary publicity may be also given in the press.

घ. सभी बीमाकर्ता दावेदारों को उत्तर देने / सहायता प्रदान करने के लिए, 24x7 हेल्पलाइन सक्रिय और उसे प्रकाशित करना चाहिए तथा किये गये उपायों पर विधिवत बल देते हुए व्यापक जागरूकता अभियान प्रारंभ करना चाहिए। d. All Insurers should also activate, publish 24x7 helplines to respond / assist Claimants and launch extensive awareness campaign duly highlighting the measures taken.

ड. संपत्ति / व्यवसायों की शीघ्र पुनःस्थापना में सहायता करने के लिए लेखगत (ऑन अकाउंट) अंतरिम भुगतानों के निर्गमन सहित दावों के त्वरित प्रसंस्करण और निपटान को सुसाध्य बनाने हेतु प्रभावित क्षेत्रों के लिए पर्याप्त प्रत्यायोजित दावा निपटान प्राधिकारी के साथ जिला स्तर पर विशेष दावा डेस्क स्थापित करने की अनुशंसा की जाती है। e. Special Claims Desks at District level with adequate delegated Claims Settlement Authorities are recommended to be set up for affected areas to facilitate speedy processing of claims and settlements including release of on-account interim payments to assist early reinstatement of property / businesses.

च. यह सुनिश्चित करने की आवश्यकता है कि सभी दावों का सर्वेक्षण तत्काल किया जाए तथा दावा भुगतानों / लेखागत भुगतानों का संवितरण शीघ्रतिशीघ्र किया जाए। f. It needs to be ensured that all claims are surveyed immediately and claim payments / on account payments are disbursed at the earliest.

छ. अपेक्षित रूप में पर्याप्त संख्या में सर्वेक्षकों और हानि समायोजकों को तत्काल नियुक्त किया जाए तथा यदि आवश्यक हो, तो पड़ोसी राज्यों से संसाधन भी तैनात किए जा सकते हैं। g. Adequate number of Surveyors and Loss Adjustors be immediately engaged and if needed, resources from neighbouring States may be also deployed.

ज. बीमाकर्ता दावा प्रारंभ करने और सभी संबंधित दस्तावेज फाइल करने के समय पॉलिसीधारक को पत्राचार के लिए जहाँ भी संभव हो वहां इलेक्ट्रॉनिक संचार का उपयोग करने के लिए प्रोत्साहित करेगा। यह सुनिश्चित करने के लिए प्रयास किए जाएंगे कि दावों के निर्धारण के लिए संभव सीमा तक डिजिटल प्रक्रियाओं का सहारा लिया जाए। h. Insurers shall encourage Policyholders to use electronic communication wherever possible for correspondence while initiating the claim and filing all the relevant documents. Efforts shall be made to ensure that digital processes are resorted to the extent possible for assessment of claims.

झ. बीमाकर्ताओं से यह भी प्रत्याशित है कि वे केवल ऐसे ही प्रलेखीकरण को सुनिश्चित करने के द्वारा जो दावों की मात्राओं को प्रमाणित करने के लिए आवश्यक हो, दावों के प्रसंस्करण की समीक्षा करें तथा उसे सरल और कारगर बनाएं, जिससे त्वरित अंतिम निपटान सुनिश्चित किया जा सके। i. Insurers are also expected to review and streamline processing of claims by ensuring only such documentation necessary to substantiate claim quantum, to ensure expeditious final settlement.
