विषय: आईआईबी के एनवाय पोर्टल पर स्वयं-निष्क्रियकरण (सेल्फ-डीऐक्टिवेशन) का प्रारंभ करना

1. जैसा कि आपको विदित है, बीमा सूचना ब्यूरो (आईआईबी) द्वारा अनुरक्षित एनवाय पोर्टल भारतमें बीमा उद्योग के लिए कार्यरत विभिन्न श्रेणियों के बीमा विक्रेताओं (सेल्स पर्सन्स) के लिए केन्द्रीयडेटाबेस है।

2. एनवाय डेटाबेस वर्ष 2017 में प्रारंभ किया गया था। सभी बीमाकर्ताओं और बीमा मध्यवर्तियों कोपरिपत्र सं. आईआरडीएआई/आईएनटी/सीआईआर/सीडीबी/197/08/2017 दिनांक 24 अगस्त2017, परिपत्र सं. आईआरडीएआई/ आईएनटी/ सीआईआर/ सीडीबी/ 082/05/2018 दिनांक 22मई 2018 और परिपत्र आईआरडीएआई/आईएनटी/सीआईआर/सीडीबी/168/06 /2020 दिनांक30 जून 2020 के द्वारा निदेश दिया गया है कि वे अपने लाइसेंसीकृत विक्रेताओं से संबंधित डेटाउक्त पोर्टल में अपलोड करें।

3. बीमाकर्ताओं और मध्यवर्तियों से यह भी अपेक्षित था कि वे सभी नई नियुक्तियों औरसेवासमाप्तियों से संबंधित सूचना आईआईबी में स्थापित एनवाय पर साझा करें।

4. विक्रेताओं के स्वयं-निष्क्रियकरण के लिए उक्त एनवाय पोर्टल में एक नई व्यवस्था निर्मित की गईहै। विक्रेता जो वर्तमान मूल (प्रिंसिपल) से अलग होना चाहता है, पोर्टल (https://www.envoy.iib.gov.in) में पहुँचकर निष्क्रिकरण (डीऐक्टिवेशन) की अपेक्षा करसकेगा।

5. उक्त पोर्टल पंजीकृत मोबाइल संख्या पर ओटीपी आधारित सत्यापन के बाद संबंधित विनियमों का अनुपालन करते हुए तीस दिन की प्रतीक्षा अवधि के बाद अथवा बीमाकर्ता/मध्यवर्ती की सहमति प्राप्त होने पर, जो भी पहले हो, स्वयं-निष्क्रियकरण के लिए अनुमति देगा।

6. विक्रेता के स्वयं-निष्क्रियकरण के लिए कदम-दर-कदम प्रक्रिया से युक्त एक प्रयोक्ता मार्गदर्शिका(यूज़र गाइड) इस परिपत्र के साथ संलग्न है और इस गाइड तक आईआईबी के एनवाय पोर्टल परभी पहुँचा जा सकता है।

7. इस परिपत्र के द्वारा समाविष्ट विक्रेताओं की श्रेणियों में विक्रय-स्थल विक्रेता (पीओएसपीएस), दलाल अर्हता-प्राप्त व्यक्ति (बीक्यूपी), बीमा विपणन फर्म (आईएमएफ) के बीमा विक्रेता(आईएसपी), वेब संग्राहकों के प्राधिकृत सत्यापक, तथा मोटर बीमा सेवा प्रदाताओं(एमआईएसपीएस) के विक्रेता और पदनामित व्यक्ति शामिल हैं।

8. यह सुविधा 8 जून 2022 से प्रभावी होगी।

9. As you are aware, ENVOY portal, maintained by Insurance InformationBureau (IIB) is the central database for various categories of insurance salespersons working for insurance industry in India.

10. ENVOY database was launched in the year 2017. All the Insurers and Insurance Intermediaries have been directed to upload data pertaining to their licensed salespersons vide Circular no IRDA/INT/CIR/CDB/197/08/2017 dated24 the August 2017andIRDAI/INT/CIR/CDB/082/05/2018dated22ndMay2018andIRDAI/INT/CIR/CDB/168 /06/2020 dated 30 th June 2020.

11. Insurers and Intermediaries were also required to share information pertaining to all fresh enrolments and terminations over ENVOY hosted at IIB.

12. A new provision has been created in the ENVOY portal for self-deactivation of the salespersons. The salesperson seeking to disengage from the current principal would access the portal (https://www.envoy.iib.gov.in) and seek deactivation.

13. The portal after an OTP based verification on the registered mobile number would allow for self-deactivation in compliance with the relevant regulations, after a thirty-day waiting period or upon receiving insurer/intermediary consent whichever is earlier.

14. A user guide containing the step-by -step procedure for self-deactivation of salesperson is attached with this circular and also the same can be accessed over IIB's ENVOY portal.

15. The categories of salespersons covered by this circular include Point of Sale Persons (Pops), Broker Qualified Persons (BQP), Insurance Sales Persons(ISP)of Insurance Marketing Firm (IMF), Authorized Verifiers of Web Aggregators, and Salespersons & Designated Persons of Motor Insuranc Service Providers (MISPs).

16. This facility shall be effective from 8th June, 202
