प्राधिकरण ने आईआरडीएआई (बीमाकर्ताओं के पंजीकरण, पूँजी विन्यास, शेयरों के अंतरण और समामेलन) विनियम, 2024 (इस मास्टर परिपत्र में इसके बाद “पंजीकरण विनियम, 2024” के रूप में उल्लिखित) अधिसूचित किये हैं। बीमा अधिनियम, 1938 (इस मास्टर परिपत्र में इसके बाद “अधिनियम” के रूप में उल्लिखित) की धारा 34, आईआरडीए अधिनियम, 1999 की धारा 14 तथा पंजीकरण विनियम, 2024 के विनियम 59 और 60 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, प्राधिकरण इसके द्वारा पंजीकरण विनियम, 2024 में यथाउल्लिखित विभिन्न फार्मों को विनिर्दिष्ट करने के लिए तथा पंजीकरण विनियम, 2024 के विभिन्न उपबंधों पर स्पष्टीकरण देने के लिए यह मास्टर परिपत्र जारी करता है।
The Authority has notified the IRDAI (Registration, Capital Structure, Transfer of Shares and Amalgamation of Insurers) Regulations, 2024 (herein after referred to as “Registration Regulations, 2024”). In exercise of the powers conferred by section 34 of the Insurance Act, 1938 (hereinafter referred to as “the Act”), section 14 of the IRDA Act, 1999 and Regulation 59 and 60 of Registration Regulations, 2024, the Authority hereby issues this Master Circular to specify various forms as referred in the Registration Regulations, 2024 and to provide clarifications on various provisions of the Registration Regulations, 2024.
यह मास्टर परिपत्र सभी बीमाकर्ताओं (विदेशी पुनबीमाकर्ता की शाखाओं को छोड़कर) तथा बीमा व्यवसाय करने के लिए पंजीकरण की अपेक्षा करनेवाले आवेदकों पर लागू है। This Master Circular shall be applicable to all Insurers (excluding Foreign Reinsurer’s Branches) and applicants seeking registration to carry on insurance business.
यह मास्टर परिपत्र इसके निर्गम की तारीख से प्रवृत्त होगा। This Master Circular shall come into force from the date of its issuance.
इसे सक्षम प्राधिकारी का अनुमोदन प्राप्त है। This has approval of the Competent Authority.

ए.1 अनापत्ति प्रमाणपत्र (एनओसी) [पंजीकरण विनियम, 2024 का विनियम 6(1)(ख) देखें]: A.1 No-objection Certificate (NOC) [refer Regulation 6(1)(b) of Registration Regulations, 2024]:
पंजीकरण विनियम, 2024 के विनियम 6(1)(ख) में उल्लिखित रूप में अनापत्ति प्रमाणपत्र (एनओसी) के निर्गम के लिए आवेदन आईआरडीएआई वेबसाइट अर्थात् www.irdai.gov.in पर आनलाइन फाइल किया जाएगा [वर्तमान में नये बीमाकर्ताओं का पंजीकरण’ के लिए एनओसी हेतु आवेदन करने के लिए फार्म प्राधिकरण की वेबसाइट पर ई-सेवाएं’ खंड के अंतर्गत रखा गया है।]
The application for issuance of No-Objection Certificate (NOC), as referred in Regulation 6(1)(b) of Registration Regulations, 2024 shall be filed online at IRDAI website i.e. www.irdai.gov.in [currently, the form to apply for NOC for ‘New Insurers Registration’ is placed under the ‘E-services’ section on the website of the Authority.]
बी.1 फार्म आईआरडीएआई/आर1 के निर्गम के लिए आवेदन [पंजीकरण विनियम, 2024 का विनियम 6(1)(ग) देखें] B.1 Application for Issuance of Form IRDAI/R1 [refer Regulation 6(1)(c) of Registration Regulations, 2024]:
पंजीकरण विनियम, 2024 के विनियम 6(1)(ग) में उल्लिखित रूप में फार्म आईआरडीएआई/ आर1 के निर्गम के लिए आवेदन, आवेदक के पत्र-शीर्ष (लेटर हेड) पर प्रस्तुत किया जाएगा जिसपर उसके प्राधिकृत व्यक्ति के द्वारा विधिवत् हस्ताक्षर किये जाएंगे तथा उसके साथ निम्नलिखित दस्तावेज प्रस्तुत किये जाएंगे:
The application for issuance of Form IRDAI/R1, as referred in Regulation 6(1)(c) of Registration Regulations, 2024 shall be made on the letter head of the applicant, duly signed by its authorized person and shall be accompanied with the following documents:
i. आवेदक के संस्थापन के प्रमाणपत्र की प्रतिलिपि। Copy of Certificate of Incorporation of the applicant. ii. आवेदक की संस्था के अंतर्नियमों और बहिनियमों की प्रतिलिपि। Copy of Memorandum of Association and Articles of Association of the applicant. iii. निम्नलिखित के लिए आवेदक के प्रवर्तक(कों) के बोर्ड द्वारा पारित संकल्प: A Resolution passed by the Board of the promoter(s) of the applicant for following: क. बीमा व्यवसाय में प्रवेश करने के लिए अनुमोदन। a. Approval for entering into the insurance business. ख. प्रवर्तक(कों) की ओर से कार्य करने के लिए व्यक्ति को प्राधिकृत करना। b. Authorization of person to act on behalf of the promoter(s).
