सर्वे सं. 115/1, फाइनंशियल शिस्ट्रिक्ट, नानकरामगुिा, हैदराबाद - 500032 Survey No. 115/1, Financial District, Nanakramguda, Hyderabad 500 032 दूरभाष Phone: 040-20204000; www.irdai.gov.in संदभभ:आईआरिीएआई/एचएलटी/शर्वशर्वध/सीआईआर/113/04/2021 29 अप्रैल, 2021 Ref: IRDAI/HLT/MISC/CIR/113/04/2021 29th April, 2021 परिपत्र Circular प्रशि / To, सभी साधािण औि स्वास्थ्य बीमाकर्ाा (एआईसी एवं ईसीजीसी के ससवाय) All General and Health Insurers (Except AIC & ECGC) शप्रय महोदया / महोदय, Dear Madam / Sir, सवषय: कोसवड-19 स्वास्थ्य बीमा दावों के सिपटाि के संबंध में मािदंड Re: Norms on settlement of COVID-19 health insurance claims 1. नई शदल्ली के माननीय उच्च-न्यायालय द्वारा िब्ल्यूपी (सी) सं. 5026/2021 में पाररि आदेि शदनांशकि 28.4.2021 की ओर संदभभ आमंशिि शकया जािा है शजसमें आईआरिीएआई को शनदेि शदया गया र्वह बीमाकिाभओं को सलाह दें शक र्वे 30 से 60 शमनटों की अशधकिम समयार्वशध के भीिर संबंशधि अस्पिालों/प्रशिष्ठानों को अपनी कैिलेस मंजूररयों की सूचना दें िाशक रोशगयों को शिस्चाजभ करने में कोई शर्वलंब न हो और अस्पिाल के शबस्तर खाली न रहें। Reference is invited to Order dated 28.4.2021 passed by Hon’ble High Court of New Delhi in WP(C) No.5026/2021 wherein IRDAI was directed to advise Insurers to communicate their cashless approvals to the concerned hospitals/establishments within a maximum time period of 30 to 60 minutes so that there shall not be any delay in discharge of patients and hospital beds do not remain unoccupied. 2. इस संबंध में पररपि संदभभ सं. आईआरिीएआई/एचएलटी/शर्वशर्वध/सीआईआर/95/04/2020 शदनांशकि 18.4.2020 की ओर ध्यान आकशषभि शकया जािा है, शजसमें कैिलेस पूर्वभ-प्राशधकार और बीमाकृि रोगी के अंशिम शिस्चाजभ, दोनों मंजूर करने के शलए, दो घंटों का शनशिि कुल समय शर्वशनशदभष्ट शकया गया था। In this regard, attention is invited to circular ref.no. IRDAI/HLT/MISC/CIR/95/04/2020 dated 18.4.2020 wherein a fixed turnaround time (TAT) of two hours for granting both cashless pre-authorization and for final discharge of the insured patient was specified. 3. दूसरी लहर के रूप में कोशर्वि-19 के मामलों की र्विभमान पररस्ट्िशियों को ध्यान में रखिे हुए और माननीय उच्च न्यायालय के उपरोक्त शनदेिों के अनुरूप सभी बीमाकिाभओं को शनम्नशलस्ट्खि शनदेि जारी शकये जािे हैं। In the wake of prevailing conditions of COVID-19 cases in the form of second wave and in line with aforesaid directions of the Hon’ble High Court, the following directions are issued to all insurers: क. कोशर्वि-19 के शलए कैिलेस उपचार के शलए दार्वों के प्राशधकार के शनर्भय नेटर्वकभ प्रदािा (अस्पिाल) को, अस्पिाल से सभी आर्वश्यक जरूरिों के साथ प्राशधकार हेिु अनुरोध की प्रास्ट्ि के समय से 60 शमनटों के भीिर सूशचि शकये जाएँगे। a. Decision on authorization for cashless treatment for COVID-19 claims shall be communicated to the network provider (hospital) within a period of 60 minutes from the time of receipt of authorization request along with all necessary requirements from the hospital. सर्वे सं. 115/1, फाइनंशियल शिस्ट्रिक्ट, नानकरामगुिा, हैदराबाद - 500032 Survey No. 115/1, Financial District, Nanakramguda, Hyderabad 500 032 दूरभाष Phone: 040-20204000; www.irdai.gov.in ख. कोशर्वि-19 दार्वों में िाशमल रोशगयों के अंशिम शिस्चाजभ के संबंध में शनर्भय, अस्पिाल से सभी आर्वश्यक जरूरिों के साथ अंशिम शबल की प्रास्ट्ि के समय से एक घंटे की अर्वशध के भीिर नेटर्वकभ प्रदािा को सूशचि शकया जाएगा। b. Decision on final discharge of patients covered in COVID-19 claims shall be communicated to the network provider within a period of ONE hour from the time of receipt of final bill along with all necessary requirements from the hospital. 4. शर्वशनशदभष्ट समय सीमा की अशधकिम सीमा के बार्वजूद, बीमाकिाभओं को सलाह दी जािी है शक र्वे ऐसे अनुरोधों को िुरंि शनपटाएँ िाशक कैिलेस उपचार और रोगी के शिस्चाजभ, दोनों के शलए प्राशधकार अत्यशधक िेजी से शदया जा सके। Notwithstanding the above outer limits of timelines specified, the insurers are advised to process such requests promptly so that both authorisation for cashless treatment and discharge of the patient can be hastened to the maximum extent. 5. बीमाकिाभ ऊपर शर्वशनशदभष्ट समय सीमा का अनुपालन सुशनशिि करने के शलए अपने संबंशधि िृिीय पक्ष प्रिासकों को यथोशचि शनदेि जारी करेंगे। The Insurers shall issue appropriate directions to their respective Third Party Administrators for ensuring compliance with the timelines specified above. 6. ये शदिा-शनदेि बीमा अशधशनयम, 1938 के अनुच्छेद 34(1) के साथ पशिि आईआरिीएआई (स्वास्थ्य बीमा) शर्वशनयम, 2016 के शर्वशनयम 27(vi) में शनशहि अशधकारों के अंिगभि जारी शकये गये हैं। These guidelines are issued under the powers vested with Regulation 27 (vi) of IRDAI (Health Insurance) Regulations, 2016 read with Section 34 (1) of Insurance Act, 1938. 7. उपरोक्त अनुदेि िुरंि प्रभार्व से लागू होंगे। The above instructions shall be in force with immediate effect. हस्ताक्षरिर् / Sd/- (डी वी एस िमेश / D V S Ramesh) (महाप्रबंधक / General Manager)
