ORDER
Subject: Order under section 12 of the Telecom Regulatory Authority of India Act, 1997, seeking information for conducting village level digital connectivity and usage study
F.No.C-11/(1)/2024-BBPA-Part(2) Whereas the Telecom Regulatory Authority of India (hereinafter referred to as the "Authority"), established under sub-section (1) of section 3 of the Telecom Regulatory Authority of India Act, 1997 (24 of 1997), has been entrusted with discharge of certain functions, inter alia, to ensure compliance of terms and conditions of licence; regulate telecommunication services; notify rates for telecommunication service; protect the interest of service providers and consumers of the telecom sector;
And whereas the Authority is working on a village-level study on digital connectivity and its usage for the villages in India;
And whereas the Authority, vide Order No. C-11/(1)/2024-BBPA-Part(2) dated the April 2025 (hereinafter referred to as the "Order"), inter alia, called upon all the service providers to furnish information annually, as per the Annexure attached to the said Order, within thirty days from date of issue of the Order for the month of March, 2025, and thereafter every year within thirty days of the end of March;
And whereas the Authority has undertaken the village-level study of digital connectivity and usage for year 2025 and has decided to undertake a village-level study on digital connectivity and usage (hereinafter referred to as the "Study") annually, to measure the level of digital connectivity and its usage in villages across India;
And whereas the Authority is of the view that for working on the Study, telecom indicators such as coverage, quality of service, subscriptions, data consumption, and other related factors are to be evaluated and, therefore, certain modifications are required to be made in the format for seeking information from the service providers and, accordingly, modified Annexures were shared with all the service providers for their comments and a meeting was also held with the service providers on the 12 March 2026 to explain the changes made in the Annexures;

And whereas the Authority analysed the comments received from various service providers and, after considering the comments and suggestions, modifications have been made in the respective Annexures;
And whereas, for the Study of various telecom indicators, the Authority requires information from the service providers annually;
Now, therefore, the Authority, in exercise of the powers conferred upon it under section 12 of the Telecom Regulatory Authority of India Act, 1997 (24 of 1997), and in supersession of the Order dated 11th April, 2025, hereby calls upon all the service providers to furnish the information as specified in Annexure-1 to Annexure-3 to the Authority, within 60 days from the date of issue of this order for the month of March 2026, and thereafter, every year for the month of March, in soft copy or online, as the case may be, as per the schedule mentioned below:
