Subject: Fee and other charges for assignment of spectrum for Public Mobile Radio Trunking Service and its terms of payment – regarding
In pursuance of the powers conferred by section 4 of the Indian Telegraph Act, 1885 (13 of 1885), the Central Government hereby specifies the following rates of fee and other charges including the terms and conditions as to payment for use of spectrum assigned/to be assigned for Public Mobile Radio Trunking Service, comprising of the following components, namely:— (a) Formula-based spectrum fee; and (b) Adjusted Gross Revenue (AGR) based radio station fee.
Provided that the option once exercised shall remain in force for the validity period of that option and shall not be changed during such period.
2.1 Radio Station fee—Every licensee of Public Mobile Radio Trunking Service shall be liable to pay Radio Station fee at the rate of one percent of its Adjusted Gross Revenue (AGR) in the manner specified in the License Agreement for Unified License with PMRTS authorisation.
(b) For the subsequent years, the spectrum fee shall be payable annually in advance by 15th January of every year. (c) In the event of delay in payment of spectrum fee payable beyond the specified period specified, interest shall be payable calculated at the rate of one-year marginal cost of funds-based lending rate (MCLR) of State Bank of India as existing at the beginning of the relevant financial year, namely first of April, plus two per cent compounded annually, provided that any part of a month shall be construed as a full month for the purpose of calculation of interest.
3.2 Radio Station fee: (a) Adjusted Gross Revenue (AGR) for the purpose of levying Radio Station fee shall be the same which is used for levying the license fee under the relevant License Agreement. (b) The schedule of payment of Radio Station fee be same as the schedule of payment of license fee and all other financial conditions associated with license fee shall also be applicable on Radio Station fee.
This circular is issued in supersession of Order No. L-14027/01/98-NTG, dated 18.9.2000 and shall be effective from 01.07.2026.
