Inviting Applications
The Department of Telecommunications (Ministry of Communications, Govt of India) invites online nominations for Pandit Deendayal Upadhyaya Telecom Excellence Award 2024 from the citizens of India and organisations/institutions registered in India or created by the Central/ State governments/ Union Territories for their notable and exceptional contributions during the last 3 years in the areas of Telecom Innovations, Skilling, Services, Manufacturing, Applications in deploying telecom dependent sectoral solutions for different fields such as agriculture, commerce, health, education etc.

Each Award shall carry a shawl, citation/ plaque and a cash amount of rupees Two Lakh per awardee. Not more than five Awards shall be given, subject to suitable candidate/s being selected by the Award Committee.

The awardees will be reimbursed airfare towards travelling to/ from his place to the station where the Award Function is held and will also be paid a lump sum amount of Rs. 7500/- towards incidental expenses.

Applications can be submitted online at National Award Portal, i.e., https://www.awards.gov.in. The last date of receipt of nominations is 30th September, 2024 up to 2359 hours.

REGULATIONS
1. PREAMBLE
In recent years, India has witnessed a remarkable surge in its telecom industry, marking a pivotal transformation in connectivity and communication across the nation. This rapid growth not only underscores the increasing penetration of telecom services but also highlights the critical need to enhance national capacity and institutional capabilities in various facets of the telecom sector.
Telecom infrastructure and services are increasingly emerging as key enablers and critical determinants of a country’s growth and improving the quality of life of people. In India, the expansion of telecom services has already bridged significant gaps, bringing remote areas into the digital fold and enabling access to essential services such as education, healthcare, and government schemes. However, to sustain this momentum and ensure universal access to reliable and state of the Art technologies, continuous innovation and excellence are need at all levels.
The telecom manufacturing sector represents a strategic opportunity for India to reduce dependency on imports and establish itself as a global hub for telecommunications equipment. Encouraging indigenous manufacturing through incentives such as the PLI scheme, research and development (R&D) investments, and collaborations with international technology partners can bolster domestic capabilities
The foundation of any robust telecom ecosystem begins with skilled human resources. India, with its vast population and burgeoning youth demographic, possesses a unique opportunity to cultivate a skilled workforce adept in telecom technologies. Effective skilling initiatives are essential to meet the growing demands of the industry, ranging from network infrastructure management to cybersecurity and emerging technologies like 5G and advanced mobile technologies, Internet of Things(IoT), Blockchain, Big Data Analytics, Generative AI, etc.
There is requirement to build national capacity and institutional capabilities in the areas of Telecom Skilling, Telecom Services, Telecom Manufacturing, Telecom Applications in deploying telecom dependent sectoral solutions for different fields such as agriculture, commerce, health, education etc to reap the benefits from fast developments in telecom industry.
To encourage and support innovation, and to recognize the exceptional contributions of individuals and institutions in the telecom sector the department of Telecommunication has instituted Pandit Deendayal Upadhyaya Telecom Excellence Awards. This award aims to foster a culture of excellence and innovation by recognising and appreciating such endevours by individuals, organisation and institutions. The goal is to spur up innovation & excellence in all aspects of telecom sector to improve upon the quality of life of people.
2. OBJECTIVE
Pandit Deendayal Upadhyaya Telecom Excellence Awards (hereinafter, the ‘Award’) was instituted by Department of Telecommunication, Ministry of Communications, Government of India to encourage innovations in telecom sector and stimulate/ inspire Telecom Skill ecosystem by rewarding the successful telecom skilled individual, organisation and institutions of India for their exemplary and outstanding contributions in the areas of Telecom Innovations, Telecom Skilling, Telecom Services, Telecom Manufacturing, Telecom Applications in deploying telecom dependent sectoral solutions for different fields such as agriculture, commerce, health, education etc.
3. The AWARD
3.1 The Award shall carry a shawl, citation, Plaque and a cash amount of rupees two lakh per awardee.
3.2 Not more than five Awards shall be given in a year, subject to a suitable candidate being selected by the Award Committee for that year.
3.3 The awardees will be reimbursed towards travelling to/ from his place to the station where the Award Function is held, with airfare limited to the economy class air fare by shortest route on production of bills and ticket.
3.4 The awardees will also be paid Rs 7,500/- towards boarding, lodging and other incidental expenses.
3.5 The Award is not a title and cannot be used as suffix or prefix in any manner whatsoever. In the case of any misuse, the defaulter will forfeit the Award.
3.6 The Award shall not be conferred posthumously except in very rare and highly deserving cases.
4. ELIGIBILITY
4.1 All Indian citizens as well as organisation/institutions registered in India or created by the Central/ State governments/ Union Territories are eligible for the award.
4.2 The awards shall be given on the basis of contributions made and work done in India during last three years.
4.3 There is no age limit. Age shall not be a limiting factor for excellent work/achievement.
4.4 Applicants who have been selected for the Award during the last three years are not eligible to apply for these awards.
4.5 Individuals who are/were employed in an organization promoted and financed by the Central Government or State Government or in the respective governments and work/contribution submitted for consideration of award is their primary job/ duty/ responsibility, are ineligible for the awards unless such contribution has been after retirement etc. from such an organization/ government.
5. CRITERIA FOR AWARD
The applicant should have notable and exceptional contribution in the areas of Telecom Innovations, Telecom Skilling, Telecom Services, Telecom Manufacturing, and Telecom Applications in deploying telecom dependent sectoral solutions for different fields such as agriculture, commerce, health, education etc. Preference shall be given for the works done in rural / remote areas and aspirational districts.
6. PROCEDURE FOR APPLYING
6.1 Nominations will be invited publicly every year.
6.2 The application towards nomination for the Award shall be filed online on the National Award Portal of Government of India (https://www.awards.gov.in).
6.3 Any Indian national or organisation/institution based in India can nominate themselves for consideration for this Award.
6.4 In case of Individual nominee, if work done in professional/official capacity, it is mandatory to upload specific recommendation of organization. In addition to this, organizations can also nominate their employees for consideration for this Award.
6.5 Nominations for consideration for this Award are also invited from
- Universities; Technical/ Educational/ Academic Institutions
- Invest India under Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry.
- Heads of recognized Telecom Industry Associations/ Societies.
6.6 The recommendations for the award may also be invited from the State Governments/ Union Territory Administrations and Ministries/ Departments of the Government of India who shall send their recommendations online.
6.7 The Award Committee may also, Suo moto, recommend an individual/ institution for the award with sufficient justification.
6.8 Any additional information wherever applicable like Memorandum and Articles of Association containing objects and bye-laws, the annual reports of the last three years, Name of parent organization or registered body with the certified copy of the certificate of registration, Self-Certification by authorized representative of institutions/ individual nominee are to be provided if and when asked by Department of Telecommunications.
6.9 The original copy of documents may be kept ready by the nominee. These may be required to be submitted to the Department, if and when required by Department of Telecommunications.
6.10 Nominations/ recommendations received beyond the prescribed date or which are incomplete or made in any format other than the prescribed, will be rejected.
7. AWARD COMMITTEE
7.1 Awards are recommended by the ‘Award Committee’ chaired by Secretary (Telecom) Department of Telecommunications. The constitution of the Award Committee shall be as below:

8. SUBCOMMITTEE of THE AWARD COMMITTEE
8.1 To examine and scrutinize the applications in details and to recommend the shortlisted candidates for award, a subcommittee of the award committee is constituted as per the table below:

8.2 The Award Subcommittee shall process the applications for eligibility and completeness. It will thoroughly examine & scrutinize the applications and submit its recommendations to the Award Committee. It may also verify the authenticity of work claimed to have been done by the applicants. The Award Sub-Committee will have liberty to take all appropriate steps including visiting different locations to understand the telecom excellence, achievements made by applicants.
8.3 The award subcommittee shall present its recommendations to the Award Committee for consideration.
9. Selection of Awardees
9.1 The ‘Award Committee’ shall select the awardees.
9.2 The names of the candidates recommended by the Award Committee will be submitted to Minister of Communications (MOC) for approval.
9.3 No Award shall be conferred except on the recommendation of the Award Committee.
9.4 The decisions, in respect of selection of awardees, of the Department of Telecommunications shall be final.
10. Presentation Ceremony
Presentation of the Awards will be made at an Award Presentation Ceremony on a date and time as may be decided by the Department of Telecommunications. Information about the Presentation Ceremony shall be duly shared with the awardees.
