OFFICE MEMORANDUM Subject: Spectrum Fee and Radio Station Fee for assignment of spectrum for Public Mobile Radio Trunking Service (PMRTS) -reg. The circular no. 3 of 2026 dated 21.05.2026 on fees and other charges for assignment of spectrum for the PMRTS and its terms of payment may be referred. (copy enclosed). 2. It has been decided that the assessment and collection of both Radio Station Fee and Spectrum Fee for PMRTS licensees shall be done by the concerned Pr.CCA/CCA offices with effect from 01.07.2026. 3. As per the circular no. 3 of 2026 dated 21.05.2026, formula-based Spectrum Fee (SF) and Adjusted Gross Revenue (AGR) based Radio Station Fee (RSF) is payable by the PMRTS licensee. The terms of payment against these charges are given below. 4 . Spectrum Fee (SF): Every PMRTS licensee shall have following options for the payment of the Spectrum Fee (SF): A. Option -I Annual Payment

(a) Rs 1,200 per year 6.25 kHz spectrum for link distance up to 30 km within a city in the same Licensed Service Area (LSA). (b) Rs 2,400 per year 6.25 kHz spectrum for link distance up to 60 km within a city in the same Licensed Service Area (LSA).

B. Option-II One-time Upfront Payment

(a) One-time upfront payment of Rs 5,000 per 6.25 kHz spectrum for link distance up to 30 km within a city in the same LSA, valid for a period of five years. (b) One-time upfront payment of Rs 10,000 per 6.25 kHz spectrum for link distance up to 60 km within a city in the same LSA, valid for a period of five years. Provided that the option once exercised shall remain in force for the validity period of that option and shall not be changed during such period. 4.1 Annual Spectrum fee is payable in advance (year may start in any month in 1000/01/2026-WF I/3413762/2026

the first year and January, in the subsequent year. 4.2 For the first year, the payment shall be made pro-rata on quarterly basis, in accordance with the period specified in the concerned Letter of Intent (LoI). For the subsequent years, the spectrum fee shall be payable annually in advance by 15th January of every year. 4.3 WPC wing shall share the copy of the LoI issued to the PMRTS licensee with the WPF wing immediately for onward submission to the Pr. CCA/CCA offices. Further, any change in the quantum of spectrum holding or link distance in respect of the PMRTS licensee may also be intimated by WPC wing. 4.4 In the event of delay in payment of spectrum fee payable beyond the specified period, interest shall be payable calculated at the rate of one-year marginal cost of funds -based lending rate (MCLR) of State Bank of India as existing at the beginning of the relevant financial year, namely first of April, plus two per cent compounded annually, provided that any part of a month shall be construed as a full month for the purpose of calculation of interest.

4 . 5 Payment of Spectrum fee shall be made by the PMRTS licensee through SARAS in the concerned Pr. CCA/ CCA office under the WPC Receipt Head of Account- 127500103020200, until further orders.

4.6 The details of the licensees, payment made in 2026 and the spectrum fees payable from July 2026 to December 2016 is enclosed as annexure. The said amount shall be remitted by the licensee on or before 15th July 2026.

4.7 Pr. CCA/CCA shall intimate the status of the payment of Spectrum fee received from the PMRTS licensees by 15th January of every year through O/o CGCA. 5 . Radio Station Fee (RSF): Every PMRTS licensee shall be liable to pay Radio Station Fee at the rate of the one percent of the Adjusted Gross Revenue (AGR). 5.1 Gross Revenue, Applicable Gross Revenue (ApGR) and Adjusted Gross Revenue (AGR) for the purpose of Radio station fee shall be as defined in the PMRTS License Agreement and its amendments. 5.2 The schedule for the payment of the Radio Station Fee shall be same as that of the Annual Licence Fee and other dues payment schedule under the PMRTS License Agreement and its amendments. Further, other relevant financial conditions stipulated in the payment schedule clause of Annual licence fees shall also apply to the Radio Station Fee. 5.3 Payment of Radio Station Fee shall be made by the PMRTS licensee through SARAS in the concerned Pr. CCA/ CCA office under the WPC Receipt Head of Account- 127500103020200, until further orders.

5.4 The securitization of the Radio Station Fee shall be as per the provisions 1000/01/2026-WF I/3413762/2026

stipulated in the relevant PMRTS License Agreement and its amendments. 6. For any clarification, WPF wing, DoT HQ may be contacted. This issues with the approval of the competent authority.
