संचार मंत्रालय (दूरसंचार विभाग) अधिसूचना नई दिल्ली, 27 जून, 2025

सा.का.नि. 423(अ).— केंद्रीय सरकार, भारतीय दूरसंचार विनियामक प्राधिकरण अधिनियम, 1997 (1997 का 24) की धारा 35 की उपधारा (2) के खंड (क) के साथ पठित धारा 10 की उपधारा (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारतीय दूरसंचार विनियामक प्राधिकरण (अधिकारियों और कर्मचारियों के वेतन, भत्ते और सेवा की अन्य शर्तें) नियम, 2002 का और संशोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थात् :-

1. (1) इन नियमों का संक्षिप्त नाम भारतीय दूरसंचार विनियामक प्राधिकरण (अधिकारियों और कर्मचारियों के वेतन, भत्ते और सेवा की अन्य शर्तें) नियम, 2025 है।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे।

2. भारतीय दूरसंचार विनियामक प्राधिकरण (अधिकारियों और कर्मचारियों के वेतन, भत्ते और सेवा की अन्य शर्तें) नियम, 2002 (जिसे इसमें इसके पश्चात् मूल नियम कहा गया है) के नियम 4 के उपनियम (1) के परन्तुक में, खंड (घ) के स्थान पर निम्नलिखित खंड रखा जाएगा, अर्थात् :-

“(घ) प्राधिकरण के अधिकारी और कर्मचारी जब शासकीय विदेशी यात्रा पर हों, आदेश संख्या क्यू/एफडी/695/03/2000, तारीख 25 सितंबर, 2023 द्वारा जारी किए गए विदेश मंत्रालय के निर्देशों के अनुसार समय-समय पर यथा संशोधित ऐसे भत्तों के लिए हकदार होंगे जो समतुल्य वेतन प्राप्त करने वाले केन्द्रीय सरकार के अधिकारियों को अनुज्ञेय हैं।“

3. मूल नियम की अनुसूची 3 का लोप किया जाएगा ।

टिप्पण:- मूल नियम भारत के राजपत्र, असाधारण, भाग- II, खंड 3, उपखंड (i) में अधिसूचना संख्या सा.का.नि. 726(अ), तारीख 25 अक्तूबर, 2002 द्वारा प्रकाशित किए गए थे और तत्पश्चात् उनमें अधिसूचना संख्या सा.का.नि. 796(अ), तारीख 22 दिसंबर, 2020 और सा.का.नि. 113(अ), तारीख 11 फरवरी, 2022 द्वारा संशोधन किए गए थे।

MINISTRY OF COMMUNICATIONS (Department of Telecommunications) NOTIFICATION New Delhi, the 27th June, 2025

G.S.R. 423(E).— In exercise of the powers conferred by sub-section (2) of section 10 read with clause (ca) of sub-section (2) of section 35 of the Telecom Regulatory Authority of India Act, 1997 (24 of 1997), the Central Government hereby makes the following rules further to amend the Telecom Regulatory Authority of India (Salary, Allowances and other conditions of Service of the officers and employees) Rules, 2002, namely: -

1. Short title and commencement. – (1) These rules may be called the Telecom Regulatory Authority of India (Salary, Allowances and other conditions of Service of the officers and employees) Amendment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Telecom Regulatory Authority of India (Salary, Allowances and other conditions of Service of the officers and employees) Rules, 2002 (hereinafter referred to as the principal rules), - in rule 4, in sub-rule (1), in the proviso, for clause (d), the following clause shall be substituted, namely: -

“(d) the officers and employees of the Authority, while on official foreign tours, shall be entitled to allowances in accordance with the instructions of the Ministry of External Affairs issued vide order No. Q/FD/695/03/2000, dated the 25th September, 2023, as amended from time to time, as admissible to the Central government officers drawing equivalent pay;”.

3. Schedule III of the principal rules shall be omitted.

Note: The principal rules were published in the Gazette of India, Extraordinary, Part II, section 3, sub-section (i), vide notification number G.S.R. 726 (E), dated the 25th October, 2002 and subsequently amended vide notification numbers G.S.R. 796(E), dated the 22nd December, 2020 and G.S.R. 113(E), dated the 11th February, 2022.
