सा.का.जन. 514(अ).— केन्द्रीय सरकार, राष्ट्रीय अवसंरचना जवत्तपोषण और जवकास बैंक अजधजनयम, 2021
(2021 का 17) की धारा 31 द्वारा प्रदत्त शवियों का प्रयोग करते हुए, एतद्द्वारा, राष्ट्रीय अवसंरचना जवत्तपोषण और जवकास
बैंक साधारण वियम, 2022 को संशोवधत करिे के वलए विम्नवलवित वियम बिाती है, अर्ाात्: -
1. (1) इि वियमों का संविप्त नाम राष्ट्रीय अिसंरचिा वित्तपोषण और विकास बैंक साधारण (संशोधि) वियम, 2025 है ।
(2) ये राजपत्र में इनके प्रकाशि की तारीि को प्रवृत्त होंगे ।
2. राष्ट्रीय अवसंरचना जवत्तपोषण और जवकास बैंक साधारण वियम, 2022, के जनयम 9 के पश्चात, विम्नवलवित को
अंत:स्ट्थाजपत दकया जाएगा, अर्ाात्: -
“10. सरकारी गारंटी के वलए शुल्क की ररयायती दर— (1) बहुपिीय संस्र्ािों, संप्रभु धन कोष, और ऐसी अन्य विदेशी
संस्र्ाओं, िो कक केंद्र सरकार द्वारा अवधसूचिा द्वारा जवविर्दाष्ट की जा सकती है, से उधार प्राप्त करने के जलए, संस्र्ाि पर
लागू सरकारी गारंरटयों के वलए शुल्क की ररयायती दर 0.1 प्रवतशत होगी,:
बशते कक केंद्र सरकार द्वारा संस्र्ा को अवधदेवशत प्रयोजिों के वलए प्राप्त ककए जािे िाले उधार के संबंध में, संस्र्ा द्वारा केंद्र
सरकार को एक अिुरोध प्रस्तुत करने पर, वजसमें उधार, शावमल पार्टायों का वििरण, और उधार ली गई धिरावश के इवछित

उपयोग का वििरण शावमल है, केंद्र सरकार द्वारा सरकारी गारंटी के वलए शुल्क की ऐसी ररयायती दर को कम दकया िा
सकता हैं ।
(2) गारंटी शुल्क संस्र्ा द्वारा सरकारी गारंटी प्राप्त करिे के समय और उसके पश्चात हर वषष 1 अप्रैल को देय होगा ।
(3) सरकारी गारंटी शुल्क केंद्र सरकार द्वारा लगाई गई अन्य शतों के अध्यधीि होगा ।"

NOTIFICATION
New Delhi, the 30th July, 2025
G.S.R. 514(E)— In exercise of the powers conferred by section 31 of the National Bank for
Financing Infrastructure and Development Act, 2021 (17 of 2021), the Central Government hereby makes
the following rules further to amend the National Bank for Financing Infrastructure and Development General
Rules, 2022, namely: -
1. (1) These rules may be called the National Bank for Financing Infrastructure and Development General
(Amendment) Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the National Bank for Financing Infrastructure and Development General Rules, 2022, after rule 9, the
following shall be inserted, namely: -
“10. Concessional rate of fees for Government Guarantee.— (1) The concessional rate of fees for
Government guarantees applicable to the Institution shall be 0.1 per cent, for borrowings from multilateral
institutions, sovereign wealth funds, and such other foreign institutions as may be specified, by notification,
by the Central Government:
Provided that the Central Government may reduce such concessional rate of fees for Government guarantee,
in respect of borrowings to be availed by the Institution for the purposes mandated to the Institution by the
Central Government, and the Institution shall submit a request to the Central Government including the
details of the borrowings, the parties involved, and the intended use of the borrowed funds.
(2) The guarantee fee shall be payable by the Institution at the time of securing the Government guarantee
and thereafter every year, on the 1st of April.
(3) The Government guarantee fees shall be subject to other conditions imposed by the Central Government."
