The Ministry of Steel amends the Domestically Manufactured Iron and Steel Products Policy-2025 to classify certain foreign technology suppliers as deemed Class-I suppliers. The policy applies when no Indian technology is available for procurement. A foreign technology supplier who commits to transfer technology, including training and handholding, to an Indian CPSE within three years qualifies as a deemed Class-I supplier regardless of the domestic value addition percentage. Procuring entities must grant purchase preference to this foreign technology supplier according to the Public Procurement Order of the Department for Promotion of Industry and Internal Trade.

सा.का.नि. 502(अ).— भारत के राजपत्र, असाधारण, भाग II, खंड 3, उपखंड (i), सा.का.नि. 341 (अ) के संदर्भ में दिनांक 26 मई, 2025 को प्रकाशित घरेलू स्तर पर विनिर्मित लौह एवं इस्पात उत्पाद नीति-2025 के परिशिष्ट-ग में निम्नलिखित संशोधन एतद्द्वारा सामान्य सूचना के लिए प्रकाशित किया जाता है:
परिशिष्ट-ग में खंड 3.3 को खंड 3.2.4 के नीचे इस प्रकार जोड़ा गया है:
3.3 ऐसे मामलों में जहाँ कोई भारतीय प्रौद्योगिकी उपलब्ध नहीं है, वहाँ किसी भारतीय सीपीएसई (प्रापण संस्था सहित) को तीन वर्षों के भीतर प्रशिक्षण और हैंडहोल्डिंग सहित प्रौद्योगिकी हस्तांतरित करने के लिए प्रतिबद्ध विदेशी प्रौद्योगिकी आपूर्तिकर्ता को, घरेलू मूल्यवर्धन की प्रतिशतता पर ध्यान दिए बिना श्रेणी-I आपूर्तिकर्ता माना जाएगा। इस मामले में, समय-समय पर संशोधित डीपीआईआईटी के सार्वजनिक अधिप्राप्ति (मेक इन इंडिया को वरीयता) आदेश में परिभाषित विदेशी प्रौद्योगिकी आपूर्तिकर्ता को खरीद वरीयता दी जाएगी।

MINISTRY OF STEEL NOTIFICATION New Delhi, the 25th July, 2025
G.S.R. 502(E).—The following amendment to Appendix-C of the Domestically Manufactured Iron & Steel Products Policy-2025, published in the Gazette of India, Extraordinary, Part II, Section 3, sub-section (i) vide G.S.R. 341(E), dated 26th May, 2025 is hereby published for general information:
Clause 3.3 is inserted below Clause 3.2.4 in Appendix-C as:
3.3 In cases where no Indian technology is available, a foreign technology supplier committing to transfer technology, including training and handholding to an Indian CPSE (including the procuring entity), within three years, shall be considered as deemed Class-I supplier irrespective of percentage of Domestic Value Addition. In this case, purchase preference shall be given to the foreign technology supplier as defined in DPIIT’s Public Procurement (Preference to Make in India) Order amended from time to time.
