L.-33004/99 xxxGIDHxxx xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण् ड (i) PART II—Section 3—Sub-section (i) प्राजधकार से प्रकाजित PUBLISHED BY AUTHORITY गृह मंत्रालय अजधसूचना नई दिल्ली, 23 िुलाई, 2025 सा.का.जन. 489(अ).— केन्द्रीय सरकार, आपिा प्रबंधन अजधजनयम, 2005 (2005 का 53) की धारा 75 की उप-धारा (2) के खंड (गक) के साथ पठित धारा 8क की उप-धारा (4) द्वारा प्रित्त िजियों का प्रयोग करते हुए, जनम्नजलजखत जनयम बनाती है, अथाात्:- 1. संजिप्त नाम और प्रारम्भ. - (1) इन जनयमों का संजिप्त नाम आपिा प्रबंधन राष्ट्रीय संकट प्रबंधन सजमजत (प्रदिया) जनयम, 2025 है। (2) ये इनके रािपत्र में प्रकािन की तारीख को प्रवृत होंगे। 2. पठरभाषाएं. - (1) इन जनयमों में, िब तक दक संिभा से अन्द्यथा अपेजित न हो:- (क) “अजधजनयम” से आपिा प्रबंधन अजधजनयम, 2005 (2005 का 53) अजभप्रेत है; (ख) “अध्यि” से अजधजनयम की धारा 8क की उपधारा (2) में जनर्िाष्ट राष्ट्रीय संकट प्रबंधन सजमजत का अध्यि अजभप्रेत है; सं. 446] नई दिल्ली, बुधवार, िुलाई 23, 2025/श्रावण 1, 1947 No. 446] NEW DELHI, WEDNESDAY, JULY 23, 2025/SHRAVANA 1, 1947 सी.जी.-डी.एल.-अ.-23072025-264912 CG-DL-E-23072025-264912 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (2) उन िब्िों और पिों के, िो इसमें प्रयुि हैं और पठरभाजषत नहीं हैं दकन्द्तु अजधजनयम में पठरभाजषत हैं, वही अथा होंगे, िो उनके इन अजधजनयमों में है। 3. राष्ट्रीय संकट प्रबंधन सजमजत द्वारा अपनाई िाने वाली प्रदिया। - (1) राष्ट्रीय संकट प्रबंधन सजमजत का अध्यि राष्ट्रीय संकट प्रबंधन सजमजत की बैिकों की अध्यिता करेगा: परंतु राष्ट्रीय संकट प्रबंधन सजमजत की दकसी भी बैिक की अध्यिता करने में असमथाता के मामले में, वह बैिक की अध्यिता करने के जलए राष्ट्रीय संकट प्रबंधन सजमजत के सिस्ट्यों में से एक को नाजमत करेगा। (2) राष्ट्रीय संकट प्रबंधन सजमजत के अध्यि राष्ट्रीय संकट प्रबंधन सजमजत की बैिक आयोजित करने के जलए दिन, समय और स्ट्थान और रीजत का जवजनश्चय करेंगे। (3) राष्ट्रीय संकट प्रबंधन सजमजत के अध्यि केंरीय सरकार के दकसी अजधकारी को संयोिक के रूप में नाजमत कर सकेंगे। [फा. सं. 30-1/2025-आ. प्र. -II] डॉ. रािेि गुप् ता, संयुक् त सजचव MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 23rd July, 2025 G.S.R. 489(E).— In exercise of the powers conferred by sub-section (4) of section 8A read with clause (ca) of sub-section (2) of section 75 of the Disaster Management Act, 2005 (53 of 2005), the Central Government hereby makes the following rules, namely:- 1. Short title and commencement. - (1) These rules may be called the Disaster Management National Crisis Management Committee (Procedure) Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. -(1) In these rules, unless the context otherwise requires, - (a) “Act’ means the Disaster Management Act, 2005 (53 of 2005); (b) “Chairperson” means the Chairperson of the National Crisis Management Committee referred to in sub-section (2) of section 8A of the Act. (2) Words and expressions used herein and not defined in these rules but defined in the Act shall have the meanings respectively assigned to them in the Act. 3. Procedure to be followed by National Crisis Management Committee. - (1) The Chairperson of the National Crisis Management Committee shall preside over the meetings of the National Crisis Management Committee: Provided that in the case of his inability to preside over any meeting of the National Crisis Management Committee, he shall nominate one of Members of the National Crisis Management Committee to preside over the meeting. (2) The Chairperson of the National Crisis Management Committee shall decide the date, time and place and manner of holding a meeting of the National Crisis Management Committee.
