The Central Government makes the Disaster Management National Crisis Management Committee (Procedure) Rules, 2025 under the Disaster Management Act, 2005. The Chairperson of the National Crisis Management Committee presides over committee meetings and decides the date, time, place, and manner of holding meetings. If the Chairperson cannot preside over a meeting, the Chairperson nominates a committee member to preside. The Chairperson may designate a Central Government officer as Convener. The rules come into force on the date of publication in the Official Gazette.

सा.का.नि. 489(अ).— केन्द्रीय सरकार, आपदा प्रबंधन अधिनियम, 2005 (2005 का 53) की धारा 75 की उप-धारा (2) के खंड (गक) के साथ पठित धारा 8क की उप-धारा (4) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, निम्नलिखित नियम बनाती है, अर्थात्:-
1. संक्षिप्त नाम और प्रारम्भ. - (1) इन नियमों का संक्षिप्त नाम आपदा प्रबंधन राष्ट्रीय संकट प्रबंधन समिति (प्रक्रिया) नियम, 2025 है।
(2) ये इनके राजपत्र में प्रकाशन की तारीख को प्रवृत होंगे।
2. परिभाषाएं. - (1) इन नियमों में, जब तक कि संदर्भ से अन्यथा अपेक्षित न हो:-
(क) “अधिनियम” से आपदा प्रबंधन अधिनियम, 2005 (2005 का 53) अभिप्रेत है;
(ख) “अध्यक्ष” से अधिनियम की धारा 8क की उपधारा (2) में निर्दिष्टीष्ट राष्ट्रीय संकट प्रबंधन समिति का अध्यक्ष अभिप्रेत है;
(2) उन शब्दों और पदों के, जो इसमें प्रयुक्त हैं और परिभाषित नहीं हैं किन्तु अधिनियम में परिभाषित हैं, वही अर्थ होंगे, जो उनके इन अधिनियमों में हैं।
3. राष्ट्रीय संकट प्रबंधन समिति द्वारा अपनाई जाने वाली प्रक्रिया. - (1) राष्ट्रीय संकट प्रबंधन समिति का अध्यक्ष राष्ट्रीय संकट प्रबंधन समिति की बैठकों की अध्यक्षता करेगा:
परंतु राष्ट्रीय संकट प्रबंधन समिति की किसी भी बैठक की अध्यक्षता करने में असमर्थता के मामले में, वह बैठक की अध्यक्षता करने के लिए राष्ट्रीय संकट प्रबंधन समिति के सदस्यों में से एक को नामित करेगा।
(2) राष्ट्रीय संकट प्रबंधन समिति के अध्यक्ष राष्ट्रीय संकट प्रबंधन समिति की बैठक आयोजित करने के लिए दिन, समय और स्थान और रीति का विनिश्चय करेंगे।
(3) राष्ट्रीय संकट प्रबंधन समिति के अध्यक्ष केन्द्रीय सरकार के किसी अधिकारी को संयोजक के रूप में नामित कर सकेंगे।

New Delhi, the 23rd July, 2025
G.S.R. 489(E).— In exercise of the powers conferred by sub-section (4) of section 8A read with clause (ca) of sub-section (2) of section 75 of the Disaster Management Act, 2005 (53 of 2005), the Central Government hereby makes the following rules, namely:-
1. Short title and commencement. - (1) These rules may be called the Disaster Management National Crisis Management Committee (Procedure) Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definitions. -(1) In these rules, unless the context otherwise requires, -
(a) “Act’ means the Disaster Management Act, 2005 (53 of 2005);
(b) “Chairperson” means the Chairperson of the National Crisis Management Committee referred to in sub-section (2) of section 8A of the Act.
(2) Words and expressions used herein and not defined in these rules but defined in the Act shall have the meanings respectively assigned to them in the Act.
3. Procedure to be followed by National Crisis Management Committee. - (1) The Chairperson of the National Crisis Management Committee shall preside over the meetings of the National Crisis Management Committee:
Provided that in the case of his inability to preside over any meeting of the National Crisis Management Committee, he shall nominate one of Members of the National Crisis Management Committee to preside over the meeting.
(2) The Chairperson of the National Crisis Management Committee shall decide the date, time and place and manner of holding a meeting of the National Crisis Management Committee.
(3) The Chairperson of the National Crisis Management Committee may designate an officer from the Central Government as Convener.
