With reference to the above, it is informed that the International Training Centre of the International Labour Organization (ITCILO), in collaboration with EPFO is conducting an Executive Course on Actuarial Practices in Social Security: Strengthening Actuarial Governance at EPFO India, for senior management. The schedule of the programme is as under:

The Executive Course is designed specifically for senior executives and decision-makers within EPFO and allied organisations and shall focus on high-level strategic issues relating to pension system governance, financing models, sustainability challenges, reform options and strategic use of actuarial evidence in institutional decision-making.
The programme will include expert inputs, international case studies and facilitated policy discussions tailored to the EPFO context, with emphasis on strengthening governance, sustainability oversight, financial planning and evidence-based policy formulation in social security administration. Officers attending the Executive Course will be awarded a Certificate of Participation by the International Training Centre of the ILO.
Accordingly, all the nominated Officers are requested to attend the training course. Further, it is informed that no requests for change in nomination shall be considered. Boarding and lodging arrangements for outstation Officers shall be made by PDUNASS as per applicable norms.

EXECUTIVE COURSE ON ACTUARIAL PRACTICES IN SOCIAL SECURITY STRENGTHENING ACTUARIAL GOVERNANCE AT EPFO INDIA
OVERVIEW Efficient governance supported by sound actuarial practices is essential to the long-term sustainability of social security systems. The Employees’ Provident Fund Organisation (EPFO), one of the largest social security institutions in the world, manages retirement savings, pension, and insurance schemes for millions across India. Given its scale and complexity, actuarial work at EPFO plays a strategic role beyond statutory valuations. It informs sustainability analysis, financing strategies, investment governance, and policy reform decisions.
This programme, developed by the International Training Centre of the ILO (ITCILO) in collaboration with the ILO DWT/CO-New Delhi, is situated within the broader ILO project on Promoting and Building Social Protection in South Asia, which seeks to strengthen sustainable, inclusive, and gender-transformative social protection systems, with a focus on extending social insurance, improving coverage, benefit adequacy, financial sustainability, and gender equality. The project also emphasises institutional capacity-building, tripartite social dialogue, and regional knowledge-sharing as foundations for resilient and equitable social protection reform.
Building on the ILO and International Social Security Association (ISSA) Guidelines on Actuarial Work in Social Security and Good Governance, as well as ITCILO’s longstanding experience in actuarial practice and pension reform capacity development worldwide, the programme aims to strengthen actuarial governance and integrate high-quality actuarial analysis into EPFO’s governance and decision-making processes. It promotes the use of actuarial work as a strategic governance tool to strengthen accountability, transparency, financial sustainability, and evidence-based decision-making in social security institutions, in line with ISSA Good Governance principles.
The course focuses on high-level strategic issues related to pension system governance, financing, and reform. Key topics include governance frameworks, financing models, sustainability challenges, reform options, and the strategic use of actuarial evidence. The course emphasizes the role of senior leadership in ensuring sound financial governance, effective oversight of social security funds, accountability in decision-making, and long-term institutional sustainability.
