• 1. Please provide the total number of refund applications/requests received by your office from employers/establishments from 11.07.2017 till the date of reply, category-wise, namely:
  • Incorrect UAN mentioned in ECR.
  • Incorrect month/year mentioned in ECR.
  • Double payment for same month using different TRRN.
  • Double payment against same TRRN.
  • Refund of amount paid in misc. option.
• 2. Please provide the total number of such applications that are still pending as on the date of reply, category-wise.
• 3. Please provide the total amount involved in the pending applications, category-wise, and also the grand total amount pending for refund as on the date of reply.
• 4. Please provide the total number of refund applications disposed of till the date of reply, category-wise.
• 5. Please provide the total amount actually refunded till the date of reply, category-wise.

• 6. Please provide the total number of cases in which the amount was adjusted against future TRRN/through Establishment VDR or by any other adjustment mechanism instead of direct refund, category-wise.
• 7. Please provide the current process/procedure being followed for disposal of such refund claims, including the workflow from receipt of application till final refund/adjustment.
• 8. Please provide copies of the latest circulars, office orders, SOPs, instructions, guidelines, or internal notes presently governing the processing of such refund applications.
• 9. Please provide the prescribed timeline for disposal of such refund complaints/applications, and copies of the instruction under which complaints were to be responded to within 15 days.
• 10. Please provide the number of cases where the above prescribed timeline was exceeded, along with the amount involved in such delayed cases.
• 11. Please provide the action taken by the department to process and clear the pending refund applications, including:
  • steps taken to identify pending cases,
  • steps taken to verify claims,
  • steps taken to approve refund/adjustment,
  • reasons for delay in pending matters,
  • whether any monitoring mechanism exists for such cases.
• 12. Please provide the designation of the officers/sections responsible for handling and approving these refund applications in your office.
• 13. Please provide whether any review, audit, or monitoring exercise has been conducted regarding non-refund/delay in refund of wrong/excess/double payments made through ECR,if yes, provide copies of the relevant reports/orders/note sheets. Kindly provide the information.
