dared 2211112024, it is inlormed lhat the recovery data furnished by the regions are
scrutinized and observed that adequate efforts for reconciliation of outstanding
recovery dues is not being taken by some of the ofJices. ln a review meeting,
Labour Secretary has desired thal dose monitoring be made in respect of each
region as well as Recovery Oflicers.
The outstanding recovery dues as on 3110312025 is as under :

ln the category of"5-10 years and 10 years above, the total amount pending
for recovery is Rs. 1015.75 Crore. Under this category, most of the units might
have closed long back and present whereabout is not known. Such cases need to
be re-categories to "Not immed:ately recoverable dues" and be reflected as
"Amount due from laclorieslEstablishment c:osed or whereabouts of
employers not known".
After the review meet;ng with Labour Secretary, the Recovery larget revised to
Rs. 1619.20 Crores (Annexure-A). The due shown as pending up to a period of
two years have to be recovered in full.
All the Regional heads is directed to closely monitor ihe high value cases,
performance of Recovery Officers/ Officials and ensure the revised target is
achieved.
Capacity building exercise ol the Recovery Offlcer has already been
completed and they have been trained for all modes ol .ecovery. Thus, Recovery
Officer are required to utilised all mode recovery provided under the law including
attachment of property, etc.
Suitable action may be taken against lhe non-performer and reporled to HQ.
The performance of lhe Recovery Officer duly certified by the Head of the

Sub: Fixation of Revised Annual Revenue Recovery target for the Financial year
2025-26-reg.
Sir,
lam directed to convey that All lndia Revenue Recovery target for the
financial year 2025-2026 has been revised and fixed as Rs.1619.20 crores. The
revenue recovery target was fixed a.ccording to the Action plan for Becovery of
outstanding dues communicated vide letter no P-11112/Corp. Meeting/2024-Rev-ll
daled 23.02.2024. However, in a review meeting on 29.10.2025 with Labour
Secretary, the target is reviewed and revised to Rs. 1619.20 Crores for the year
2025-26. The Region/ Sub-Region-wise details are enclosed in Annexure-'A'.
AC/RDS./Director(1ic)/Jt. Directo(l/C)/D.D(l/C) are advised to take all
necessary steps to achieve the revenue recovery target. lt is requested to send
monthly progress report of recovery made to Hqrs. Office by 7th of each month.
