Subject: Assessment of Land suitability for Construction of ESIC infrastructure
Sir/Madam,
Please refer to this office's letters dated 12.12.2022 and 04.07.2024 regarding the guidelines for assessing the suitability of land acquisition for the construction of ESIC Medical Colleges, ESIC Hospitals, ESIC Dispensaries and other ESIC establishments.
In this regard, it has been observed that delays in the execution of various ESIC construction projects are primarily attributable to land-related issues and site-specific constraints, such as pending litigation, encroachments, the presence of HT/LT electrical lines, inadequate approach roads, lack of proper connectivity, rocky strata, physical obstructions etc. Further, in certain cases, the sites are located far away from IP clusters/industrial areas, adversely affecting accessibility for the intended beneficiaries. Further, soil investigation of such land parcels shall be got conducted through a recognised Central/State Government institution, and the soil investigation report, indicating the suitability of the soil for the proposed construction, shall be furnished to this office as an attachment of the certificate.
In respect of land parcels proposed for acquisition, the duly signed undertaking/certificate, along with the checklist issued vide this office letter dated 04.07.2024, shall form an integral part of the Site Selection Committee (SSC) report and be submitted along with the proposal for consideration and approval of the ESI Corporation.
In case of proposals for establishment of ESIC Medical Colleges, the proposed land must also be assessed and certified as suitable in accordance with the prevailing norms and requirements prescribed by the National Medical Commission (NMC).
The above information and duly signed undertakings/certifications in respect of existing land parcels shall be furnished to this office within 45 days from the date of issue of this communication, for examination and further necessary action.
