Subject: Assignment of Finance Charge to officers who have undergone prescribed training conducted by NTA - regarding
It has been observed that officers entrusted with Finance & Accounts responsibilities at various field offices are required to deal with matters involving financial management, expenditure control, budgetary procedures, accounting, internal financial controls and other related functions of the Corporation.
In order to ensure that Finance & Accounts functions are handled by officers having the requisite knowledge and understanding of ESIC's financial procedures and systems, the National Testing Agency (NTA) is conducting structured training programmes for Finance Officers of ESIC.
In this regard, all Heads of Offices (HOOs) of ESIC Field Offices are hereby directed to ensure that Finance Charge is assigned only to such officers who have undergone the prescribed training programme conducted by NTA for Finance Officers of ESIC. The assignment of Finance Charge to an officer who has not undergone the said training should ordinarily not be made.
The concerned HOO shall ensure that the officer entrusted with Finance Charge has successfully completed the prescribed NTA training and that appropriate documentary record/certificate of completion is available in the office records. A copy of the training completion certificate may also be kept in the personal/official records of the concerned officer, as applicable.
In exceptional circumstances where, due to administrative exigencies, it becomes unavoidable to assign Finance Charge to an officer who has not yet undergone the prescribed training, such arrangement shall be temporary and for the minimum possible period, with the approval of the competent authority. The concerned officer shall be nominated for and required to undergo the next available NTA training programme on priority.
All HOOs are requested to ensure strict compliance with the above directions and to review the existing arrangements for assignment of Finance Charge in their respective offices accordingly.
