Road: New Delhi – 110 002 ई-मेल/email: pc-hqrs@esic.gov.in _______________________________________________________________________ No.Z-17012/253/2025-PC-Part(1)/1392231 29-09-2025 To All Deans - ESI PGIMSRs/Medical and Dental Colleges All Medical Superintendents - ESIC Hospitals Director (Medical) Delhi/Director (Medical) Noida Subject: Guidelines and checklist for submission of proposals to ESIC Hqrs seeking sanction/approval (beyond DOP or outside ESIC Equipment norms) & specifications framing (equipment costing above Rs.50 Lakhs/unit) -reg Reference is invited to ESIC Medical Equipment Manual issued 2023 and existing DOP (Dean/MS), sanction/approval is required to be taken from Hqrs’ office by ESIC Institutions for equipment costing beyond DOP of Dean/MS, outside ESIC norms as well as requisitions received for framing specifications (equipment costing more than Rs.50 lacs/unit). However, it has been observed on multiple instances, the proposals is received at Hqrs Office from user institutions without complete documentation and lacking mandatory details which are vital for evaluation/further assessment. This leads to undue movement of files and wastage of time & resources causing delay in overall procurement process. With an objective to achieve the FIVE R’s of procurement i.e Right Quantity, Right Quality, Right Price, Right Time and Right Source and to streamline as well as expedite procurement process, a Checklist duly approved by Competent Authority is enclosed for strict adherence and necessary compliance by all ESIC Institutions. In addition, the following guidelines are to be followed: 1. This checklist should mandatory be signed by Dean/MS of respective institutions and submitted along with complete proposal (in duly filled equipment Proforma signed by Dean/MS with justification, cost-benefit analysis, vetting of local F&A, recommendation of Dean/MS, etc as specified in ESIC Medical Equipment Manual 2023) for seeking Hqrs approval/sanction as well as while submitting requests for framing of specifications (costing more than Rs.50 Lakhs/unit). 2. Prior to submission of proposals, user institutions to evaluate/check budgetary provisions, availability of infrastructure, manpower, approval for starting the services issued from ESIC Hqrs along with local financial concurrence. 3. Cost estimations must be thoroughly assessed prior to submission of proposal to ESIC Hqrs. 4. References for cost estimation (GeM contracts/Supply orders etc) must be enclosed and in cases where GeM references are not available, estimation of cost should be certified based on market survey/other means by User units as Z-17012/253/2025-PC-Part(1) I/3083987/2025 prescribed in Equipment Manual, Manual of Procurement of Goods inter-alia. 5. Incorporation of generic specifications should be ensured by all user institutions. Specifications issued by ESIC Hqrs are broad-based specifications for reference purposes, user institutions should evaluate local factors/needs and may incorporate, add/modify/delete generic technical changes following GeM, GFR, CVC, MII, and procurement guidelines. 6. Additionally, User Units should assess if lesser specifications or lower-cost equipment meets local requirements and prepare cost estimates accordingly to ensure financial jurisprudence. 7. All the proposals received in ESIC Hqrs should strictly adhere to all statutory procurement guidelines (GeM/GFR/MII, CVC), Certifications (BIS/CDSCO/ISO inert-alia) and other mandatory pre-requisites such as AERB/PNDT etc (as the case may be). 8. Any proposal received without furnishing checklist and fulfilling guidelines as specified above shall not be considered. This is for your kind perusal and necessary action.
