Addendum to the OM

वषयः फ़ाइल ोसेिसंग को सुयवथत करना, मंज़ूर के तर म कमी करना और लंबत फ़ाइल क# िनगरानी। Subject: Streamlining of file processing, reduction in levels of approval and monitoring of file pendency.

Reference is invited to the Office Memorandum dated 09.03.2026 on the subject cited above. In this regard, it is informed that the Secretary (L&E) to the Govt. of India took a briefing meeting on 11.08.2026, wherein it was directed that level of submission must be restricted to four (04) levels only for file processing till the final level of decision making.

It has been observed that the instructions contained in the aforesaid Office Memorandum are not being followed by the officers/officials of ESIC in the desired manner. The matter has been viewed seriously by the Competent Authority.

All concerned officers/officials are, therefore, once again directed to ensure strict compliance with the instructions contained in the Office Memorandum dated 09.03.2026. The instructions shall be followed in letter and spirit, with particular emphasis on timely disposal of files, adherence to the prescribed (not more than 4) levels of approval, avoiding unnecessary movement of files and effective monitoring of pending cases. It may be noted that in Hqrs. Office all branches and Divisions must ensure that the files being submitted to the Director General should be processed only at three levels as following -

a. DA level (LDC, UDC, Asstt., SSO - anyone only) b. AD and DD/ JD/ DMC/ Director level c. Commissioner level

The responsibility of ensuring this type of file submission will be of the Branch Officer and the Divisional Head. The Office Memorandum dated 09.03.2026 is enclosed for ready reference. All concerned are advised to ensure strict compliance with the instructions contained therein.
