Mandatory Registration and Licensing for Milk Producers and Vendors

Advisory

Subject: Advisory regarding mandatory registration/license by Milk Producers (other than members of dairy cooperative societies) / Milk Vendors-reg.

It has come to notice that certain milk producers (who are not members of dairy cooperative societies) and milk vendors are operating without registering themselves or obtaining license for carrying out food business activities.

2. All milk producers (other than those who are registered members of a dairy cooperative society under Cooperative Societies Act and supplies or sells the entire milk to the Society) and milk vendors are hereby advised to mandatorily register themselves with FSSAI, before commencing or continuing their operations.

3. In view of recent incidents involving suspected adulteration of milk in all States/UTs, strict compliance with registration/licensing requirements shall be ensured. Enforcement authorities of Central and all States/UTs are requested to direct the concerned Designated Officers/Central Licensing Authorities and Food Safety Officers to verify that all such milk producers and milk vendors possess a valid Registration Certificate or License, as applicable. Additionally, it is also advised to inspect milk chillers (used by the milk producer/milk vendors) periodically to ensure proper storage temperature and necessary requirements of the chiller are maintained at all time, so as to prevent spoilage and safeguard public health. Appropriate action may be initiated in cases of non-compliance.

4. States/UTs are also directed to undertake special registration drives in their respective jurisdiction to ensure that all milk producers (who are not members of dairy cooperative society)/milk vendors should have the requisite FSSAI Registration Certificate/License, as applicable.

5. Further, FSSAI has already issued a direction vide F.No. RCD-02001/382/2025-Regulatory-FSSAI dated 16th December, 2025 to carry out special enforcement drive for Milk and Milk Products on a regular basis and action taken report on the same is to be shared with the authority on a fortnightly basis i.e., by the 15th and 30th / 31st of each month, without fail.

विषय: दुग्ध उत्पादकों (डेयरी सहकारी समितियों के सदस्यों को छोड़कर) / दूध विक्रेताओं द्वारा अनिवार्य पंजीकरण/लाइसेंस के संबंध में परामर्श।

यह संज्ञान में आया है कि कुछ दुग्ध उत्पादक (जो डेयरी सहकारी समितियों के सदस्य नहीं हैं) तथा दूध विक्रेता खाद्य व्यवसाय गतिविधियों का संचालन बिना पंजीकरण कराए अथवा बिना लाइसेंस प्राप्त किए कर रहे हैं।

2. सभी दुग्ध उत्पादकों (उनके अतिरिक्त जो सहकारी समितियों अधिनियम के अंतर्गत पंजीकृत किसी डेयरी सहकारी समिति के सदस्य हैं तथा अपना संपूर्ण दूध उसी समिति को आपूर्ति या विक्रय करते हैं) तथा दूध विक्रेताओं को यह परामर्श दिया जाता है कि वे अपने संचालन प्रारंभ करने अथवा जारी रखने से पूर्व अनिवार्य रूप से एफएसएसएआई के साथ अपना पंजीकरण कराएं।

3. सभी राज्यों/संघ राज्य क्षेत्रों में दूध में संभावित मिलावट से संबंधित हाल की घटनाओं के दृष्टिगत, पंजीकरण/लाइसेंसिंग आवश्यकताओं का कड़ाई से अनुपालन सुनिश्चित किया जाए। केंद्र तथा सभी राज्यों/संघ राज्य क्षेत्रों की प्रवर्तन प्राधिकरणों से अनुरोध है कि वे संबंधित अभिहित अधिकारियों/केंद्रीय लाइसेंसिंग प्राधिकरणों तथा खाद्य सुरक्षा अधिकारियों को निर्देशित करें कि वे यह सत्यापित करें कि ऐसे सभी दुग्ध उत्पादकों एवं दूध विक्रेताओं के पास लागूतानुसार वैध पंजीकरण प्रमाणपत्र अथवा लाइसेंस उपलब्ध हो। इसके अतिरिक्त यह भी परामर्श दिया जाता है कि दूध चिलर्स (जो दुग्ध उत्पादकों/दूध विक्रेताओं द्वारा उपयोग किए जाते हैं) का समय-समय पर निरीक्षण किया जाए, ताकि उचित भंडारण तापमान सुनिश्चित हो सके तथा चिलर की आवश्यक शर्तों का हर समय पालन हो, जिससे दूध के खराब होने की संभावना को रोका जा सके और जनस्वास्थ्य की सुरक्षा सुनिश्चित की जा सके। अनुपालन न करने के मामलों में उचित कार्रवाई आरंभ की जा सकती है।

4. राज्यों/संघ राज्य क्षेत्रों को यह भी निर्देशित किया जाता है कि वे अपने-अपने अधिकार क्षेत्र में विशेष पंजीकरण अभियान चलाएं, ताकि यह सुनिश्चित किया जा सके कि सभी दुग्ध उत्पादकों (जो डेयरी सहकारी समिति के सदस्य नहीं हैं) तथा दूध विक्रेताओं के पास लागूतानुसार आवश्यक एफएसएसएआई पंजीकरण प्रमाणपत्र/लाइसेंस उपलब्ध हो।
