Labelling Requirements for Coffee-Chicory Mixture

Subject: Direction regarding Food Safety Standards (Labelling and Display) First, Amendment Regulations, 2025 related to labelling requirements of Coffee- Chicory Mixture.

Reference is drawn to the notification of the Food Safety Standards (Labelling and Display) First, Amendment Regulations, 2025 dated 8ᵗʰ August 2025, relating to mandatory declaration of Coffee-Chicory Mixture on the front of package, wherein date of enforcement was specified as 1ˢᵗ July, 2026.

2. FSSAI has received several representations mentioning the challenges in displaying the proposed box declaration particularly on smaller packs with Principal Display Panel area less than 100 cm². In response, the Food Authority acknowledged these concerns and approved simpler labelling option. Since amendment to notification will take time, in line with the revised approved declaration, it has been decided by the Food Authority to keep the above notification in abeyance and Food Business operator may use the below additional declaration on front of pack.

1) Every package containing a mixture of coffee and chicory shall have following label declaration on the front of the package in minimum 1 mm font size except for the packs with PDP area more than 100cm² where the minimum font height shall be 2 mm:

COFFEE...... %, CHICORY......%

(2) Every package containing instant Coffee-Chicory mixture made from blends of coffee and chicory shall have following label declaration on the front of the package in minimum 1 mm font size except for the packs with PDP area more than 100cm² where the minimum font height shall be 2 mm:

COFFEE......%, CHICORY......... %

3. They shall come into force on 1ˢᵗ July, 2027.

This issues with the approval of the Competent Authority in exercise of Section 18 (2)(d) read with section 16 (5) of Food Safety and Standards Act, 2006.
