Subject: Enforcement Drive on Spices (Whole & Powder) for the month of October, 2025-reg.

Madam/ Sir,

This is to refer to “Pan India Surveillance on Spices” conducted by Food Safety and Standards Authority of India (FSSAI) between November, 2024 to February, 2025 w.r.t thirteen commodities of spices to assess the safety, quality, labelling requirements as well as to identify the hot spots of adulteration and non-compliance of spices in the Indian market.

2. As per aforesaid surveillance conducted, non-compliance has been observed with regard to quality parameters as well as contaminants, microbial count and labelling requirements. In this regard, it has been decided to conduct a nation-wide enforcement drive on Spices for the month of October 2025 (01.10.2025 to 31.10.2025) for the following products covered under Food Safety and Standards (Food Product Standards and Food Additives) Regulations, 2011-

a. Black Pepper Powder
b. Black Pepper Whole
c. Cardamom powder
d. Cardamom Whole
e. Chilli Powder
f. Chilli whole
g. Cinnamon (Dalchini) Whole
h. Coriander Powder
i. Coriander Whole
j. Cumin Powder
k. Cumin Whole
l. Turmeric Powder
m. Turmeric Whole

3. In view of the above, the Commissioners of Food Safety of States/UTs and the Regional Directors of FSSAI are requested to conduct the enforcement drive for spices for checking compliance with the prescribed parameters including labelling requirements in respective jurisdiction. The inspection and sampling of aforesaid spices must be carried out in accordance with the provisions of the FSS Act, Rules, and Regulations made thereunder. It may also be ensured that, the enforcement drive shall be limited to manufacturing units only, in order to check the compliance at the source. Further, the sample drawn during the enforcement drive must be sent to a NABL-accredited laboratory that has full scope for testing all parameters specified under the relevant Food Safety and Standards Regulations applicable to these spices.

4. Further, the relevant data of inspection, sampling and their outcome mandatorily to be updated/recorded on FoSCoS / FoSCoRIS and a consolidated report (in the prescribed format appended at Annexure A & B) detailing the samples collected and corresponding test results may kindly be shared with this office via email at enforcement1@fssai.gov.in, latest by 20th November, 2025.
