The concept of operating a seasonal business is specified under Form ‘A’ of Schedule 2 (i.e. Application for Registration / Renewal of Registration under FSS Act, 2006) of FSS (Licensing and Registration of Food Businesses) Regulation, 2011. However, no provision was available in the online Food Safety Compliance System [FoSCoS] for granting registration certificate to seasonal food businesses during short events such as religious fairs, food festivals etc. In the absence of such provision, Food Businesses were applying through normal procedure. 2. In this regard, with the approval of Food Authority, a provision in FoSCoS for granting registration certificate or seasonal food business during short events such as religious fairs, food festivals etc. has been created under the window of Registering Authority with the following conditions: (a) Application and Documents: As per Form A of FSS (Licensing and Registration of Food Businesses) Regulation, 2011. Registering Authorities are required to fill Form A on behalf of Food Business Operators. (b) Kind of Business (KoB) allowed: (i) Trade/Retail: Retailer; and Food Vending Agencies [Sale of food from vending machines.]; (ii) Food Services: Petty Retailer of snacks/tea shops; Hawker (Itinerant / Mobile food vendor); and Food Vending Establishment. (c) Validity: Maximum of up to 3 months and non-renewable. (d) Fee: Rs. 100 [Hawkers are exempted from registration fee vide FSSAI order No. RCD-01003/1/2024/-Regulatory-FSSAI (E- 12332) dated 30.09.2024]. 3. A User Manual detailing the procedure of granting registration certificate on the FoSCoS portal by Registering Authorities is enclosed for reference. Step 8: Upload the required documents such as photo and ID proof and provide consent on declaration through checkbox.
