Sir,

The undersigned is directed to refer to KVIC’s letter No. KVIC/ABFPI/New Vertical/Popcorn maker/2023-24/143 dated 22.03.2024 on the subject mentioned above and to convey the approval of the Competent Authority to include the ‘Popcorn Making’ as a new activity under the components of Agro-Based and Food Processing Industries (ABFPI) of Gramodyog Vikas Yojana (GVY) for compliance and implementation. A copy of the revised Operational guidelines of GVY (including new activity under ABFPI Component-Popcorn Making) is enclosed.

2. Expenditure on the above approved guidelines may be incurred keeping in view the approved budget by EFC for the period from FY 2021-22 to 2025-26. Further, all expenditure, on conducting/organizing workshops, exhibitions etc., may be incurred keeping in view the provisions of the GFRs and other instructions issued by the Ministry of Finance, Govt. of India from time to time.

Revised Guidelines of Gramodyog Vikas Yojana

---

1. Introduction of KGVY

Khadi and Village Industries sectors had various independent schemes, developed to meet the needs of KVI sector in the past plan periods. In November, 2019, all the existing KVI schemes/sub-schemes/components were merged, and brought under one umbrella scheme namely Khadi and Gramodyog Vikas Yojana (KGVY). KGVY is a Central Sector Scheme and there is no State component involved in this scheme.

KGVY has following three components:

"Khadi Vikas Yojana (KVY)" scheme is for promotion and development of Khadi sector i.e. cotton, woolen, silk and the existing schemes like Modified Market Development Assistance (MMDA), Interest Subsidy Eligibility Certificate (ISEC), Khadi Reforms Development Programme (KRDP), Workshed Scheme for Khadi Artisans, Strengthening infrastructure of existing weak Khadi Institutions and Assistance for Marketing Infrastructure, Khadi (S&T) and Centre of Excellence (CoE) for Khadi.

"Gramodyog Vikas Yojana (GVY)" scheme is for promotion and development of village industries through common facilities, technological modernization, training etc. & other support and services for promotion of village Industries. GVY has the following components/ verticals from the activities under Village Industries: a. Wellness & Cosmetics Industry (WCI) b. Handmade Paper, Leather & Plastic Industry (HPLPI) c. Agro Based & Food Processing Industry (ABFPI) d. Mineral Based Industry (MBI) e. Rural Engineering & New Technology Industry (RENTI) f. Service Industry

"Khadi Grant" covers all the establishment expenses of the Officers/Staff members of the KVIC.

2. Eligibility criteria and selection of Beneficiaries:

2.1 Eligibility Criteria:

• Any Indian Citizen may be the beneficiary of KGVY.
• The beneficiaries may be identified by KVIC, NGOs /KIs/VIs/KVIB's/ DIC's/FPOs etc.
• Age Group: 18-55 Years.
• Having valid Aadhar Card or any other Identity Card issued by Government.
• The field offices shall identify the beneficiaries by conducting the awareness camp/through advertisements as per the annual target allocated based on the budget/action plan for the Scheme.
• Beneficiary / Candidates have to produce details like DOB, Address Proof, Photograph, and Mobile No. etc.
• Selected beneficiary shall have to submit the self-declared undertaking for payment of Own Contribution as well as maintenance of the machineries, tools and equipment provided to them.
• One person from one family is eligible for the assistance under KGVY.
• Persons already trained in respective industries by KVIC/ KVIB /NABARD/KVK(s) /Agriculture or Horticulture Boards/ Eligible NGO(s)/ RSETI/RUDSETI/ITI etc. are eligible to get the support of under GVY scheme.
• Persons who have availed benefits from other Govt. Schemes for the same/similar purpose is not eligible; the beneficiary shall have to give declaration to this effect in writing.
• Preference shall be given to the people belonging to SCs/STs/Women/ Unemployed Youth /BPL category etc.
• Preference may also be given to the persons for Re-habilation/re-settlement of surrendered Naxalites/ Extremists / Militants, Widows of Defense Personnel & Para-Military Forces and Militancy Affected Families etc.
• Persons already familiar with the work/activities like Mechanics, Mistry, etc. are eligible to get the support under GVY.

2.2 Selection of Beneficiaries:

Selection of Beneficiary shall be done through "State Level Committee" for artisans to be benefitted under the Village Industries Schemes.

3. Procurement & Distribution of Machines, tools and equipment:

The procurement of machine, tools and equipment shall be done by "Zonal Level Procurement Committee" through tendering process adhering to GFR norms, rules & regulations, related circulars and standing orders of KVIC.

4. Beneficiaries’ Contribution for Machines, tools and equipments.

The own contribution against the total cost of machines, tools and equipment to be distributed shall be collected from artisans as per the table given below:

5. Details of Activities under Village Industries Verticals of KVIC:

There are six major verticals identified by KVIC for the development of the Village Industries. They are viz. Mineral Based Industries, Rural Engineering and New Technology Industries, Agro Based Food Processing Industries, Wellness and Cosmetics Industries, Hand Made Paper, Leather & Plastic Industries and Service Industries. Specific industry/industries are selected from the plethora of each industries verticals for the focused and smooth implementation of the programme. Each vertical is unique and have got unique opportunities and challenges. Hence, the detailed guidelines of the each verticals are summed up in the following components:

• Component I: Agarbatti Industries under Wellness and Cosmetics Industries (WCI) vertical.
• Component II: Footwear Repairing/Manufacturing Programme under Hand Made Paper, Leather & Plastic Industries (HMPLPI) vertical.
• Component III: Pottery Activities under Mineral Based Industries (MBI) vertical.
• Component IV: Honey Mission Programme/Bee Keeping Activity under Agro-Based and Food Processing Industries (ABFPI) vertical.
• Component V: Waste Wood, Turn Wood, Wooden Toys, Panchgavya, Cotton Wicks & Cow Dung Log under Rural Engineering and New Technology (RENTI) Industries vertical.

Component I: Agarbatti Programme under Wellness and Cosmetics Industries (WCI) vertical of Gramodyog Vikas Yojana(GVY):

Introduction:

• The Agarbatti Industry Programme under Wellness & Cosmetic Industry (WCI) vertical of GVY covers the various aspects such as training & distribution of the pedal/Automatic operated Agarbatti machines to the artisans/beneficiaries, etc.
• The Agarbatti Industry Programme aims at generating sustainable employment, skilled development programme, high skill development programme with the assistance of CoEs i.e. FFDC, Kannauj and VNIT, Nagpur.
• The skill-development training programme shall be arranged through the Master Trainer/skilled artisans/technical staff and supported with the pedal operated Agarbatti machines to the individual artisans.
• The Agarbatti Industry Programme will benefit the women artisan/beneficiaries, unemployed youth etc. and become source of employment for them.

Details of the activities/financials under the Agarbatti project: (i) Skill Development Program (SDP) a. Duration: 10 days - 1 Hour (Theory) and 5 hrs. Practical. b. Number per Group/ batch - upto 20 candidates c. Financial Expenditure (Per batch of upto 20 candidates). Training by KVIC - Rs. 1,00,000 per batch. d. The funds for training shall be released directly to the State Offices. e. KVIC may conduct online training programmes as well.

(ii) Skill Development Program (SDP) with Supply of pedal operated Machines to a batch of 20 beneficiaries:

(iii) Skill Development Program (SDP) with Supply of Automatic Agarbatti Machinery to a batch of 20 beneficiaries:

(iv) Training of Master Trainers/ Officers/Staff of KVIC at FFDC, Kannauj (U.P.) or any Premier Institute for Wellness and Cosmetic Industry a. Duration: 10 days - 1 Hour (Theory) and 5 hrs. Practical. b. Number per Group/ batch - upto 20 Master trainer/Officers/Staff c. Financial Expenditure (Per batch)-Rs. 13.5 lakh per batch

(v) Workshop/ Seminars/Awareness Workshop and seminar shall be organised by the field offices which helps to gather the valuable technical suggestions / recommendations so as to build the strategy for better implementation of Agarbatti activity. The workshop and seminar are conducted by involving Technical Expert, leading Agarbatti entrepreneurs, farmers, leading agarbatti NGOs, Agarbatti Exporters, Agarbatti machine's manufactures, Agarbatti suppliers, other agarbatti stakeholders etc in the country. The road map could be framed for the overall development of agarbatti activities.

Pattern of assistance:

(vi) The fund provision may be kept for Exposure visit: Rs.1.00 lakhs per year for officials of Agarbati programme from Central Office.

Component II: Leather Footwear Activity under Handmade Paper Leather & Plastic Industry (HMPLPI) vertical of Gramodyog Vikas Yojana(GVY):

Introduction Leather Footwear Repairing / Manufacturing Programme aims to enhance the income of Leather footwear manufacturing / repairing artisans by providing skill development training and modern & automated equipment and to make the manufacturing of footwear/leather goods a respectable profession and to attract migrant labour and rural unemployed youths to take as a profession with modern techniques.

Details of the activities/financials under the Leather footwear activity: (i) Skill Development Training/ Supply of Machineries/ Courses

(ii) Workshop/ Seminars/Awareness Workshop and seminar shall be organised by the field offices which helps to gather the valuable technical suggestions / recommendations so as to build the strategy for better implementation of Leather Footwear. The workshop and seminar are conducted by involving Technical Expert, leading Leather Footwear entrepreneurs, leading Leather Footwear NGOs/Enterprises, Leather Footwear Exporters, Leather Footwear machine's manufactures, Leather Footwear suppliers, other Leather Footwear stakeholders etc in the country. The road map could be framed for the overall development of Leather Footwear activities.

Pattern of assistance

(iii) The fund provision may be kept for Exposure visit: Rs.1.00 lakhs per year for Leather officials from Central office.

Component III: The Pottery Activity under Mineral Based Industry (MBI) vertical of Gramodyog Vikas Yojana(GVY):

Introduction

• The Kumbhar Sashaktikaran Programme under Pottery Activity of Mineral Based Industry (MBI) vertical of GVY covers the promotion of "Wheel Pottery".
• The Kumbhar Sashaktikaran Programme aims to enhance the income of pottery artisans by providing skill development training and modern & automated equipment.
• The Kumbhar Sashaktikaran Programme will benefit the potters, unemployed youths for self-employment.
• The Kumbhar Sashaktikaran Programme shall focus on product design development in Red Clay Pottery and the utility products, decorative products, designed products could be possible to fetch the need of buyers as per the market trend and even enable them to enhance their earnings.

Details of the activities/financials under the Pottery activity: (i) Wheel pottery training programme a. Batch: 20 pottery artisans. b. Duration of training: 10 days, c. Particular product range be made by each artisan like cooking ware, Kullhad, decorative items, etc. d. Financial Expenditure (Per batch of 20 candidates). Training by KVIC - Rs 4.50 lakh (including the machinery cost) e. The machines/equipments shall be provided to all the trained pottery artisans. f. Approx. Cost of tools and Equipments for beneficiaries Electric Potter Wheel - Rs. 20,000 /- Blunger - Rs 34,000/-

The pottery training at the field shall be conducted through authorized Skilled Master Trainers/skilled pottery artisans/pottery craftsmen/Technical official of MBI, KVIC and RPTC Bhadravati (Maha.) etc. Only selected potters/pottery artisans of the concerned field office, who have better track-record in pottery, shall be selected for Training programme.

(ii) Master trainer training programme State wise trainers training programme shall be organized for wheel pottery master trainer training programme at CVPI Khanapur (Karn.) and RPTC Gramodya Sangh Bhadravati (Maha.). a. Batch: 20 pottery artisans. b. Duration of training: 15 days, c. Particular product range be made by each artisan like cooking ware, Kullhad, decorative items, etc. d. Financial Expenditure (Per batch of upto 20 candidates). Training by KVIC - Rs 3.00 lakh e. The machines/equipments shall not be provided to trained artisans.

(iii) National Workshop/ Seminars/Awareness Workshop and seminar shall be organised by the field offices which helps to gather the valuable technical suggestions / recommendations so as to build the strategy for better implementation of Pottery activity.

Pattern of assistance:

(iv) The fund provision may be kept for Exposure visit: Rs.1.00 lakhs per year for officials of Pottery programme from Central Office.

Component IV: Beekeeping Activity/ Honey Mission Programme under Agro-Based & Food Processing Industries (ABFPI) vertical of Gramodyog Vikas Yojana(GVY):

Introduction The main aim of Honey Mission is to provide sustainable employment and to increase the income of rural & urban unemployed youth, both educated & uneducated, men & women by conserving the honeybees and tapping untapped natural resources. Honey Mission is being implemented by KVIC with the aim to spread beekeeping across the country by transfer of beekeeping technologies (skill training), tool supply (Live colonies, bee boxes - 10 bee colonies each beneficiaries and tool kits) and handholding support to beekeepers/farmers (Practical training in honey extraction and colony multiplication).

Activity wise assistance & funding Pattern under Honey Mission (i) Training and Distribution of tool kits and equipment to beneficiaries:

Training Fee: 10 days beekeeping skill development training shall be provided to the beneficiaries under Honey Mission. Training fee is exempted for SC/ST/Women/Physically Handicapped candidates. Training fee of Rs. 500/- per candidate is to be paid by other candidates.

Training details:

• 10 days beekeeping Skill Development Training programme consisting of 05 days basic beekeeping skill, 03 days bee colony multiplication and 02 days Honey Extraction practical training.
• 05 days basic skill development training programme be conducted as per the prescribed syllabus already made available/
• 03 days Bee colony multiplication training & 02 days Honey Extraction practical training may be conducted in the blooming / honey flow season.
• Training shall be conducted through SBEC/ CBRTI/ Master Trainer/ NGOs etc. Training organizer must issue a Beekeeping Training Certificate.

(ii) Training for Officers/Staff of KVIC at CBRTI, Pune a. Duration: 10 days - 1 Hour (Theory) and 5 hrs. Practical. b. Number per Group/ batch - upto 10 Officers/Staff c. Financial Expenditure (Per batch)-Rs. 20,000 per batch excluding the TA/DA charges of the staff.

(iii) Advance Training to the already trained beneficiaries. a. Batch: upto 20 trained beekeepers. b. Duration of training: 5 days c. Training to be conducted through CBRTI, Pune d. Financial Expenditure for advance training including the cost of advance tool kit by CBRTI, KVIC Pune - Rs. 5.50 lakh for 20 candidates

(iv) Awareness Programme and State Level Beekeepers Meet under Honey Mission Awareness Programme: Awareness Programme may be organized by the field offices of KVIC through institutions/ NGOs who are working in beekeeping development, rural development and agricultural activities as per the approved action plan. Financial assistance for awareness programme: Rs. 40,000/-

Beekeepers Meet: Beekeepers Meet may be organized by the field offices of KVIC as per the approved action plan for the purpose to bring beekeepers together to discuss the different beekeeping practices adopted by them and to exchange their experience, technology, good beekeeping practices, problems etc. among the beekeepers to each other. Financial assistance for Beekeepers meet: Rs. 60,000/-.

(v) SBEC (State Beekeeping Extension Centre)

• SBECs are working in various KVIC sates/Divisional offices with an aim to provide various level beekeeping training to the needy beekeepers/farmers in the respective states, setting up bee nursery and address the beekeeping related issues to the needy beekeepers and assisting farmers in bee pollination.
• Estimated financial assistance required for each SBEC for conducting training, maintaining bee nursery, and other related functional expenses - Rs. 7,00,000/-

(vi) The fund provision may be kept for Exposure visit: Rs.1.00 lakhs per year for officials of Honey Mission programme from Central Office.

The constituents of Procurement Committee for Advance Tool Kits (Honey Testing Kit, Royal Jelly Kit, Queen Rearing Kit, Pollen trap and Propolis Screen) which may be required by Center of Excellence (COE- CBRTI, KVIC, Pune) are as follows:

Component V: Waste Wood / Turn Wood Craft / Wooden Toy / Products of Panchgavya under Rural Engineering and New Technology Vertical of Gramodyog Vikas Yojana (GVY)

Introduction "Rural Engineering and New Technology Industry" aims to impart: i. Skill development training and modern Waste wood/turn wood Craft / Wooden toy related Machines and Tools and product development. ii. Reduce the cost of production and drudgery

Assistance provided: (i) Training

a. Waste-Wood

• The Training Programme shall be conducted for a group of 20 traditional carpentry artisans.
• Training duration is 20 working days and 7 hours per day and 4 hours for home assignment.
• Artisans taught about diversification of products with innovative design, and 80% practical and 20% theory shall be covered.
• The tool kit shall be provided to all trained artisan.
• Training cost for waste wood craft - Rs. 4,47,774/- (including the machines and tools)

b. Turn-Wood Craft

• The Training Programme shall be conducted for a group of 20 traditional carpentry artisan.
• Training duration shall be 20 working days and 7 hours per day and 4 hours for home assignment.
• The Training to be conducted for preparation of wooden-articles on Wood Lathe.
• Use and benefits of Eco-friendly natural colour(lacquer colour) shall be demonstrated.
• The turn-wood lathe and tool kit to be provided to all trained artisans.
• Training cost for turn wood craft - Rs. 7,70,328/- (including the machines and tools)

c. Wooden Toy

• The 30 days residential skill-development programme shall be organized at the premier technical institutes of national/international repute.
• The Training to be conducted for preparation of eco-friendly wooden toy.
• The wood lathe and tool kit to be provided to all trained artisans.
• Training cost for wooden toy - Rs. 16,47,000/- (including the machines and tools)

d. Panchgavya based Products

• Six-days Training for 20 persons shall be organized at MGIRI, Wardha. Manufacturing process of total 10 Panchgavya based Products shall be taught which include products:
  • Soap
  • Handwash
  • Shampoo
  • Hair conditioner
  • Facemask
  • Kala dantmanjan
  • Bio fertilizers etc.
• On 6th day the beneficiaries shall visit the production unit of Go-Vigyan Anusandhan Kendra, Nagpur. After training they shall be linked with the PMEGP programme for setting up of production unit.
• Training cost for Panchgaya Products - Rs. 2,64,000/- (including the machines and tools)

Component VI: Hand Made Paper and Fiber related activities under Hand Made Paper, Plastic and Leather Industry vertical.

Introduction Handmade Paper & Fibre Industry aims to: (i) To encourage prospective entrepreneurs, unemployed youths/ SC & ST/ BPL class/ Migrant Laborers to acquire training to set up their own units in Handmade Paper & Fiber sector. (ii) Re-habilitation of surrendered Naxalites/Extremists/Militants/ Widows of defense personnel & para-military forces, Militant affected families etc. (iii) To train Individuals/ group of artisans to develop knowledge and skills in Paper Conversion, Paper Plate & Dona making, Paper Mache, Fiber Extraction & Fancy article making and Sabai grass ban making (two ply rassi/dori) further mobilize them to develop knowledge and skills that enable them to become self-sustained units of operation. (iv) To optimize use of local agro-based raw materials and other waste materials such as cotton rags/ hosiery, grass, leaf for production of paper and Fibre products. (v) To support existing Hand paper & Fibre units to increase their production and marketing capabilities through participation in trade fair and providing high skill training.

Pattern of assistance: (i) Training to Artisans in Paper Conversion and distribution of machinery and tools: a) The Training Programme shall be conducted on Paper Conversion for a group of minimum 10 candidates. b) The duration of Training is 06 days and candidates shall be trained to manufacture file covers, paper bags, photo frame, writing pad etc. c) Artisans taught about diversification of products with innovative design and 80% practical and 20% theory shall be covered. d) The trained group of artisans shall be provided with one set of tool kit consisting of like file master, paper cutting machine and screen printing set. e) Financial expenditure: Training cost - Rs. 63,000/- and Machinery cost - Rs. 2,00,000/- for a group of 10 artisans

(ii) Training to Artisans in Paper Plate & Dona(Bowl) making and distribution of machinery and tools: a) The Training Programme shall be conducted on Paper Plate & Dona making for a group of minimum 10 candidates. b) The duration of Training is 06 days and candidates shall be trained to manufacture Paper Plate & Dona Making. c) Artisans taught about diversification of products with innovative design and 80% practical and 20% theory shall be covered. d) The trained group of artisans shall be provided with two sets of tool kits consisting of like Hydraulic Paper Plate & Dona [Bowl] making machine with dyes. e) Financial expenditure: Training cost - Rs. 63,000/- and Machinery cost - Rs. 2,00,000/- for a group of 10 artisans

(iii) Training on Paper Mache and distribution of machinery and tools: a) The Training Programme shall be conducted for a group of minimum 10 candidates. b) Duration of Training is 12 days. c) Products such as Jewellery boxes, Coasters, Bowls, Trays, Pencil Stands, Vases, Photo Frames and an array of other décor items shall be demonstrated. d) The trained group of artisans shall be provided with one set of tool kit consisting of like hydra pulper machine, paper mache moulds. e) Financial expenditure: Training cost - Rs. 95,000/- and Machinery Cost - Rs. 1,85,000/- for a group of 10 artisans

(iv) Training on Fibre Extraction and fancy article making and distribution of machinery and tools: a) The Training Programme shall be conducted for a group of minimum 10 candidates. b) Duration of Training is 12 days. c) Products such as Bags, Purses, Wall Hanger, Pot Hanger, Dining Mat, Costar and other decor item shall be demonstrated. d) The trained group of artisans shall be provided with one set of tool kit consisting of like Fibre Extractor, hand Comber, Designer Frames etc. e) Financial expenditure: Training cost - Rs. 60,000/- and Machinery cost - Rs. 1,80,000/- for a group of 10 artisans

(v) Training on Ban making (Two ply) and distribution of machinery and tools: a) The Training Programme shall be conducted for a group of minimum 10 candidates. b) Duration of Training is 6 days. c) Products from Sabai Grass such as coloured rassi / dori, Door Mat, Mating and other utility / fancy items shall be demonstrated. d) The trained group of artisans shall be provided with one set of tool kit consisting of like Ban making Machine, Knife and Dyeing vessels. e) Financial expenditure: Training cost - Rs. 42,000/- and Machinery cost - Rs. 1,20,000/- for a group of 10 artisans

(vi) Training to the Master Trainers a. The trainers identified by SO/DO/MDTC shall be recommended for advanced training on diversified products and new technology. Such training will be organized at reputed institutes. b. The trained master trainer will train the artisans on as and when required basis. c. The Training Programme shall be conducted for a group of minimum 10 artisans. d. Duration of training is 6 days. e. Training cost - Rs. 2,00,000/- for a group of 10 candidates

(vii) Training by Kumarappa National Handmade Paper Institute, Jaipur a) The Institute was established at Sanganer, Jaipur Rajasthan with the technical support from UNDP and KVIC for strengthening the Handmade Paper Industry in India. b) The Training Institute is well equipped with the infrastructural facilities for Research and Development work, training and Pilot plant for product development & consultancy services. c) Budgetary support shall be provided by Directorate as per Annual action Plan.

(viii) Training by Fibre Design Development Centre, Srikariyam, Kerala a) This is the departmental training centre of KVIC. b) The training centre imparts various training programmes like Fibre Articles Making, Refresher course & Paper Conversion for the rural unemployed youth to set-up their own venture through the various schemes of KVIC. c) Budgetary support shall be provided by Directorate as per Annual action Plan.

(ix) Workshop/Seminars/Awareness camp Workshop and seminar shall be organized by the Field offices, which helps to gather the valuable technical suggestions/ recommendation so as to build the strategy for better implementation of HMPFI activities. The workshop/seminar shall be conducted by involving Manufacturers, technical experts, Entrepreneurs, NGO, Exporters, Machinery manufacturer, supplier etc.

Component VII: Agro-Based Food Processing Industries

Introduction Agro Based Food Processing Industries aims:

• To utilize the locally available raw material/ resources and convert them in to value added products.
• To provide sustainable income to the artisans, rural unemployed youth and farmers.
• To impart skill development programmes with new modern technologies in producing the various agro based food products.
• To provide improved tools, equipment, and machineries to Individual Artisans/Groups for enhanced productivity.
• To adopt Good Manufacturing Practices in setting up the Agro based food products.
• To reduce loss of perishable agricultural products, promote to setup the processing units on farm.
• To provide advanced skills the selected artisans through Center of Excellence for product diversification, packaging, Standardization.

Assistance provided: (i) Skill development program with tool kits:

(ii) Training of master trainer: a. The Master Trainers identified by SO/DO/MDTCs shall be recommended for further advance training on diversified products, new technology etc. Directorate of ABFPI shall arrange for such training programme in coordination with Directorate of Capacity Building. b. The Training Programme shall be conducted for a group of minimum 10 artisans. c. Duration of training: 6 days. d. Financial expenditure: Training cost - Rs. 2,00,000/-

(iii) Funding for pilot plant/workshop/awareness camp Seminar, Workshops, Symposiums will be organized at various levels like State, Zonal and National Level covering Product specific like promoting Moringa, Neera, Millets, Oil, soya and Traditional Based Food Products at the State/Zonal level and Symposiums /Workshops on Packaging, standardization, Branding, Marketing, Ecommerce, B2B, B2C and any issues related to S&T intervention and implementation of program etc

Component VIII: Service Industry

Introduction Electrician, Plumbers, Air Conditioner (AC) Repairing & Maintenance, Mobile Repairing and Sewing Machine Operator are key professionals and always in dire demand. Contractors and even homeowners are having tough time finding skilled professionals like Electrician & Plumbers, AC Repairing, Mobile Repairing and Sewing Machine Operator to handle commercial and residential needs.

DigniTEA, a mobile Tea Vending Machine on Bicycle is also identified to be carried out as a Service Industry to promote the micro entrepreneurship and to create employment at the lowest per capita investment among the youth of the Rural/ Urban areas.

Assistance provided: Under the above Service Industry verticals, activity wise, duration of skill up gradation training program, cost of training for a batch of 20 candidates, cost of Improved tool kits to be distributed under this scheme for 20 Beneficiaries is as follows:

6. Monitoring and Evaluation:

• In all field offices, State/Divisional Director and Nodal officer of respective Village Industries verticals shall monitor and evaluate the programme.
• All Zonal offices shall also monitor the program implementation and the Zonal Dy. C.E.O.s place the reports during quarterly review meetings.
• In the Central Office, respective Programme/Industry Director shall monitor the overall implementation of the program/ VI activities.
• Evaluation studies shall be conducted by third party.
• Respective Programme/Industry Director or his/her representative(s) from the Central office, KVIC, Mumbai shall conduct the inspection of minimum 1% of the total Machineries, tools and equipment distributed across the country within one year of the distribution or six months after installation of the machineries, tools and equipment.
• Physical inspection / verification of the 10% of the total distributed Machineries, tool and equipment shall be done by State/Divisional Director / Principal MDTC or through their representative not less than Group A Officer i.e. Dy. Director or equivalent.
• For monitoring and verification of the progress/ proper utilization of schemes: Rs 50,000 per Scheme for each field office may be granted.

7. Roles of various offices/institutions

(i) Role of KVIC:

• The KVIC plays the crucial role in selection of traditional artisans, mapping skill gaps, necessary training for skill development, providing necessary machine, tools and equipment, hand holding support in product development, support in research and development, necessary support in credit linkages, promotion, marketing and sales supports and backward and forward linkages etc. for the programme.
• The beneficiary should further be encouraged and assisted to take benefits under PMEGP/MUDRA Schemes of KVIC/ M/o MSME/GOI for expanding his/her activity.
• Maintaining data base: All Field Offices and respective industry Directorates at central office KVIC should have the details of beneficiaries assisted under KGVY scheme, with their detailed data to be uploaded on a MIS portal.
• Creating awareness among the industry experts in enhancing the productivity of Village Industries.
• Establishing tie-up arrangements with beneficiaries, existing SFURTI Clusters, other benefits under other schemes of the Ministry for developing their market linkages.
• KVIC to extend continuous R. & D. support to the beneficiaries.

(ii) Role of State / Divisional Directors of KVIC:

• Identification of places having the potentiality of respective programmes of GVY scheme.
• Selection of Training Assistant/ Master Trainer.
• Procurement of machineries, tools and equipments dully following all GFR norms, KVIC norms, guidelines, related circulars and standing orders through Zonal Level Procurement Committee.
• State / Divisional Director/ Principal MDTC shall be responsible to ensure monitoring, periodical inspection and timely implementation of various programmes under GVY.
• Issuance of Identity card / certificates to the Beneficiaries assisted under various programmes of GVY.
• Issuance of identity card to the Training Assistants/Master Trainers.
• Conducting awareness program/workshop/meets etc. in potential Districts.
• Furnishing monthly, quarterly and annual reports; to the respective Industry Directorates, KVIC.
• Create marketing linkages for the beneficiaries.

• Maintain a detailed record of the number of machineries, tools and equipment distributed. A unique id number for each of the tool kits and machineries, which is tamper proof should also be placed, so that it can be verified and located whenever required and upload on the portal.
• Work to motivate people to further progress by taking benefits in schemes like MUDRA and PMEGP.

(iii) Role of Zonal Dy. CEOs:

• Zonal Dy. CEO shall head the Zonal Level Procurement Committee for Procurement of items under various programmes under GVY
• Monitoring the all the Programme by conducting quarterly review meetings for proper implementation of the various programmes under GVY.
• Zonal Dy. CEO is empowered to interchange of targets within the Zone and within allocated Budget for the respective State/Divisional Offices after assessing the performance and demand of the State/Division.

(iv) Role of Programme/Industry Director:

• Providing policy support and coordinating with field offices.
• Providing Budget support to the field offices from time to time.
• Monitoring Field offices, Training Centers, and R&D units and implementing the programmes and coordinate the teams and committees.
• Submission of the inspection report to the competent authority as and when required.
• Providing feedback and reporting to Commission from time to time.
• Conducting Orientation Programs to the staff of various industries posted in central /various field offices of the KVIC, for the effective implementation of the programme.
• Compilation of data provided by the field offices.
• Release of Funds to the Various Field offices of KVIC.
• Correspondences with Ministry regarding respective industries under GVY scheme. Note: For changing of any physical or financial target in inter-zone, (from one zone to another zone) respective Programme/Industry Directorate shall process the matter for approval from the competent authority of KVIC.

(v) Role of MDTC (Departmental as well as Non Departmental Training Center):-

• Multi-Disciplinary Training Center (MDTC) of KVIC can also organize training for State Offices/Divisional Offices.
• MDTCs may organize the training in association with Training Partner/Professional Training Associates and conduct the field level training for the artisans identified by the State/ Divisional Offices/MDTC to whom the target was allocated.
• Non-Departmetal Training Center/Training Partner may also organize the training.
• Principal, MDTC/NDTC shall appoint a designated training Coordinator among the staff available.
• MDTC/NDTC/Training Partner may make space available for infrastructure training such as Training Hall, Classroom, Hostel Facility, and Mess Facility.
• Departmental Training Center can avail the facilities of Professional Training Associates with them.
• Departmental as well as Non-Departmental Training Center shall also eligible for getting training cost towards Training Center and generation for IRG.

8. Release of the funds:

• The submission of U.C of the previous year by the field Office is essential for releasing of funds for the upcoming financial year.
• The balance funds available with field Offices as mentioned in the U.C shall be taken into consideration while releasing the funds within the limits of targets.
• Utilization/ Expenditure details may be furnished to the concerned Directorate duly indicating various activities undertaken and expenses incurred.

9. CoE (Centre of Excellence)

CoEs shall be responsible for developing new technologies through research and development (R&D), transfer of technology of existing or developed technologies, advance skill development scientific training, finalizations of the technical specifications for the procurement of machineries & tools and equipment, product diversification, quality control and conducting impact assessment studies in related sectors of the above mentioned industries. The CoE shall provide the technical expertise for the establishment of the High Skill Design and Development Centre/CFC of any such advance training centre of KVIC. Our CoEs are as follows:

Central Footwear Training Institute (CFTI) Agra (U.P.) and Chennai, CSIR-Central Leather Research Institute Chennai, (Tamil Nadu) & Footwear Design and Development Institute (FDDI), Noida (including all campuses of FDDI) are being identifies as the Center of Excellence for "Leather footwear program".

MOU has been executed with the identified Centres of Excellence Central Glass and Ceramic Research Institute, CSIR-(CGCRI), Khurja and University College of Engineering and Technology (UCET), Bikaner for the pottery activity under MBI vertical.

Central Bee Research & Training Institute (CBRTI), KVIC, Pune is identified as the Center of Excellence for "Beekeeping program/ Honey Mission" under ABFPI vertical.

The Handmade Paper & Fibre Industry has identified Central Pulp & Paper Research Institute (CPPRI), Saharanpur and KNHPI, Jaipur as Centers of Excellence for Handmade Paper activity under HMPFI vertical.

VNIT, Nagpur is identified as the Center of Excellence for under Rural Engineering and New Technology Vertical.

Agro Based Food Processing Industry has identified CFTRI, Mysore, IIFPT, Thanjavur, CPPPI, KVIC, Chennai, NIFTEM, Sonepat, Haryana, TNAU, Coimbatore and PAU, Punjab, as proposed COEs to set up Pilot Projects/CFCs under the technical assistance of these esteemed organizations.

Efforts will be made to identify more CoEs in various verticals.

Expenditure proposed to be incurred in CoEs per vertical except Component IV (Beekeeping/Honey Mission): Rs. 1.5 crore
