परिपत्र सं. पीएफआरडीए/2016/8/पीएफएम/03 दिनांक 04.11.2016 के क्रम में, निजी क्षेत्र के अभिदाताओं (कॉर्पोरेट और सर्वनागरिकों) के लिए एक नई जीवन चक्र निधि (बीएलसी) को शुरू करने का निर्णय लिया गया है, ताकि अभिदाता की आयु और जोखिम प्रोफाइल के अनुसार आस्ति वर्गों को स्वचालित रूप से पुनर्संतुलित किया जा सके।
नई जीवन चक्र निधि को "संतुलित जीवन चक्र निधि" (बीएलसी) कहा जाएगा।
बीएलसी के तहत अधिकतम इक्विटी आवंटन 50% होगा जो मौजूदा जीवन चक्र निधियों के अंतर्गत 35 वर्ष की आयु के बजाय 45 वर्ष की आयु के बाद संकुचित होगा। विभिन्न आयु पर आस्ति वर्गवार वितरण निम्नानुसार होगा :

एनपीएस के अंतर्गत मौजूदा विकल्प, अर्थात "सक्रिय" और "ऑटो" विकल्प, अपरिवर्तित रहेंगे और "संतुलित जीवन चक्र निधि" (बीएलसी) एक अतिरिक्त निवेश विकल्प होगा।
मौजूदा "मध्यम जीवन चक्र निधि" (एलसी50)" डिफॉल्ट विकल्प बना रहेगा।
यह परिपत्र पेंशन निधि विनियामक और विकास प्राधिकरण अधिनियम, 2013 की धारा 14 के अंतर्गत प्रदत्त शक्ति का प्रयोग करते हुए, राष्ट्रीय पेंशन प्रणाली और अधिनियम के अंतर्गत अन्य पेंशन योजनाओं के अभिदाताओं के हितों की रक्षा करने और उनके विनियमन, संवर्धन और व्यवस्थित विकास को सुनिश्चित करने के लिए जारी किया गया है।

Subject: Introduction of “Balanced Life Cycle Fund” (BLC) under National Pension System (NPS)
In continuation to circular no. PFRDA/2016/8/PFM/03 dated 04.11.2016, it has been decided to introduce a new life cycle fund for private sector subscribers (Corporate and All Citizen) to provide automatic rebalancing of the asset classes as per age and risk profile of the subscriber.
The new life cycle fund shall be called “Balanced Life Cycle Fund” (BLC).
The maximum equity allocation under BLC shall be 50% which shall taper down after the age of 45 years as compared to 35 years under existing life cycle funds. The asset class wise distribution at different ages shall be as under:

The existing choices under NPS, viz. “Active” and “Auto” Choices, shall remain unchanged and the “Balanced Life Cycle Fund” (BLC) shall be an additional investment choice.
The existing “Moderate Life Cycle Fund (LC50)” shall continue to be the default choice.
This circular is issued in exercise of the power conferred under Section 14 of Pension Fund Regulatory and Development Authority Act, 2013 to protect the interest of subscribers and to regulate, promote and ensure orderly growth of the National Pension System and the pension schemes to which the Act applies.
