Check the official recordThe Pension Fund Regulatory and Development Authority (PFRDA) has mandated that all Points of Presence (POPs) under the National Pension System (NPS) architecture must register all subscriber grievances received offline at the POP level into their respective Central Recordkeeping Agency (CRA) Centralized Grievance Management System (CGMS) portals. While online grievances raised directly by subscribers are already captured via system-generated tokens, offline grievances handled by POPs were previously not recorded. This requirement ensures PFRDA has access to comprehensive data regarding grievances received, resolved, and pending at the POP level for tracking, supervisory, and analytical purposes. POPs are directed to follow the standard operating procedures available on their respective CRA websites to log these grievances on behalf of their subscribers.

विषय: एनपीएस आर्किटेक्चर के तहत प्राप्त सभी शिकायतों का पंजीकरण संबंधित सीआिए के केंद्रीकृत शिकायत प्रबंधन प्रणाली (सीजीएमएस) पोर्टल में प्वाइंट ऑफ प्रेजेंस (पीओपी) स्तर पर किया जाएगा।
जैसा कि आप जानते हैं कि एनपीएस आर्किटेक्चर के तहत प्वाइंट ऑफ प्रेजेंस सहित सभी नोडल कार्यालयों को एनपीएस आर्किटेक्चर के तहत सभी योजनाओं से संबंधित विभिन्न गतिविधियों जैसे ऑनबोर्डिंग, योगदान, निकास, शिकायतें उठाना आदि करने के लिए सिस्टम तक पहुँचने के लिए संबंधित सीआिए सिस्टम में अद्ववितीय लॉगिन क्रेडेंशियल प्रदान किए गए हैं। इसके अलावा, एनपीएस आर्किटेक्चर के तहत ग्राहकों को सभी सीआिए प्रणालियों के तहत सीजीएमएस पोर्टल की सुविधा प्रदान की गई है, जो ग्राहकों के लिए एक ऑनलाइन प्लेटफॉर्म है जो संबंधित सीजीएमएस पोर्टल में लॉग इन करके सेवा वितरण से संबंधित एनपीएस संरचना के तहत सभी योजनाओं से संबंधित अपनी शिकायतें दर्ज करने के लिए उपलब्ध है।
यह देखा गया है कि सीआिए के सीजीएमएस प्लेटफॉर्म में ग्राहकों द्वारा स्वयं ऑनलाइन उठाई गई शिकायतों का डेटा पीएफआिडीए को पर्यवेक्षी, ट्रैकिंग और विश्लेषणात्मक उद्देश्यों के लिए सिस्टम जेनरेट किए गए अद्ववितीय टोकन नंबरों के माध्यम से उपलब्ध है, हालांकि, पीओपी के स्तर पर ग्राहकों द्वारा उठाई गई शिकायतों का डेटा कहीं भी दर्ज नहीं किया जाता है।
पीएफआिडीए में ट्रैकिंग, पर्यवेक्षी, विश्लेषणात्मक उद्देश्यों के लिए सभी सीआिए से पीएफआिडीए की उपस्थिति के बिंदुओं के स्तर पर प्राप्त, हल की गई शिकायतों के व्यापक डेटा तक पहुँचने के लिए, सभी पीओपी को सलाह दी जाती है कि वे अपने ग्राहकों द्वारा उठाई गई सभी शिकायतों को संबंधित सीआिए सीजीएमएस प्रणाली में दर्ज करें। पीओपी नोडल कार्यालयों द्वारा अपने ग्राहकों की ओर से शिकायत दर्ज कराने के चरण-दर-चरण मानक संचालन प्रक्रिया को उनके संबंधित सीआिए की वेबसाइटों से देखा जा सकता है।
यह परिपत्र पीएफआिडीए अधिनियम, 2013 के प्रावधानों के तहत पीएफआिडीए को प्रदत्त शक्तियों का प्रयोग करते हुए जारी किया गया है।

To, All Points of Presence (POPs) under NPS architecture
Subject: Registration of all grievances received under the NPS Architecture raised at the level of Points of Presence (POP) in the respective CRA Centralized Grievance Management System (CGMS) portals
As you may be aware that all the nodal offices including the Points of Presence under the NPS architecture have been provided with unique login credentials in the respective CRA systems to access the system for undertaking various activities related to all schemes under NPS architecture like onboarding, contribution, exit, raising grievances etc. Also, the subscribers under the NPS architecture have been provided the facility of CGMS Portals under all CRA systems, which is an online platform available to subscribers to lodge their grievances pertaining to all schemes under NPS architecture related to service delivery by logging in the respective CGMS Portal.
It has been observed that the data of grievances raised by the subscribers themselves online, in the CGMS platforms of CRAs, is available to PFRDA through system generated unique token numbers for supervisory, tracking and analytical purposes, however, the data of grievances raised by subscribers offline at the level of POPs is not recorded anywhere.
In order to arrive at a comprehensive data of the grievances received, resolved, pending at the level of Points of Presence of PFRDA from all CRAs, for tracking, supervisory, analytical purposes at PFRDA, all POPs are advised to register all grievances raised offline by their subscribers in the respective CRA CGMS system. The step-by-step Standard Operating Procedure for raising grievance by POP nodal offices on behalf of their subscribers, can be accessed from the websites of their respective CRAs.
This Circular is issued in exercise of the powers conferred upon PFRDA under the provisions of the PFRDA Act, 2013.
