Summary
Check the official recordThe Reserve Bank of India issues these directions to ensure fair and transparent lending practices for Rural Co-operative Banks. These banks must review their loan disbursal, interest application, and charge collection processes. Banks must address unfair practices such as charging interest before actual fund disbursement or calculating Equated Monthly Instalments on sanctioned amounts rather than disbursed amounts. Banks must also communicate changes to amortisation schedules and charge interest only for the period the loan remains outstanding. Banks should implement necessary system changes to comply with these requirements. These directions apply to State Co-operative Banks and Central Co-operative Banks. In exercise of the powers conferred by Section 35-A read with Section 56 of the Banking Regulation Act, 1949 and all other provisions / laws enabling the Reserve Bank of India (‘RBI’) in this regard, RBI being satisfied that it is necessary and expedient in the public interest so to do, hereby issues the Directions hereinafter specified.
For the purpose of these Directions, ‘Rural Co-operative Banks’ shall mean State Co-operative Banks (collectively referred to as ‘StCBs’ and individually as ‘StCB’) and Central Co-operative Banks (collectively referred to as ‘CCBs’ and individually as ‘CCB’), as defined in the National Bank for Agriculture and Rural Development Act, 1981.
These and other such non-standard practices of charging interest are not in consonance with the spirit of fairness and transparency while dealing with customers. These are matters of serious concern to RBI.
The bank may use online account transfers in lieu of cheques for loan disbursal.

DoS.CO.PPG.66/11.01.005/2026-27 dated July 31, 2026. The Directions, instructions, and guidelines repealed prior to the issuance of these Directions shall continue to remain repealed.
Notwithstanding such repeal, any action taken or purported to have been taken, or initiated under the repealed Directions, instructions, or guidelines shall continue to be governed by the provisions thereof. Further, the repeal of these directions, instructions, or guidelines shall not in any way prejudicially affect:
