Submission of Base Station Details by Access Service Providers

Subject: Direction under section 13, read with sub-clauses (i) and (v) of clause (b) of sub-section (1) of section 11, of the Telecom Regulatory Authority of India Act, 1997 (24 of 1997) and the Standards of Quality of Service Basic Telephone Service (Wireline) and Cellular Mobile Telephone Service Regulations, 2009 (7 of 2009) as amended from time to time, regarding submission of details of Base Stations.

No. D-22/1/(1)/2024-QoS ---- Whereas the Telecom Regulatory Authority of India (hereinafter referred to as the “Authority”), established under sub-section (1) of section 3 of the Telecom Regulatory Authority of India Act, 1997 (24 of 1997) (hereinafter referred to as “TRAI Act”), has been entrusted with discharge of certain functions, inter-alia, to regulate the telecommunication services; to ensure compliance of terms and conditions of license; ensure technical compatibility and effective inter-connection between different service providers; lay-down the standards of quality of service to be provided by the service providers and ensure the quality of service and conduct the periodical survey of such services provided by the service providers so as to protect interest of the consumers of telecommunication service;

And whereas the Authority, in exercise of the powers conferred upon it under section 36, read with sub-clauses (i) and (v) of clause (b) of sub-section (1) of section 11, of the TRAI Act, made the Standards of Quality of Service of Basic Telecom Service (Wireline) and Cellular Mobile Telephone Service Regulations, 2009 (7 of 2009) dated the 20th March 2009 (hereinafter referred to as ‘the regulations’);

3. And whereas regulation 5 of the regulations lays down quality of service parameters in respect of which compliance reports are to be submitted by the service providers, as per the prescribed formats, to the Authority;

4. And whereas, regulation 5 of the regulations also provides that DCR Codes as given in the table below note 5, shall be used for the reasons or circumstances corresponding to the said codes;

5. And whereas the service providers are submitting the details of Base Stations and Drop Call Rate (DCR) matrix in the prescribed format through the portal (https://dcr.trai.gov.in/) to the Authority within twenty-one (21st) days of the end of each quarter;

6. And whereas the Authority has observed that the present format for submission of details of Base Stations does not include: (i) details of date of commissioning or de-commissioning of Base Stations, (ii) details of type of connectivity, i.e., Fibre/Wireless/others for each Base Station, and (iii) details of such 5G Base Stations and cells;

7. And whereas the Authority has also observed: (i) while analysing the DCR matrix, that large number of circumstances reported to the Authority for DCR, which are as high as 6.3%, are under the DCR code ‘DNE’ (Does not exist). In order to have clear view of the status of BTS/node(s) operations the details of date of commissioning or de-commissioning of Base Stations/nodes, are essential to verify the use of correct DCR code, (ii) that the Quality of delivery of Service of any Base Station is also dependent on the capacity/ type of back-haul connectivity, thus, the details of type of connectivity, i.e., Fibre/Wireless/others for each Base Station is essential to assess the impact of backhaul on QoS, if any; and (iii) that considerable number of 5G sites have been commissioned by various service providers and services are being offered to the subscribers to the large base of consumers, therefore, the details of such 5G Base Stations and cells are essential for the purpose of assessment of Quality of Service;

8. And whereas, in view of the reasons mentioned in the preceding paras, the Authority has decided to revise the format for submission of the details of Base Stations;

9. Therefore, the Authority, in exercise of the powers conferred upon it under section 13, read with sub-clauses (i) and (v) of clause (b) of sub-section (1) of section 11, of the TRAI Act, hereby directs all Access Service Providers to submit the details of Base Station through the portal (https://dcr.trai.gov.in/) within twenty one (21) days of the end of each quarter as per format enclosed at Annexure-I and the guidelines to be followed while submitting the details of Base Station are enclosed at Annexure-II.

10. The direction shall come into force with immediate effect.

Annexure-II

Guidelines to be followed while submitting the details of Base Station

1. Details of all Base Stations/ cells of all technology working in the LSA should be provided. All Base Stations/ cells working for at least one day in the quarter should be included.
2. All details in the prescribed format should be filled properly. No cell/ row/ column should be left blank.
3. Name of service provider should be filled uniformly for all LSAs.
4. Correct LSA code should be filled under column ‘LSA Code’, as given below:

5. Correct State/ UT and District should be filled as mentioned on Local Government Directory (https://lgdirectory.gov.in/).
6. Name of same City/town/Village should be mentioned in same manner for different cells under column ‘City/town/Village’.
7. Correct PIN should be filled under column ‘Pincode’. It should be six digits numeric value.
8. Details of each cells under a Base stations with its unique CGI should be filled in separate row.
9. Column ‘Site(Location) ID’ should be filled with physical ID of the site, if any, else name of location may be filled.
10. Latitude and Longitude should be accurate to 5 decimal places.
11. Column ‘Unique Base Station ID’ should contain the ID of the Base Station.
12. Type of Site should be filled with Macro/ Micro/ IBS/ Other.
13. Column ‘Technology’ should contain only following value as per applicability: 2G, 3G, 4G, 5G.
14. Radiating frequency band should contain the details of frequency band (in MHz) on which cell is radiating.
15. Column ‘Type of Media Connectivity’ should contain 'Fibre/Wireless/others' based on the media on which base station is connected.
16. Date of commissioning and date of de-commissioning of Base Stations, if applicable, should be mentioned in dd-mm-yy format.
17. LSA wise files should be uploaded on TRAI’s portal (https://dcr.trai.gov.in/) under ‘BTS’ category.
