सा.का.जन. 527(अ).— गैस जसलेंडर जनयम, 2016 का संिोधन करने के जलए जनम्नजलजखत जनयमों का प्रारूप, िो
केन्द्रीय सरकार, जवस्ट्फोटक अजधजनयम, 1884 (1884 का 4) की धारा 5 और 7 द्वारा प्रित्त िजियों का प्रयोग करते हुए
बनाने का प्रस्ट्ताव करती है, ऐसे सभी व्यजियों की िानकारी के जलए, जिनके इनसे प्रभाजवत होने की संभावना है, उि
अजधजनयम की धारा 18 की उप-धारा (1) की अपेक्षानुसार प्रकाजित दकया िाता है; और यह सूचना िी िाती है दक उि
प्रारूप पर, उस तारीख से जिसको रािपत्र में प्रकाजित अजधसूचना की प्रजतयां िनता को उपलब्ध करा िी िाती हैं, तीस
(30) दिन के पश्चात् जवचार दकया िाएगा;
इन प्रारूप जनयमों पर आपजत्तयां अथवा सुझाव, यदि कोई हों, जनर्िधष्ट अवजध के भीतर जनिेिक (जवस्ट्फोटक), उद्योग
संवधधन और आंतररक व्यापार जवभाग, वाजणज्य एंव उद्योग मंत्रालय को कक्ष संख्या 252-ए, उद्योग भवन, नई दिल्ली-
110001 अथवा ई-मेल: expl-dipp@nic.in; पर भेिे िा सकते हैं;
उि प्रारूप जनयमों के संबंध में दकसी भी व्यजि से जनर्िधष्ट अवजध के भीतर प्राप्त होने वाली आपजत्तयों या सुझावों
पर केंर सरकार द्वारा जवचार दकया िाएगा।

प्रारूप जनयम
1.
संजक्षप्त नाम और प्रारंभ (1) इन जनयमों को गैस जसलेंडर (चौथा संिोधन) जनयम, 2025 कहा िाएगा।
(2) ये रािपत्र में इनके अंजतम रूप से प्रकािन की तारीख को प्रवृत्त होंगे।

गैस जसलेंडर जनयम, 2016 (जिन्द्हें इसके पश्चात उि जनयम कहा गया है) के जनयम 2के उप जनयम (xxviii) में
जनम्नजलजखतको अंतःस्ट्थाजपत दकया िाएगा, अथाधत:–
"गैस जसलेंडर" या "जसलेंडर" से संपीजडत गैस के भंडारण और पररवहन के जलए अजभप्रेत धातु का कोई भी बंि
कंटेनर, जिसका आयतन पांच सौ जमली से अजधक परंतु एक हिार लीटर से अनजधक हो, जिसमें दकसी मोटर वाहन में ईंधन
टैंक के रूप में लगाया गया कोई भी रवीकृत पेरोजलयम गैस कंटेनर या रवीकृत प्राकृजतक गैस कंटेनर या संपीजडत प्राकृजतक
गैस जसलेंडर या संपीजडत हाइड्रोिन गैस जसलेंडर िाजमल है, लेदकन इसमें दकसी जविेष पररवहन या अंडरकैररि में लगाया
गया कोई अन्द्य कंटेनर िाजमल नहीं है और इसमें एक कंपोजिट जसलेंडर और क्रायोिेजनक कंटेनर िाजमल हैं,
तथाजप, सीएचिी, सीएनिी, नाइरोिन, संपीजडत वायु आदि के भरण और भंडारण के जलए उपयोग दकए िाने
वाले जसलेंडर की िल क्षमता एक हिार लीटर से तीन हिार लीटर तक हो सकती है, बिते नाइरोिन, संपीजडत वायु जसलेंडर
का व्यास साठ सेमी से अजधक न हो; और सीएचिी, सीएनिी जसलेंडर का व्यास अस्ट्सी सेमी से अनजधक होना चाजहए।
बिते दक, सीएचिी के जलए कंपोजिट जसलेंडर को ग्लास फाइबर से नहीं लपेटा िाएगा;

NOTIFICATION
New Delhi, the 4th August, 2025
G.S.R. 527(E).— The draft of the following rules to amend the Gas Cylinders Rules, 2016 which the Central
Government proposes to make, in exercise of the powers conferred by sections 5 and 7 of the Explosives Act, 1884
(4 of 1884), is hereby published as required by sub-section (1) of section 18 of the said Act, for information of all
persons likely to be affected thereby; and notice is hereby given that the said draft shall be taken into consideration after
Thirty (30) days from the date on which the copies of this notification as published in the Official Gazette are made
available to the public;

Objections or suggestions, if any, to these draft rules may be sent to the Director (Explosives), Department for
Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Room No. 252-A, Udyog Bhavan, New
Delhi – 110001 or Email: expl-dipp@nic.in; within the period specified above.
The objections or suggestions which may be received from any person with respect to the said draft rules,
within the period so specified will be considered by the Central Government.
Draft rules
1.
Short title and commencement.—(1) These rules may be called the Gas Cylinders (Fourth Amendment)
Rules, 2025.
(2) They shall come into force on the date of their final publication in the Official Gazette.

In the Gas Cylinders Rules, 2016 (hereinafter referred to as said rules), in sub-rule (xxviii)of rule 2, the
following shall be substituted, namely;
"gas cylinder" or "cylinder" means any closed metal container having a volume exceeding five
hundred mililitre but not exceeding one thousand liters intended for the storage and transport of compressed
gas, including any liquefied petroleum gas container or liquefied natural gas container or compressed natural
gas cylinder or compressed hydrogen gas cylinder fitted to a motor vehicle as its fuel tank but not including
any other such container fitted to a special transport or undercarriage and includes a composite cylinder and
cryogenic container.
However, the water capacity of cylinder used for filling and storage of CHG, CNG, nitrogen,
compressed air may exceed one thousand liters up to three thousand liters provided the diameter of the nitrogen,
compressed air cylinder does not exceed sixty centimeters and the diameter ofCHG, CNG cylinder does not
exceed eighty centimeters.
Provided that Composite cylinders for CHG shall not be wrapped with glass fibre; ’’
