सा.का.जन. 779(ऄ).—केंद्रीय सरकार, जर्जधक मापजर्ज्ञान ऄजधजनयम, 2009 (2010 का 1) की धारा 52 की
ईपधारा (2) के खंड (ढ), (ण) और (त) द्वारा प्रदत् त िजतियय का प्रयोग करते ुएए जर्जधक मापजर्ज्ञान (सरकार द्वारा
ऄनुमोददत परीक्षण केंद्र) जनयम, 2013 में और संिोधन करने के जलए, जनम्नजलजखत जनयम बनाती है, ऄथावत्:-
1. (1) संजक्षप्त नाम और प्रारंभ– आन जनयम का संजक्षप्त नाम जर्जधक मापजर्ज्ञान (सरकार द्वारा ऄनुमोददत परीक्षण केंद्र)
जनयम, 2025 है।
(2) ये राजपत्र में प्रकािन की तारीख को प्रर्ृत्त ह गे।
2. जर्जधक मापजर्ज्ञान (सरकार द्वारा ऄनुमोददत परीक्षण केन्द्द्र) जनयम, 2013 (जजसे आसमें आसके पश्चात् मूल जनयम कहा
गया है) के, जनयम 3 में, ईप-जनयम (1) के स्ट्थान पर, जनम्नजलजखत ईप-जनयम रखा जाएगा, ऄथावत्:-
“(1) प्रथम ऄनुसूची में जर्जनर्ददष्ट बाट और माप का सत्यापन या तो सरकार द्वारा ऄनुमोददत परीक्षण केन्द्द्र द्वारा या
जर्जधक मापजर्ज्ञान ऄजधकाररय द्वारा दकया जाएगा।"

3. मूल जनयम के जनयम 5 में,-
(i) ईप-जनयम (1) के स्ट्थान पर जनम्नजलजखत ईप-जनयम रखा जाएगा, ऄथावत्:-
“(1) आसमें जर्जनर्ददष्ट बाट या माप का सत्यापन करने के जलए आन जनयम के ऄधीन मान्द्यता प्राप्त करने का आच्छुक कोइ
भी व्यजतिय जद्वतीय ऄनुसूची में जर्जनर्ददष्ट प्ररूप में संयुतिय सजचर्, ईपभोतिया मामले जर्भाग को अर्ेदन प्रस्ट्तुत करेगा।"
(ii) ईप-जनयम (3) के पश्चात् जनम्नजलजखत ईप-जनयम रखा जाएगा, ऄथावत्:-
“(3क) जनदेिक, या आस संबंध में ईनके द्वारा प्राजधकृत ऄजधकारी, और जहां एर्ं जैसे ऄपेजक्षत हो, संबंजधत राज्य सरकार
के जर्जधक मापजर्ज्ञान ऄजधकारी, परीक्षण केंद्र के ऄपने संचालन क्षेत्र के जर्जनदेिन सजहत, आसके ऄनुमोदन के जलए कोइ
जसफाररि करने से पहले परीक्षण केंद्र के पररसर का जनरीक्षण करेंगे।"
(iii)
ईप-जनयम (16) के स्ट्थान पर जनम्नजलजखत ईप-जनयम रखा जाएगा, ऄथावत्:-
“(16)
(क) ईपभोतिया मामले जर्भाग के प्रिासजनक जनयंत्रण के ऄधीन कायवरत सभी क्षेत्रीय संदभव मानक प्रयोगिालाएं
सरकार द्वारा ऄनुमोददत परीक्षण केंद्र मानी जाएंगी और आन जनयम के ईपबंध ऐसी प्रयोगिालाओं पर आस प्रकार लागू
ह गे जैसे दक र्े सरकार द्वारा ऄनुमोददत परीक्षण केंद्र ह ।
(ख) खंड (क) में जर्जनर्ददष्ट ऐसी प्रयोगिालाएं भारत के भीतर दकसी भी स्ट्थान पर जर्जधक मापजर्ज्ञान (सामान्द्य) जनयम,
2011 के ऄधीन या ऄंतरावष्ट्रीय जर्जधक मापजर्ज्ञान संगठन की जसफाररि के ऄनुसार जर्जनर्ददष्ट बाट और माप का सत्यापन
करेंगी।"
(iv)
ईप-जनयम (17) के पश्चात् जनम्नजलजखत ईप-जनयम ऄंतःस्ट्थाजपत दकया जाएगा, ऄथावत्:-
“(18) (क) ईपभोतिया मामले जर्भाग के प्रिासजनक जनयंत्रण के ऄधीन कायवरत राष्ट्रीय परीक्षण िाला की प्रयोगिालाएं
सरकार द्वारा ऄनुमोददत परीक्षण केन्द्द्र मानी जाएंगी।
(ख) खंड (क) में जर्जनर्ददष्ट ऐसी प्रयोगिालाएं भारत के भीतर दकसी भी स्ट्थान पर जर्जधक मापजर्ज्ञान (सामान्द्य) जनयम,
2011 के ऄधीन या ऄंतरावष्ट्रीय जर्जधक मापजर्ज्ञान संगठन की जसफाररि के ऄनुसार जर्जनर्ददष्ट बाट और माप का सत्यापन
करेंगी।"
4. मूल जनयम के, जनयम 7 में, ईपजनयम (1) के स्ट्थान पर, जनम्नजलजखत ईप-जनयम रखा जाएगा, ऄथावत्:-
“(1)
बाट या माप के सत्यापन या पुनः सत्यापन के जलए परीक्षण केन्द्द्र को देय फीस पांचर्ीं ऄनुसूची में जर्जनर्ददष्ट के
ऄनुसार होगा:
परंतु पांचर्ीं ऄनुसूची में जर्जनर्ददष्ट न की गइ मद के जलए, राज्य के जर्जधक मापजर्ज्ञान (प्रर्तवन) जनयम लागू ह गे, जहां
सरकार द्वारा ऄनुमोददत परीक्षण केंद्र ईपकरण का सत्यापन कर रहा है।
5. मूल जनयम में, जनयम 8 में, ईप-जनयम (3) के पश्चात्, जनम्नजलजखत ईप-जनयम रखा जाएगा, ऄथावत्:-
"(4) परीक्षण केंद्र प्रत्येक बाट या माप के जलए सत्यापन का पृथक प्रमाणपत्र जारी करेगा, तादक प्रमाणपत्र प्रत्येक ईपकरण
के ऄनुरूप हो।"
6. मूल जनयम में जनयम 10 के स्ट्थान पर जनम्नजलजखत जनयम रखा जाएगा, ऄथावत्:-
“10. सत्यापन का स्ट्थान.- परीक्षण केन्द्द्र ऄपने प्राजधकृत पररसर के भीतर या जजले की प्रादेजिक सीमाओं के भीतर बाट
या माप का सत्यापन करेगा और ऐसा सत्यापन राज्य के दकसी भी भाग तक जर्स्ट्ताररत कर सकेगा जजसमें सरकार द्वारा
ऄनुमोददत परीक्षण केन्द्द्र संचाजलत होता है।"

7. मूल जनयम में जनयम 18 के स्ट्थान पर जनम्नजलजखत जनयम रखा जाएगा, ऄथावत्:-
“18. सरकारी ऄनुमोददत परीक्षण केंद्र में अर्ेदन के जलए फीस - (1) आन जनयम के ऄधीन सरकारी ऄनुमोददत परीक्षण
केंद्र के रूप में ऄनुमोदन की मााँग करने र्ाले अर्ेदक को प्रजत बाट या माप दो लाख रुपये की फीस जमा करना होगा।
(2)
फीस या तो जडमांड ड्राफ्ट द्वारा या ऑनलाआन भुगतान मोड के माध्यम से जमा की जाएगी, जैसा दक सरकार
द्वारा जर्जनर्ददष्ट दकया जाएगा।
(3)
प्रत्येक ईपकरण के संबंध में एक र्र्व की ऄर्जध के जलए मान्द्यता के नर्ीकरण के समय समान फीस देय होगी।"
8. मूल जनयम में "प्रथम ऄनुसूची" के स्ट्थान पर जनम्नजलजखत को रखा जाएगा, ऄथावत्:-

सरकारी ऄनुमोददत परीक्षण केंद्र द्वारा सत्याजपत बाट और माप

9. मूल जनयम में “जद्वतीय ऄनुसूची” के जलए रटप्पण में “10,000/- रुपए” िब्द और ऄंक के स्ट्थान पर “प्रजत र्र्व एक
ईपकरण के जलए दो लाख रुपए” िब्द रखे जाएंगे।
10. मूल जनयम में, चौथी ऄनुसूची के पश्चात् जनम्नजलजखत ऄनुसूची ऄंतःस्ट्थाजपत की जाएगी, ऄथावत्:-

सा.का.जन. संखयांक 593(ऄ) द्वारा प्रकाजित दकए गए थे और तारीख 1 फरर्री, 2021 को
सा.का.जन. संखयांक 95(ऄ) द्वारा ऄंजतम बार संिोजधत दकए गए थे।

NOTIFICATION
New Delhi, the 23rd October, 2025
G.S.R. 779(E).—In exercise of the powers conferred by clauses (n), (o) and (p) of sub-section (2) of section
52 of the Legal Metrology Act, 2009 (1 of 2010), the Central Government hereby makes the following rules further to
amend the Legal Metrology (Government Approved Test Centre) Rules, 2013, namely:-
1. (1) Short title and commencement.- These rules may be called the Legal Metrology (Government Approved Test
Centre) Amendment Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Legal Metrology (Government Approved Test Centre) Rules, 2013 (hereinafter referred to the principal
rules), in rule 3, for sub-rule (1), the following sub-rule shall be substituted, namely:-
“(1) The weights and measures specified in the First Schedule shall either be verified by a Government Approved
Test Centre or by the legal metrology officers.”.
3. In the principal rules, in rule 5,-
(i) for sub rule (1), the following sub-rule shall be substituted, namely:-
“(1) Any person desirous of obtaining recognition under these rules for carrying out verification of weights or
measures specified herein shall submit an application to the Joint Secretary, Department of Consumer Affairs in the
form specified in the Second Schedule.”;
(ii) after sub-rule (3), the following sub-rule shall be inserted, namely:-
“(3A) The Director or officers authorised by him in this behalf and as and when required, legal metrology officers of
the concerned State Government, shall, inspect the premises of the test centre prior to making any recommendation
for its approval, including the specification of its area of operation.” ;
(iii)
for sub-rule (16), the following sub-rule shall be substituted, namely:-
“(16)
(a)
All the Regional Reference Standard Laboratories functioning under the administrative control of
the Department of Consumer Affairs shall be deemed to be Government Approved Test Centres and the provisions of
these rules shall apply to such laboratories, as if they were Government Approved Test Centre.
(b)
Such laboratories specified in clause (a) verify the weights and measures specified under the Legal
Metrology (General) Rules, 2011 or as per the recommendations of the International Organization of Legal
Metrology, at any location within India.”;
(iv)
after sub-rule (17), the following sub-rule shall be inserted, namely:-
“(18) (a) The laboratories of National Test House functioning under the administrative control of the Department of
Consumer Affairs shall be deemed to be Government Approved Test Centres.
(b)
Such laboratories specified in clause (a) verify the weights and measures specified under the Legal
Metrology (General) Rules, 2011 or as per the recommendations of the International Organization of Legal
Metrology, at any location within India.”;
4. n the principal rules, in rule 7, for sub-rule (1), the following sub-rule shall be substituted, namely:-
“(1)
The fee payable to test centre for verification or re-verification of weights or measures shall be as specified in
the Fifth Schedule:
Provided that for the items not specified in the Fifth Schedule, the Legal Metrology (Enforcement) Rules of a State
shall apply where Government Approved Test Centre is verifying the instrument.”.
5. In the principal rules, in rule 8, after sub-rule (3), the following sub-rule shall be inserted, namely:-
“(4) The test centre shall issue separate certificate of verification for each weight or measure, such that the certificate
conforms to individual instrument.”.

6. In the principal rules, for rule 10, the following rule shall be substituted, namely:-
“10. Place of verification.- The test centre shall undertake verification of weight or measure either in its authorised
premises or within the territorial limits of the district, and may extend such verification to any part of the State in
which the Government Approved Test Centre operates.”.
7. In the principal rules, for rule 18, the following rule shall be substituted, namely:-
“18. Fee for application to Government Approved Test Centre.- (1)
A fee of rupees two lakh per weight or
measure shall be deposited by the applicant seeking approval for Government Approved Test Centre.
(2)
The fee shall be deposited either by demand draft or online payment mode or as specified by the
Government.
(3)
The same amount of fee shall be payable at the time of renewal of recognition for a period of one year in
respect of each equipment.”.
8. In the principal rules, for the First Schedule, the following schedule shall be substituted, namely:-
“First Schedule

The following weights and measures shall be verified by Government Approved Test Centre:
1. Water meter
2. Sphygmomanometer
3. Clinical thermometer
4. Automatic rail weighbridges
5. Tape measures
6. Non-automatic weighing instruments of Accuracy Class III (upto 150kg)
7. Non-automatic weighing instruments of Accuracy Class IIII
8. Load cell
9. Beam scale
10. Counter machine
11. Weights of all category
12. Gas meters
13. Energy meters
14. Moisture meters
15. Speed meters for vehicles
16. Breath analyzers
17. Multi-dimensional measuring instruments
18. Flow meters”.
9. In the principal rules, in the Second Schedule, in the NOTE, for the letters and numbers “Rs. 10,000/-” the letters
and words “Rs. two lakh for one equipment per year” shall be substituted.
10. In the principal rules, after the Fourth Schedule, the following schedule shall be inserted, namely:-

(A) 1g to 500 g: Rs. 25 per weight
(B) Above 500g to 10kg: Rs. 50 per weight
(vi) Carat weights: Rs. 50 per weight
(vii) Cylindrical knob type weight:
(A) 1g to 500 g: Rs. 10 per weight
(B) Above 500g to 10kg: Rs. 25 per weight
