सा.का.जन. 474(अ).— राष्ट्रपजत िी, संजिधान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का उपयोग
करते हुए और नागर जिमानन सुरक्षा संगठन, नागर जिमानन जिभाग (समूह 'क' तथा 'ख' पि) भती जनयम, 1980 का
अजधक्रमण करते हुए, की गई या दकए िाने से हटा िी गई चीज़ों के ऐसे अजधक्रमण से पहले, नागर जिमानन मंत्रालय के एक
संबद्ध कायाालय, नागर जिमानन सुरक्षा ब्यूरो में उप महाजनिेिक के पि पर भती की प्रणाली को जिजनयजमत करने के जलए
जनम्नजलजखत जनयम बनाते हैं, नामतः :-
1. संजक्षप्त नाम और प्रारंभ - (1) इन जनयमों का नाम नागर जिमानन मंत्रालय, नागर जिमानन सुरक्षा ब्यूरो, उप महाजनिेिक,
समूह ‘क’ पि भती जनयम, 2025 है।
(2) ये सरकारी रािपत्र में इनके प्रकािन की तारीख से प्रिृत्त होंगे।
2. पि की संख्या, िगीकरण और िेतन मैट्ररक्स में स्ट्तर - पि की संख्या, उसका िगीकरण और िेतन मैट्ररक्स में स्ट्तर, इन
जनयमों से िुडी अनुसूची के कॉलम (2) से (4) में जनर्िाष्टानुसार होंगे।

3. भती की पद्धजत, आयु-सीमा और अन्य अहतााएं, आदि - भती की पद्धजत, आयु-सीमा, अहतााएं और उि पि से संबंजधत
अन्य मामले, उि अनुसूची के कॉलम (5) से (13) में यथा-जनर्िाष्ट होंगे।
4. जनरहताा – कोई भी ऐसा व्यजि, -
(क) जिसने ऐसे व्यजि के साथ जििाह दकया है या जििाह का अनुबंध दकया है, जिसका िीिनसाथी िीजित है; या
(ख) जिसने अपने पजत/पत्नी के िीजित होते हुए भी दकसी अन्य व्यजि से जििाह दकया है,
उि पि पर जनयुजि का पात्र नहीं होगा:
बिते दक, यदि केंद्रीय सरकार संतुष्ट हो दक ऐसा जििाह उस व्यजि और जििाह के िूसरे पक्ष पर लागू व्यजिगत कानून
के तहत स्ट्िीकाया है और ऐसा करने के जलए अन्य आधार मौिूि हैं, तो केंद्रीय सरकार दकसी भी व्यजि को इस जनयम से छूट
िे सकती है।
5. जिजथल करने की िजि - िहां केंद्रीय सरकार के मतानुसार ऐसा करना आिश्यक या समीचीन है, िह आिेि द्वारा और
जलजखत रूप में ििा दकए िाने िाले कारणों से और संघ लोक सेिा आयोग के परामिा से, दकसी भी िगा या श्रेणी के व्यजियों
को इन जनयमों के दकसी भी उपबंध से छूट िे सकती है।
6. व्यािृजत्त - इन जनयमों में उजल्लजखत कोई भी उपबंध, अनुसूजचत िाजत, अनुसूजचत िनिाजत, पूिा सैजनकों और अन्य जििेष
श्रेजणयों के व्यजियों को, इस संबंध में केंद्रीय सरकार द्वारा समय-समय पर िारी आिेिों के अनुसार प्रिान दकए िाने िाले
आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों को प्रभाजित नहीं करेगा।

(क) (i) मूल संिगा अथिा जिभाग में
जनयजमत आधार पर सिृि पि धारण
दकए हुए हों; अथिा
(ii) मूल संिगा अथिा जिभाग में िेतन
मैट्ररक्स में लेिल-13 अथिा समकक्ष में
जनयजमत आधार पर जनयुजि के उपरांत उस
ग्रेड में िो िषा की सेिा की हो; अथिा
(iii) मूल संिगा या जिभाग में िेतन
मैट्ररक्स में लेिल-12 या समकक्ष में
जनयजमत आधार पर पि पर जनयुजि के
उपरांत उस ग्रेड में छह िषा की सेिा की
हो;
और
(ख) जनम्नजलजखत िैजक्षक अहाता और
अनुभि रखते हों:

अजनिाया :
(i) दकसी मान्यता प्राप्त जिश्वजिद्यालय या
संस्ट्थान से दकसी भी जिषय में स्नातक की
जडग्री; और
(ii) नीजत, कायाक्रम या पट्ररयोिनाओं के
जनमााण, मूल्यजनरूपण, जनष्पािन या
कायाान्ियन, अनुसंधान, जनगरानी और
मूल्यांकन में न्यूनतम पांच िषा का अनुभि
हो।
िांछनीय :
(i) आर्थाक या अिसंरचना से संबंजधत
मामलों पर ;
(ii) अंतरााष्ट्रीय सहयोग; अथिा
(iii) सुरक्षा या जिमानन सुरक्षा,
संबंधी काया का िो िषा का अनुभि।
नोट 1: केंद्रीय सरकार के उसी या दकसी
अन्य संगठन या जिभाग में इस जनयुजि
से ठीक पहले धाट्ररत दकसी अन्य संिगा-
बाह्य पि पर प्रजतजनयुजि की अिजध
सजहत प्रजतजनयुजि की अिजध समान्यतः
पांच िषा से अजधक नहीं होगी।
नोट 2: प्रजतजनयुजि द्वारा जनयुजि के जलए
अजधकतम आयु-सीमा आिेिन प्राप्त होने की
अंजतम तारीख को छप्पन िषा से अजधक नहीं
होगी।

NOTIFICATION
New Delhi, the 15th July, 2025
G.S.R. 474(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Civil Aviation Security Organisation, Civil Aviation Department (Group ‘A’ and ‘B’ posts)
Recruitment Rules, 1980, except as respects things done or omitted to be done before such supersession, the President
hereby makes the following rules regulating the method of recruitment to the post of Deputy Director General in the
Bureau of Civil Aviation Security, an attached office of the Ministry of Civil Aviation, namely: -
1. Short title and commencement. – (1) These rules may be called the Ministry of Civil Aviation, Bureau of Civil
Aviation Security, Deputy Director General, Group ‘A’ Post Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and Level in Pay Matrix. - The number of post, its classification and Level in pay
matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc. – The method of recruitment, age limit, qualifications and
other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to Relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may,
by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax
any of the provisions of these rules with respect to any class or category of persons.
6. Saving. – Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons, in
accordance with the orders issued by the Central Government from time to time in this regard.

educational qualifications and
experience:
Essential:
(i) Bachelors’ degree in any discipline
from a recognised University or
Institute; and
(ii) minimum five years’ experience in
formulation, appraisal, execution or
implementation, research, monitoring
and evaluation of policy, programme or
projects.
Desirable:
Two years’ experience of work in
(i) an economic or infrastructure related
matters;
(ii) International co-operation; or
(iii) security or aviation security.
Note 1: Period of deputation including
period of deputation in another ex-
cadre post held immediately preceding
this appointment in the same or some
other organisation or Department of the
Central Government shall ordinarily
not exceed five years.
Note 2: The maximum age limit for
appointment by deputation shall be not
exceeding fifty-six years as on the
closing date of receipt of applications.
