The Central Government amends the Targeted Public Distribution System (Control) Order 2015 to revise rules for ration card eligibility, e-KYC verification, and card management. The State Government reviews eligible household lists and performs mandatory e-KYC every five years. No member holds a separate ration card before completing eighteen years of age. Aadhaar numbers are captured for children below five years of age, and e-KYC is performed within one year after turning five years. The State Government temporarily disables ration cards unused for six months and conducts field verification with e-KYC within the next three months. The State Government also temporarily disables duplicate beneficiaries with a three-month window to revalidate eligibility using documents and e-KYC. Ration cards are issued using the First-In First-Out method with a transparent public waiting list.

उपभोक्ता मामले, खाद्य और सार्वजनिक वितरण मंत्रालय (खाद्य और सार्वजनिक वितरण विभाग) आदेश नई दिल्ली, 22 जुलाई, 2025
सा.का.नि. 488(अ).— केन्द्रीय सरकार, आवश्यक वस्तु अधिनियम, 1955 (1955 का 10) की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, लक्षित सार्वजनिक वितरण प्रणाली (नियंत्रण) आदेश, 2015 में और संशोधन करने के लिए निम्नलिखित आदेश बनाती है, अर्थात्:-
1. संक्षिप्त शीर्षक और प्रारंभ.— (1) इस आदेश का संक्षिप्त नाम लक्षित सार्वजनिक वितरण प्रणाली (नियंत्रण) संशोधन आदेश, 2025 है।
(2) यह राजपत्र में उसके प्रकाशन की तारीख को प्रवृत्त होगा।
2. लक्षित सार्वजनिक वितरण प्रणाली (नियंत्रण) आदेश, 2015 (जिसे इसमें इसके पश्चात उक्त आदेश कहा गया है) के खंड 3 में उप-खंड 13 के स्थान पर निम्नलिखित उपखंड रखे जाएंगे, अर्थात्:-
(13) राज्य सरकार अपात्र परिवारों का लोप करने या पात्र परिवारों को शामिल करने के प्रयोजन से पात्र परिवारों की सूची का नियमित पुनर्विलोकन करेगी और प्रत्येक पाँच वर्ष में इनकी अनिवार्य रूप से ई-केवाईसी करेगी।
(13क) कोई भी सदस्य अठारह वर्ष की आयु पूरा होने तक, पृथक राशन कार्ड रखने के लिए पात्र नहीं होगा।
(13ख) पाँच वर्ष से कम आयु के बच्चों के लिए आधार संख्या दर्ज की जाएगी, यदि उपलब्ध हो और पाँच वर्ष की आयु होने के एक वर्ष के भीतर बच्चों के लिए ई-केवाईसी किया जाएगा।"।
3. उक्त आदेश के, खंड 4 में, उप-खंड (21) के पश्चात्, निम्नलिखित उप-खंड अंतःस्थापित किए जाएंगे, अर्थात्:-
(22) राज्य सरकार उन फायदाग्राहियों के राशन कार्ड अस्थायी रूप से निष्क्रिय कर देगी, जिन्होंने पिछले छह मास में अपनी पात्रता का प्रयोग नहीं किया है, तत्पश्चात, राज्य सरकार राशन कार्ड का पुनर्मूल्यांकन करने, पात्रता निर्धारित करने और समुचित कार्रवाई करने के लिए अगले तीन मास के भीतर क्षेत्र सत्यापन करके ई-केवाईसी करवाएगी।
(23) राज्य सरकार उन फायदाग्राहियों को अस्थायी रूप से निष्क्रिय कर देगी, जिनकी पहचान राज्य के अन्दर या बाहर डुप्लीकेट के रूप में की गई है और ऐसे निष्क्रिय राशन कार्डों को आवश्यक दस्तावेज और ई-केवाईसी प्रदान करने के द्वारा उनकी पात्रता को पुनः विधिमान्य करने या साबित करने के लिए तीन मास का समय दिया जाएगा।
(24) राज्य सरकार राशन कार्ड जारी करने के लिए प्रथम-आवक प्रथम-जावक पद्धति का उपयोग करेगी और राज्य वेब-पोर्टल सहित सार्वजनिक डोमेन में एक पारदर्शी प्रतीक्षा सूची उपदर्शित करेगी, जिससे उपयोगकर्ता वास्तविक समय में अपने आवेदन की प्रास्थिति का पता कर सकेंगें।
परंतु यह राज्य सरकार विशेष परिस्थितियों में अभिलेखिखित न्यायोजचत्य के साथ समाज के पात्र कमजोर और जरूरतमंद वर्गों को प्राथमिकता दे सकती है।"।

MINISTRY OF CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION (Department of Food and Public Distribution) ORDER New Delhi, the 22nd July, 2025
G.S.R. 488(E).— In exercise of the powers conferred by section 3 of the Essential Commodities Act, 1955 (10 of 1955), the Central Government hereby makes the following Order further to amend the Targeted Public Distribution System (Control) Order, 2015, namely:-
1. Short title and commencement.— (1) This Order may be called the Targeted Public Distribution System (Control) Amendment Order, 2025.
(2) It shall come into force on the date of its publication in the Official Gazette.
2. In the Targeted Public Distribution System (Control) Order, 2015 (hereinafter referred to as the said Order), in clause 3, for sub-clause (13), the following sub-clauses shall be substituted, namely :-
(13) The State Government shall regularly review the list of the eligible households for the purpose of deletion of ineligible households or inclusion of eligible households, and perform mandatory e-KYC every five years.
(13a) No member shall be eligible to hold a separate ration card before the completion of eighteen years of age.
(13b) Aadhaar number shall be captured for children below five years of age, if available and e-KYC shall be performed for children within one year after turning five years.”.
