सा.का.जन. 517(अ).––अंतिेिीय पोत अजधजनयम, 2021 (2021 का 24) की धारा 106 की उपधारा (1) के अधीन
यथा अपेजित अंतिेिीय पोत (सवेिण और प्रमाणन) (पहला संिोधन) जनयम, 2024 का प्रारूप, भारत सरकार के पत्तन,
पोत पररवहन और िलमागग मंत्रालय की अजधसूचना संख्या सा.का.जन. 148 (अ), तारीख 25 फरवरी, 2025 के अधीन भारत
के रािपत्र, असाधारण, भाग 2, खंड 3, उपखंड (i), तारीख 25 फरवरी, 2025 में, जिसमें उन सभी व्यजियों से, जिनके इससे
प्रभाजवत होने की संभावना थी, उस तारीख जिसको उि रािपत्र की प्रजतयां िनता के जलए उपलब्ध कराई गई थीं से तीस
दिनों की अवजध की समाजि से पहले आपजत्तयां और सुझाव आमंजत्रत करते हुए, प्रकाजित दकया गया था;
और उि अजधसूचना की प्रजतयां िनता को 25 फरवरी, 2025 को उपलब्ध करा िी गई थीं;
और उि प्रारूप जनयमों के संबंध में िनता से प्राि आपजत्तयों और सुझावों पर केन्द्रीय सरकार ने जवचार कर जलया है।
अतः अब केंरीय सरकार, अंतिेिीय पोत अजधजनयम, 2021 की धारा 106 की उपधारा (2) के खंड (छ) से (ठ) के साथ
परठत धारा 9 की उपधारा (2), धारा 10 की उपधारा (2), धारा 11 की उपधारा (1), धारा 12 की उपधारा (1) और (3),
तथा धारा 13 की उपधारा (1) और (3) द्वारा प्रित्त िजियों का प्रयोग करते हुए, अंतिेिीय पोत (सवेिण और प्रमाणन)
जनयम, 2022 का संिोधन करने के जलए जनम्नजलजखत जनयम बनाती है, अथागत्:-

1. (1) इन जनयमों का संजिि नाम अंतिेिीय पोत (सवेिण और प्रमाणन) संिोधन जनयम, 2025 है।
(2) ये रािपत्र में प्रकािन की तारीख से लागू होंगे।
2. अंतिेिीय पोत (सवेिण और प्रमाणन) जनयम, 2022 (जिसे इसमें इसके पश्चात् उि जनयम कहा गया है) के जनयम
2 के उपजनयम (1) में, खंड (घ) के पश्चात, जनम्नजलजखत स्ट्पष्टीकरण अंतःस्ट्थाजपत दकया िाएगा, अथागत्:-
“स्ट्पष्टीकरण - इस उपजनयम के प्रयोिनों के जलए, 24 मीटर और उससे अजधक माप वाले पोतों के सकल टन भार
की गणना पोतों के टन भार माप पर अंतरागष्ट्रीय अजभसमय, 1969 के अनुसार की िाएगी, िबदक 24 मीटर से कम
वाले पोतों के सकल टन भार की गणना समय-समय पर संिोजधत वाजणज्य पोत पररवहन (पोतों का टन भार माप)
जनयम, 1987 के जनयम 3 के अनुसार की िाएगी ।”।
3. उि जनयमों के जनयम 8 के उपजनयम (1) में, -
(क) खंड (ख) में, “अंतिेिीय पोत सवेिण प्रमाणपत्र” िब्िों के स्ट्थान पर “सवेिण प्रमाणपत्र” िब्ि रखे िाएंगे;
(ख) खंड (ग) के स्ट्थान पर जनम्नजलजखत खंड रखा िाएगा, अथागत्:-
(ग) सवेिण प्रमाणपत्र की जवजधमान्द्यता की पांच वर्ग की अवजध के िौरान, पोत के तल के बाहर, िुष्क गोिी या
जस्ट्लपवे में कम से कम िो जनरीिण दकए िाएंगे:
परंतु ऐसे दकन्द्हीं िो जनरीिणों के बीच का अंतर छत्तीस महीने से अजधक नहीं होगा:
परंतु यह और दक यदि जनम्नजलजखत में से कोई भी ितग पूरी होती है तो िुष्क गोिी या जस्ट्लपवे में एक जनरीिण के
बिले िल सवेिण में एक जनरीिण की अनुमजत िी िा सकेगी, अथागत्:-
(i) पोत की आयु 20 वर्ग से कम है;
(ii) पोत खारे पानी में संचाजलत नहीं हो रहा है।
4. उि जनयमों के जनयम 10 में, -
(क) उपजनयम (1) में, “जनयम 9” िब्ि और अंक के स्ट्थान पर, “यह जनयम” िब्ि रखे िाएंगे;
(ख) उपजनयम (2) में, उपखंड (ञ) के पश्चात् जनम्नजलजखत उपखंड अंतःस्ट्थाजपत दकया िाएगा, अथागत्:-
“(ट) रेजडयो और नेजवगेिन उपस्ट्कर।”।
5. उि जनयमों के जनयम 11 का लोप दकया िाएगा।
6. उि जनयमों में, जनयम 12 के उपजनयम (1) में, “जनयम 9” िब्ि और अंक के स्ट्थान पर “जनयम 10” िब्ि और अंक
रखे िाएंगे।
7. उि जनयमों में, जनयम 22 में, उपजनयम (4) का लोप दकया िाएगा।
8. उि जनयमों में, जनयम 23 के स्ट्थान पर जनम्नजलजखत जनयम रखा िाएगा, अथागत्:-
“23. सवेिक के रूप में जनयुजि के जलए अहगताएं.- अंतिेिीय िलयानों के सवेिक के पास जनम्नजलजखत में से कोई
भी अहगता और सुसंगत अनुभव होना चाजहए, अथागत्:-
(क) समुरी या यांजत्रक या जवद्युत इंिीजनयर या नौसेना वास्ट्तुकार, जिसके पास प्रथम या जद्वतीय श्रेणी
मोटर या स्ट्टीम इंिन हो, पररवहन मंत्रालय का प्रमाणपत्र महाजनिेिक, पोत पररवहन भारत सरकार द्वारा
िारी दकया गया हो या भारत सरकार द्वारा मान्द्यता प्राि समतुल्य प्रमाणपत्र हो और प्रथम सिमता प्रमाणपत्र
के पश्चात् पांच वर्ग का अनुभव हो, चाहे वह समुर में िाने वाले जनयजमत पोतों में हो या वगीकरण सोसाइरटयों
में या पोत जनमागण याडों में या प्रजतजित अंतरराष्ट्रीय पोत पररवहन कंपजनयों में या राज्य पत्तन जवभाग में या
राज्य समुरी बोडग में या पोत पररवहन महाजनिेिालय में या व्यापाररक समुरी जवभाग में या राज्य अंतिेिीय
िलमागग प्राजधकरण में या अंतिेिीय िल पररवहन जनिेिालय में या समतुल्य में हो; या
(ख) मास्ट्टर मेररनर (जविेि िाने वाला) जिसके पास पोत पररवहन महाजनिेिक, भारत सरकार द्वारा िारी
मास्ट्टर प्रमाणपत्र या समतुल्य अंतरागष्ट्रीय प्रमाणपत्र प्राि करने के पश्चात् पोत पररवहन या समुरी प्रजििण या
समुरी सवेिण में पांच वर्ग का अनुभव हो; या

(ग) पोत पररवहन महाजनिेिक द्वारा िारी समुरी इंिीजनयर अजधकारी वगग 3 (तटीय यात्रा पोत के जनकट-
मुख्य इंिीजनयर अजधकारी) प्रमाण पत्र या मास्ट्टर (तटीय यात्रा पोत के जनकट) प्रमाण पत्र, जिसमें नौकायन का
न्द्यूनतम िस वर्ग का अनुभव हो, जिसमें से कम से कम तीन वर्ग का अनुभव मास्ट्टर या मुख्य इंिीजनयर के रूप में
और वगीकरण सोसाइरटयों या पोत जनमागण याडग या प्रजतजित अंतरराष्ट्रीय पोत पररवहन कंपजनयों या राज्य पत्तन
जवभाग या राज्य समुरी बोडग या पोत पररवहन महाजनिेिालय या व्यापाररक समुरी जवभाग या राज्य अंतिेिीय
िलमागग प्राजधकरण या अंतिेिीय िल पररवहन जनिेिालय या समतुल्य में पांच वर्ग का अनुभव हो; या
(घ) नौसेना वास्ट्तुकला में आधाररक जडग्री के साथ समुर में िाने वाले जनयजमत पोतों या वगीकरण सजमजतयों
या पोत जनमागण याडों या प्रजतजित अंतरराष्ट्रीय जिपपंग जनगमों या राज्य पत्तन जवभाग या राज्य अंतिेिीय िलमागग
प्राजधकरण या अंतिेिीय िल पररवहन जनिेिालय या समतुल्य में सात वर्ग का अनुभव हो; या
(ङ) समुरी जनयजमत पोतों या वगीकरण सजमजतयों या प्रजतजित पोत जनमागण याडग या प्रजतजित अंतरराष्ट्रीय
जिपपंग जनगमों या राज्य पत्तन जवभाग या राज्य अंतिेिीय िलमागग प्राजधकरण या अंतिेिीय िल पररवहन
जनिेिालय या समतुल्य में पंरह वर्ग के अनुभव के साथ पोत जनमागण में जडप्लोमा हो।
9. उि जनयमों के जनयम 24 का लोप दकया िाएगा।
10. उि जनयमों में, प्ररूप संख्या 1 के स्ट्थान पर जनम्नजलजखत प्ररूप रखा िाएगा, अथागत्:-

रखे िाएंगे;
(ख) “मुख्य सवेिक द्वारा हस्ट्तािररत” िब्िों के स्ट्थान पर “यथा लागू, सवेिक या जनर्िगष्ट प्राजधकारी द्वारा
हस्ट्तािररत,” िब्ि रखे िाएंगे।
13. उि जनयमों में, प्ररूप संख्या 5 में,-
(क) िीर्ग में, “-ए श्रेणी पोत” अिर और िब्िों का लोप दकया िाएगा;
(ख) िीर्ग के नीचे, “सवेिण प्रमाणपत्र संख्या_________ संचालन िेत्र____________” प्रजवजष्ट के स्ट्थान पर
जनम्नजलजखत रखा िाएगा, अथागत्:-

NOTIFICATION
New Delhi, the 1st August, 2025
G.S.R. 517(E).––Whereas a draft of the Inland Vessels (Survey and Certification) (First Amendment) Rules,
2024 were published, as required under sub-section (1) of section 106 of the Inland Vessels Act, 2021 (24 of 2021), vide
notification of the Government of India in the Ministry of Ports, Shipping and Waterways number G.S.R. 148 (E), dated
the 25th February, 2025, in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), dated the 25th February,
2025, inviting objections and suggestions from all persons likely to be affected thereby before the expiry of the period
of thirty days from the date on which copies of Gazette containing the said notification were made available to the public;
And whereas copies of the said notification were made available to the public on 25th February, 2025;
And whereas objections and suggestions received from the public in respect of the said draft rules have been
considered by the Central Government.
Now, therefore, in exercise of the powers conferred by sub-section (2) of section 9, sub-section (2) of section
10, sub-section (1) of section 11, sub-sections (1) and (3) of section 12, and sub-sections (1) and (3) of section 13 read
with clauses (g) to (l) of sub-section (2) of section 106 of the Inland Vessels Act, 2021, the Central Government hereby
makes the following rules to amend the Inland Vessels (Survey and Certification) Rules, 2022, namely. –
1. (1) These rules may be called as the Inland Vessels (Survey and Certification) Amendment Rules, 2025.
(2) They shall come into force on the date of their publication in Official Gazette.
2. In the Inland Vessels (Survey and Certification) Rules, 2022 (hereinafter referred to as the said rules), in sub-
rule (1) of rule 2, after clause (d), the following explanation shall be inserted, namely: -
“Explanation. – For the purposes of this sub-rule, gross tonnage of vessels measuring 24 meters and above
shall be calculated according to the International Convention on Tonnage Measurement of Ships, 1969 whereas
gross tonnage of vessels with less than 24 meters shall be calculated according to rule 3 of the Merchant
Shipping (Tonnage Measurement of Ships) Rules, 1987, as amended from time to time.”.
3. In the said rules, in rule 5, in sub rule (1), –
(a) In sub rule (1) for the figures “2022”, the figures “2024” shall be substituted;
(b) In sub rule (2) for the figures “2022”, the figures “2024” shall be substituted;
4. In the said rules, in rule 8, in sub-rule (1), –
(a) in clause (b), for the words “Inland Vessel Certificate of Survey”, the words “certificate of survey”
shall be substituted;
(b) for clause (c), the following clause shall be substituted, namely: -
“(c) a minimum of two inspections in dry dock or slipway, of the outside of the vessel’s bottom, carried
out during the five-year period of validity of the certificate of survey:
Provided that the interval between any two such inspections shall not exceed thirty-six months:

Provided further that one inspection in water survey may be allowed in lieu of one inspection in
dry dock or slipway, in case any of the following conditions are satisfied, namely: –
(i) the vessel is less than 20 years of age;
(ii) the vessel is not operating in saline water.”.
5. In the said rules, in the rule 9, –
(a) in sub rule (1), in clause (a), for the word and figure “sub rule (2)”, the words and figures “sub rule (2) of
rule 8” shall be substituted;
(b) sub rule (2) shall be omitted;
6. In the said rules, in rule 10, –
(a) in sub-rule (1), for the word and figure “rule 9”, the words “this rule” shall be substituted;
(b) in sub-rule (2), after sub-clause (j), the following sub-clause shall be inserted, namely: -
“(k) radio and navigation equipment;
(l) pollution prevention items.”.
7. Rule 11 of the said rules shall be omitted.
8. In the said rules, in rule 12, –
(a) in sub-rule (1), for the word and figure “rule 9”, the word and figure “rule 10” shall be substituted.
(b) after sub-rule (6), the following sub-rule shall be inserted, namely: –
“(7) For existing vessels, the outside of the vessel’s bottom shall be inspected within twelve months preceding
the issue of the certificate of survey under these rules.”.
9. In the said rules, in rule 22, sub-rule (4) shall be omitted.
10. In the said rules, for rule 23, the following rule shall be substituted, namely: –
“23. Qualifications for appointment as Surveyor. - A surveyor of inland vessels shall possess any of the
following qualifications and relevant experience, namely: –
(a) Marine or Mechanical or Electrical Engineer or Naval Architect in possession of Marine Engineer Officer
I or II Class (Motor or Steam) Certificate issued by the Director General of Shipping, Government of India or
equivalent certificate recognised by the Government of India and five years of experience after first certificate
of competency either in sea going regular vessels or classification societies or ship building yards or reputed
international shipping companies or the State Port Department or the State Maritime Board or the Directorate
General of Shipping or Mercantile Marine Department or the State Inland Waterways Authority or the Inland
Water Transport Directorate or equivalent; or
(b) Master Mariner (Foreign going) with five years of sailing experience or experience in maritime training or
marine survey after having obtained master’s certificate issued by the Director General of Shipping,
Government of India or equivalent international certificate; or
(c) Marine Engineer Officer Class III (Near Coastal Voyage Vessel-Chief Engineer Officer) Certificate or
Master (Near Coastal Voyage Vessel) certificate issued by the Director General of Shipping with minimum
ten years of sailing experience of which at least three years’ experience in the capacity of Master or Chief
Engineer or five years of experience in classification societies or ship building yards or reputed international
shipping companies or the State Port Department or the State Maritime Board or the Directorate General of
Shipping or the Mercantile Marine Department or the State Inland Waterways Authority or the Inland Water
Transport Directorate or equivalent; or
(d) a basic degree in Naval Architecture with seven years of experience in sea going regular vessels or
classification societies or ship building yards or reputed international shipping corporations or the State Port
Department or the State Inland Waterways Authority or the Inland Water Transport Directorate or equivalent;
or
(e) Diploma in ship building with fifteen years of experience in sea going regular vessels or classification
societies or reputed ship building yards or reputed international shipping corporations or the State Port
Department or the State Inland Waterways Authority or the Inland Water Transport Directorate or equivalent.”.
11. Rule 24 of the said rules shall be omitted.
12. In the said rules, for Form No. 1, the following form shall be substituted, namely: -

(a) for heading “Gross Registered Tonnage”, the heading “Gross Tonnage” shall be substituted;
