A-33/11/2/2009-E.I(Part1) 23-07-2025 OFFICE MEMORANDUM Subject: Closure Activity of SPARROW Application for the Session 2023–24 – Final Opportunity for Completion of Pending APARs. It is to be noted that despite repeated issuance of circulars and emails emphasizing timely completion of APARs in line with DoP&T guidelines, a staggering total of 6,540 APARs for the year 2023–24 remain pending at various stages in the SPARROW portal. This continued noncompliance is a matter of concern. A stage-wise summary of the pending APARs is as follows: S. In response, detailed instructions were issued through multiple circulars, and necessary facilitative actions were undertaken by the Headquarters to address and resolve these technical issues. Despite these measures, the persistently high number of pending APARs indicates omission of official duty on the part of some field units and individuals. In view of the above, all concerned Officers/Officials, including PAR Central Custodians of respective regions, are hereby given a final opportunity to complete all pending APARs for the session 2023–24 by 07.08.2025. No further extension shall be granted under any circumstances. Thereafter the A-33/11/2/2009-E.I-Part(1) I/2811596/2025 name of officers, with whom the APARs are pending, will be put up on website, and will be recommended for putting an entry in their personal files. Failure to adhere to this directive may attract disciplinary proceedings under the relevant Conduct Rules against the responsible officer(s)/official(s). All Controlling Officers are directed to personally monitor and ensure full compliance within their respective jurisdictions without fail.   This issues with the approval of Competent Authority.
