The Employees' State Insurance Corporation revises the delegation of financial powers to Deans, Medical Superintendents, and Regional Directors for Annual Repair, Maintenance and Operation (ARMO) and Special Repair (SR) works. These officers now hold full powers for ARMO works. They also hold powers for SR works up to a limit of Rs. 2.00 crore. Officers must exercise these powers in accordance with applicable financial rules, technical requirements, and instructions from the Headquarters Office. Sub: - Delegation of Power for ARM/SR works related to Civil/Electrical Works in ESIC establishments.
Sir/Madam,
With reference to above cited subject, it is to inform that the delegation of Financial Powers to ESIC officers was circulated vide letter No. Pt. W-17/13/1/Misc./2014-PMD dated 08.03.2018, vide letter no. W-13/13/ARM/SR/2011-PMD dated 12.10.2021 and vide letter dated V-11013/4/2022-PMD-Part(1) date:.05.05.2025.
The matter has subsequently been reviewed, and the Competent Authority has approved the revision of delegation of financial powers to Medical Superintendents of ESIC Hospitals for undertaking Annual Repair, Maintenance and Operation (ARMO) and Special Repair (SR) works.
Accordingly, the revised delegation of financial powers for ARMO and SR works in ESIC establishments shall be as follows

The above delegation shall be exercised in accordance with the applicable financial rules, prescribed technical requirements and other instructions issued by Headquarters Office from time to time.
