OFFICE MEMORANDUM

Subject:- Inviting Online Requests for Mutual Transfer in the Cadre of Social Security Officer (SSO) under Clause 8 of the Transfer/Posting Policy dated 18.12.2024 - reg.

With reference to the subject, kind attention of all the concerned is invited to clause 8 of the Transfer/Posting Policy of Social Security Officers/Managers Grade-II/Superintendents dated 18.12.2024, which provides for transfer on the joint mutual request of two officers. In accordance with the aforesaid provision, online options are hereby invited from eligible officers in the cadre of Social Security Officer (SSO) for Mutual Transfer.

Eligibility / Terms & Conditions:

• (i) Officers in the cadre of Social Security Officer (SSO) who were transferred during the preceding years, either through Annual General Transfer (AGT) or mid-year transfer.
• (ii) Such officers should have joined and assumed charge at their ordered place of posting before 10.04.2026 (Date of issuance of transfer order for AGT-2026).
• (iii) The requests of both officers shall be recommended by their respective Heads of Offices;
• (iv) Mutual Transfer shall be ordered at the own cost of the officers concerned;
• (v) Mutual Transfer shall not be a matter of right and shall be subject to administrative feasibility
• (vi) Competent Authority reserves the right to change the place of posting (Accounting Unit) within same station.

Important Instructions:

The officers concerned are advised to carefully verify all the details furnished by them before submitting the online request. Any request found to be based on incorrect, incomplete or misleading information, or submitted by an officer who does not fulfill the prescribed eligibility conditions, shall be liable to be cancelled/rejected at any stage.

No physical application, printout or screenshot of the online option/request submitted through the ERP portal is required to be sent by post or e-mail by the officers concerned.

The concerned Heads of Offices/Controlling Officers shall ensure that the service particulars, present place of posting, past transfer details and date of joining of the officers submitting requests are duly verified from the relevant official records before recommending the requests.

The Heads of Offices/Controlling Officers shall also ensure that only those officers who fulfil the prescribed eligibility conditions are recommended for consideration of Mutual Transfer.

Important Dates:

i) Last date of submission of online applications: 28.10.2026

ii) Last date for recommendations by Head of Office (HoA): 03.11.2026

In case of any technical issue encountered while submitting the online request, the concerned officer may send the details of the issue to IT Helpdesk at ithelpdesk@esic.gov.in, with a copy to estt1-hq@esic.gov.in, for necessary assistance.

The workflow and detailed procedure for operating the Mutual Transfer Portal are enclosed as ANNEXURE-A.
